BEIJING, Nov. 19 (Xinhua) -- Tax rebates for China's light industry should be increased to alleviate cost burdens on exporters, the cabinet said here on Wednesday.     China also plans to remove unreasonable administrative fees and charges on industry players, and offer more, said a statement released after the executive meeting of the State Council presided over by Premier Wen Jiabao.     Through the foreign trade development fund, set up by the central government, active assistance will be made to boost exports and help companies' promotion and acquisition efforts in the international market, members said at the meeting.     The tax rebate rate has been raised three times this year in China. The most recent increase came Monday. It covered a list of 3,770 items which account for 27.9 percent of the country's total exports.     Items include labor-intensive, mechanical and electrical products. The rebate takes effect Dec. 1.     The previous two rebates were made in August and at the beginning of this month.     Official data showed that China's October export growth slowed to 19.2 percent from 21.5 percent in September.     "Light industry is China's strong point and its stable and healthy development would be of prime importance," members said while explaining the reason behind the move.     The industry is suffering severely from changes in the domestic and international economic environment in recent months. Concrete measures should be taken to support the industry to weather the difficulties.     China levies value-added tax on most products, but refunds varying amounts of that tax on goods that are exported. The government usually adjusts the size of export tax rebates for different types of goods when it is trying to encourage or discourage growth in particular industries.     Several other policies were passed at the meeting to support the development of the light industry. Financial subsidies were offered to rural residents and people in quake-hit regions and remote areas in China in an effort to boost domestic demand on their products.     More funding would be allocated to support the development of small and medium-sized enterprises, as well as to encourage technical innovations and upgrades in these companies.     The draft of arbitration law on land contract related disputes, which, after revision, would be submitted to the standing committee of the National People's Congress for approval, was also discussed at the meeting. GENEVA, Jan. 23 (Xinhua) -- The World Economic Forum (WEF) is "very proud" that it has managed to maintain "very positive" ties with China, a senior WEF official has said.     "We all know that China is an important factor in the future evolution and development of worldwide economy. So we are all very interested in what China will be doing," said Andre Schneider, managing director and chief operating officer of the Geneva-based organization.     In a recent interview with Xinhua before next week's opening of the 2009 WEF annual meeting, also known as the Davos Forum, in the Swiss Alpine skiing resort Davos.     More than 40 heads of state or government, including Chinese Premier Wen Jiabao, and some 1,400 business leaders, have confirmed their participation at the five-day meeting scheduled to deal with the ongoing financial crisis and other global challenges.     Premier Wen's participation will certainly be "a unique opportunity" for the world to better understand what are the plans of the Chinese leadership to deal with the crisis, Schneider said.     Schneider noted the first two WEF annual meetings of the new champions, dubbed "Summer Davos Forum," were both held in China, in Dalian in 2007 and Tianjin a year later.     The success of the "Summer Davos Forum," a gathering of new multinational companies from China and across the world to explore the mechanisms of continued and sustainable growth, indicated the strong collaboration between the two sides, he said.     The WEF's choice of China as the host of the "Summer Davos Forum" was "an absolutely right one," he said.     Schneider noted that cooperation between the WEF and China started in 1979, when China first sent a delegation to the Davos Forum.     China and its economic growth has been a topic of interest for participants at the Davos Forum in recent years.     In June 2006, the organization opened a representative office in Beijing, which aims to deal with all interactions with China. BEIJING, Nov. 27 (Xinhua) -- China's Party discipline watchdog Thursday vowed to put government-funded projects under scrutiny when the country is investing 4 trillion yuan to stimulate the economy.     "We would try to prevent corruption, when a project is tabled for review and approval, when the land is allocated to it, when a public bidding is held for contractors," said He Yong, deputy secretary of the Communist Party of China Central Commission for Discipline Inspection (CCDI), at a meeting here Thursday.     Besides government-funded ones, other projects with state investment would also be the top priority, he said.     The CCDI would issue a set of rules to regulate business activities and officials' work as soon as possible, he said. For instance, it would push local governments to publicize urban planning documents, which listed infrastructure projects to be implemented, and issue detailed rules to protect fair play in public bidding.     To curb graft in this field, discipline officers would also target commercial bribery, which has implicated officials.     They will establish a database specially for commercial bribery cases. A company involved in such cases would be excluded from any business, He said.     On Monday, the CCDI also issued a statement jointly with the National Development and Reform Commission (NDRC), the Ministry of Supervision, the Ministry of Finance and the National Audit Office to ensure close supervision on the stimulus package.     The statement said two dozen inspection teams will be sent to follow projects funded by the package.

BEIJING, Dec. 24 (Xinhua) -- Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), stressed the importance of strengthening national unity under the new situation Wednesday at a national conference on ethnic work.     Jia urged participants to seriously study and implement the recent instructions of Hu Jintao, state president and general secretary of the Communist Party of China (CPC) Central Committee.     "Firmly hold to the main theme of a common unity and progress for all ethnic groups and closely center on task of promoting national unity and achieving a common progress for all ethnic groups," said the CPPCC chairman, who is also a member of the Standing Committee of the CPC Central Committee Political Bureau.     In his speech, the top political advisor called for persisting in upholding socialism with China's own characteristics and firmly taking the road toward resolving ethnic problems with China's own characteristics; persisting in implementing a scientific concept of development and making efforts to promote a sound and fast economic and social development for ethnic groups and minority areas; persisting in and perfecting ethnic regional autonomy and make substantial efforts to protect the legal rights of ethnic minorities; and persisting in the fundamental demand for promoting social harmony and ceaselessly consolidating and developing an equal, united, mutually-supporting, and harmonious socialist national relations.     Strengthening national unity depends on the strengthening and improving of the Party leadership on the ethnic work, Jia stressed.     Vice Premier Hui Liangyu also addressed the conference. Different areas and departments should unify their thinking and action to Hu's instructions as well as the major decisions and arrangements made by the Central Authorities, said the official, who is a member of the Political Bureau of the CPC Central Committee.     The meeting was presided over by Du Qinglin, vice chairman of the CPPCC National Committee and director of the United Front Department of the CPC Central Committee.     Present at the meeting were heads of provincial level United Front departments and ethnic work commissions from across the country.
