As Hurricane Dorian ravaged Freeport, the main city on Grand Bahama, fisherman Howard Armstrong had to watch helplessly as his wife died in the rising flood that claimed their home.The water rose quickly, he told CNN, and soon it was up to their necks."We were doing all right until the water kept coming up, and all the appliances were going around the house, like the washer machine," said Armstrong, who is a crab fisherman.His wife, Lynn, was standing on the kitchen cabinets, the only place where "your head would touch the roof," he said. At least 25 people have died in a suspected arson attack at a renowned animation studio in the Japanese city of Kyoto on Thursday, according to police.The death toll at the Kyoto Animation Co. building is expected to rise and the city's fire department said that 36 people were injured in the blaze, some critically.A Kyoto prefectural police spokesperson said a 41-year-old man suspected of carrying out the attack also had a backpack containing several knives. The suspect poured what appeared to be gasoline around the studio and set it on fire.The suspect is currently in hospital with serious burn injuries and police do not expect to be able to question him on Thursday.The fire broke out at about 10:30 a.m. local time on Thursday (9:30 p.m. ET) in the company's 1st Studio building in Kyoto's Fushimi-ku district. Canadian Prime Minister Justin Trudeau says anyone showing symptoms of COVID-19 will not be allowed to board domestic flights or intercity trains.Trudeau says the new requirement will begin Monday at noon. Canadians returning to the country already can't board planes if they are showing symptoms.Trudeau says it will up to the train and plane operators to ensure people with symptoms don't board.
