(KGTV) -- The man caught on video being arrested outside a La Mesa trolley stop has filed a lawsuit against the City of La Mesa.The lawsuit was filed by Amaurie Johnson against the City of La Mesa, Matt Dages, and six John Does.The lawsuit alleges arrest without a probable cause, negligence, excessive force, and violence because of race.The suit comes after viral video showed Johnson’s controversial arrest outside a La Mesa trolley stop in June. In the video, an officer is seen pushing Johnson into a sitting position on a bench. Mr. Johnson and I are discussing our options as far as moving forward with a complaint with the city of la mesa and potentially taking this to state or federal court," Johnson's attorney Troy Owens said in a previous news release. Troy Owens, Johnson's attorney, told ABC 10News, "Mr. Johnson does not feel that his situation or his experience is unique. LA JOLLA, Calif. (KGTV)— Scientists all over the world are now studying last night’s 7.1M earthquake near Ridgecrest, CA. Seismologists say we should be expecting another big quake in the near future. It seemed like deja vu — a 6.4M followed by a 7.1M, just one day later. “Some people would like to call them separate events, but I don’t think they are separate events,” UCSD Seismologist Dr. Debi Kilb said. Kilb believes neither jolt was a foreshock or an aftershock. She considers these two quakes “mainshocks,” in what is called a “doublet sequence.”“Because the space and time of these earthquakes are so close together, we are beginning to call them an earthquake doublet. So that includes the pair of 6.4 earthquake and the 7.1 earthquake,” Dr. Kilb said. Not only did it shake for several seconds, tremors were also felt from across the state, and even in Arizona. Like the first big earthquake on July 4, the 7.1M was another rare one. The quake was not along a known fault line. Instead, scientists say this may map out a brand new fault.“It was a right lateral fault, meaning that the [earth’s] material on this [east] side moved to the right and down and the material on this [west] side moved up,” Dr. Kilb said. Luckily, California’s most massive quake in 20 years occurred in a rural area, meaning injuries and damages were minimal. But Dr. Kilb says living in California, we are never completely out of the woods. “We live in earthquake country,” Dr. Kilb said. “And earthquakes happen all the time, and they will often be a surprise. (KGTV) — It took a true team effort to help disentangle a humpback whale spotted off La Jolla's coast this week.SeaWorld says the 35-foot whale was reported late Thursday by local birdwatcher Gary Nunn as its swam near shore. Rescue team members traveled about one mile out from Scripps Pier on Friday to find the animal tangled in about 900 feet of rope and weighed down by six fishing traps called pots.SeaWorld rescuers spent four hours cutting the whale free. A local fishing vessel — called McGhee Marie — helped haul the gear away. (KGTV) — La Jolla's Children's Pool has closed for the season to make way for seal pupping season on the beach's shore.The annual closure went into effect Sunday and will extend until May 15, 2020. During the closure, visitors will not be permitted to use the sheltered beach and, much like the rest of the year, be discouraged from getting too close to the seals.The closure is meant to give harbor seals a safe area to birth and wean their young for the season. Critics argued the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June 2018, a state appeals court ruled in favor of the city and the ability to close the beach for the season. A year later, the California Coastal Commission renewed a 10-year permit to close the Children's Pool to human access during pupping season.Critics have threatened to take the matter to the state Supreme Court, but the matter hasn't moved that far as of yet.The Children's Pool was opened in 1932 as a space for inexperienced swimmers to enjoy the water safely behind a seawall. Seals started convening on the beach in the 1990s and have since used it for pupping season.The California Coastal Commission has said they believe the water is unsafe due to bacteria levels from the seals and their excrement and encourage visitors to find somewhere else to swim.Officials have also been forced to post signs warning visitors to keep their distance from seals year-round, as the animals could feel threatened if humans come to close to them or their young. 2122

LINCOLN, Neb. - Gov. Pete Ricketts doubled down on his opposition to medical marijuana in Nebraska on Monday after a legal challenge was mounted against a ballot measure seeking to legalize that in the state.“There is no such thing as medical marijuana,” Ricketts said during a press conference. “This is not something that would be prescribed by a doctor. It’s not going to be distributed through a pharmacy. These are dispensaries that would be in your communities.”Ricketts argued that in other states where it has been legalized, people show up to work “stoned” and are at greater risk for accidents on the job. He also argued that the cognitive development of children is impacted when they have access to marijuana."This is not a benign thing. This is a dangerous thing," Ricketts said.The comments come as the Nebraska Supreme Court is set to decide whether or not to let voters decide on medical marijuana in the state this November.Supporters of the measure had been collecting signatures for months, and Nebraska Secretary of State Bob Evnen said they had enough to qualify the measure for the ballot.But Lancaster County Sheriff Terry Wagner filed a challenge against the measure on Friday. An attorney representing Wagner said it violates state rules requiring ballot measures to focus on a single question. He argued the measure poses two separate questions: whether residents should have the right to use marijuana for medical purposes, and whether private companies should be allowed to grow and sell it.Supporters of the measure called the legal challenge “a last-minute attempt to derail the precious right of the people.” They are confident the measure will survive the legal challenge.While Ricketts is opposed to the ballot initiative, he said the court will ultimately make the final decision on whether or not it should go before voters.
