LAKE ELSINORE, Calif. (AP) — A Southern California man was arrested on suspicion of murder and driving drunk in the death of a motorcycle officer with the California Highway Patrol, officials said Sunday.Michael Callahan of Winchester was booked on the charges in the death of California Highway Patrol Sgt. Steve Licon, said Officer Steve Carapia.Callahan is suspected of driving drunk Saturday afternoon when he crossed over the right shoulder of Interstate 15 in Lake Elsinore, crashing into Licon and a car he had pulled over for speeding.Licon died at a nearby hospital. Eleni Kounalakis ordered flags to be flown at half-staff at the state Capitol, and the California Highway Patrol is holding a bell tribute ceremony in his honor on Monday.Carapia, who knew Licon for six years, said the sergeant was well-liked and known for his work ethic and a distinct and quirky high-pitched laugh."He had a great sense of humor," Carapia said. "You could hear him laughing from the sergeant's office. You could hear him coming down the hallway ... Just an all-around great human being."He said Licon loved his job and the fact that his office was on a motorcycle."This is a tough one," he said. (KGTV) - Three dozen scuba divers resumed their search Tuesday for the Canadian girl believed to have drowned in the San Vicente Reservoir.The 12-year-old girl was on a ski boat with six people, including her parents and younger sister, Saturday afternoon when she fell in the water and did not surface.Search teams later found the girl’s damaged life jacket five feet from the boat.RELATED: Search for missing 12-year-old at San Vicente Reservoir continues“The child was at the front of the boat. They were pulling an inflatable behind with the adults. As they come down on speed, the bow of the boat kind of slows and dips, and the child fell overboard,” Sgt. Bryan Brecht of the San Diego Police, Beach Team and Harbor Unit, said. The rescue became a recovery mission hours after the girl disappeared.Although the reservoir is extremely clear, with 20-foot visibility, there are bushes, trees and rocks below the water line, officials said.36 divers from the U.S. Border Patrol, Navy, San Diego Fire Department lifeguards, City of San Diego lake rangers, San Diego Harbor Police and the San Diego Sheriff’s Department were dispatched to the scene Tuesday morning.Crews also have the assistance of technology from the Scripps Institute of Oceanography, City of San Diego Public Utilities Department, and Teledyne SeaBotix.Among the resources are three human remains search dogs on boats with the San Diego Sheriff’s Department.An AMR ambulance crew was placed on standby to assist in any medical emergencies. (KGTV) - Scientists are using an autonomous underwater vehicle to help get purified wastewater to your faucets.  The remote-controlled sub operated by the Scripps Institution of Oceanography helps measure how the purified water mixes with the Lake Jennings reservoir water.It’s one of the state-required steps water officials need to take before purified wastewater from the Padre Dam Water District’s Advanced Water Purification System is introduced to homes through Helix Water District’s Lake Jennings and water treatment facility.“There’s that factor that it’s coming from a waste facility originally.  So, what happens if there’s some sort of failure that didn’t get caught? Well, now there’s a buffer. There’s a buffer. It will sit in the reservoir,” said Helix’s Director of Water Quality Brian Olney.If all goes as planned, Padre Dam will need to expand its Advanced Water Purification System and build a pipeline to deliver that water to Lake Jennings.  Olney said that could happen by 2023. 1045
