SAN DIEGO (KGTV) -- The 21-year-old killed while driving across the trolley tracks near Encanto has been identified.The San Diego County Medical Examiner says Alex Garza, 21, was believed to be distracted, possibly on the phone, when he reportedly tried to drive his Toyota Prius across the tracks just before midnight at 60th Street and Imperial Avenue. SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. SAN DIEGO (KGTV) - The National Weather Service says that conditions are in place for a La Ni?a weather pattern in the fall and winter of 2020-21. That could bring warmer, drier than usual weather to San Diego over the next few months.By definition, La Ni?a happens when the water along the equator is colder than usual. That pushes the jet stream farther north and directs storms away from the Pacific Southwest region of the United States.Because of that, Southern California typically sees less rain during La Ni?a years."What that means for everyone is that our winters can be variable, meaning they can be all or nothing," explains National Weather Service Meteorologist Alex Tardy. "It doesn't necessarily result in more or less rain, though. You just have a very inconsistent winter in general with a La Ni?a pattern like we're seeing developed now."The numbers bear that out. According to the San Diego County Water Authority, San Diego averages 10.34 inches of rain every year, with most of it falling from December through February.But in La Ni?a years, the rainfall is usually below average. During La Ni?a in 2018, San Diego only saw 3.34 inches. A La Ni?a in 2017 brought 12.73 inches. La Ni?as in 2017 and 2012 got 8.18 and 7.90 inches of rain, respectively."The bulk of the historical cases have been somewhat below average," says Dan Cayan from the Scripps Institution of Oceanography. "It's 10 to maybe 30% below what we would normally achieve in those in those core winter months."That's bad news for firefighters across California. Already this year, the state has set records for wildfire disasters, with 7,982 wildfires burning more than 3.6 million acres. SAN DIEGO (KGTV) - The hospital patient who brutally beat a San Diego nurse faced a judge on Friday for his sentencing. 10News was in the courtroom, where the nurse described how she fought for her life while 41 year-old Geoffrey Brizzolara attacked her.“I stood in his doorway and I said, ‘How may I help you, sir?’ His response was to lift a 25-pound chair over his head and throw it at me,” nursing supervisor Mary Prehoden told the courtroom. “Mr. Brizzolara beat me with his fists. He kicked me and then scratched me and he pulled a handful of hair straight out of my head,” she went on to say.The attack happened last summer at Scripps Mercy Hospital in Hillcrest. He was a patient at the hospital and apparently has a history of mental health issues. He did not know Nurse Preholden.“His actions were deliberate and vicious. I was defenseless,” she told the courtroom.She was joined by other nurses who say that patient violence against nurses is a constant concern across the country. Nurse Trish Mcauliffe told us, “The resources have to be increased- mental health resources.” Mcauliffe described how she was once attacked by a different patient at another hospital. “I ended up with a split lip [and] loose teeth and then he stood in the doorway, laughing.”Friday, Brizzolara was sentenced to one year behind bars, with an option for early-release to a mental health treatment facility.“Every single one of us who chooses to do this for a living is under threat every day in every hospital in this country,” added Prehoden. 1542

Local businesses got permits to move service outdoors to the sidewalk, and the event celebrated the community’s resurgence of business with food, specialty items and music.Business owners like Stephanie, who runs Dreamers and Hustlers Company, a clothing shop with items branded toward the namesake, said the past few months have been hard, but she’s confident Barrio Logan shops will bounce back.“Even during these times we figure out ways we can pick ourselves up and get going again,” she said.Edgar Flores said his shop, Maxa Market, sells products made by local small businesses and entrepreneurs.
