The State of Utah sent face masks showing a handgun and controversial political image to a Salt Lake City family.The free masks are part of the “A Mask For Every Utahn” campaign, where federal COVID-19 money purchased more than two million masks to stop the spread of the virus.“I was just shocked,” said Chrstine Passey-Spencer outside her Rose Park home.Two masks delivered to the family show an American flag with a handgun printed across them with “Don't Tread on Me” written below a coiled rattlesnake.“I think the thing that bothered me most is that I knew my tax dollars paid for this and this is very politically charged speech,” Passey-Spencer said.The “Don't Tread on Me” image stems from the Revolutionary War but has become controversial in recent years. The Gadsden Flag has been used by the Tea Party, anti-gun control activists and white supremacists.In 2016, it was deemed to have “racially-tinged” messaging in some contexts by the federal government.More recently, the image has been used by people believing COVID-19 health restrictions take away their constitutional rights.“We hope this is an isolated incident that we just missed these couple of masks,” said Governor’s Office of Economic Development’s Ben Hart, who oversees the state’s mask program.Since April, the state purchased millions of masks from local and international manufacturers.Hart admits about 100 of the “Don't Tread on Me” masks were included in a shipment last month. Hart says the staff deemed them “inappropriate” and attempted to set all of them aside.“We will not be using taxpayer dollars to pay for these masks. The United States could see an increase in immigrants coming to the country after Hurricanes Irma and Harvey, according to new research from the University of Michigan.According to the study, migrants may find it easier to start over in the United States rather than rebuild from the destruction in their own country.Another reason, according to U-M economists Dean Yang and Parag Mahajan, is that hurricane refugees able to secure green cards or legal permanent residency through their families already established in the country."When there's a bigger stock of previous migrants to the U.S., when someone in their home country is more likely to have a connection to some sort of migrant in the U.S., then the effect of hurricanes on migration is larger," Yang said.The researchers first studied the severity of a hurricane in a given country, using data from meteorological reports to estimate actual damage.Yang and Mahajan then analyzed restricted U.S. Census data from 159 counties over 25 years to see if America saw a rise in immigration following large storms in other countries.The largest effect came from Central America and the Caribbean."These regions get hit a lot by hurricanes that cause severe damage, and there are a lot of Central American and Caribbean immigrants in the U.S. If you're looking for somoene to sponsor you, you actually have that opportunity," Mahajan said.The study cites Hurricane Cesar, which made landfall in Nicaragua in 1996. The hurricane killed 42 people, caused food shortages, .5 million in damage, left 100,000 people homeless. Yang and Mahajan found that in 1996 and 1997, there was a 50 percent increase in legal permanent residencies for Nicaraguans than in 1995."Much of this increase came from immediate relatives of U.S. citizens — parents, spouses and children," Mahajan added. "Repeated, similar responses like this in the data helped us conclude that networks of U.S. citizens from sending countries provide opportunities for family members to escape severe weather events." 2080

The U.S. Army has announced previously-scheduled leadership changes at Fort Hood as well as an investigation into the chain-of-command actions surrounding the case of Spc. Vanessa Guillen.Gen. Michael X. Garrett, commanding general of U.S. Army Forces Command, is directing that Maj. Gen. John B. Richardson IV formally assume duties as deputy commanding general for operations of III Corps and acting senior commander of Fort Hood.The change will take effect on Sept. 2.Army officials say the change in leadership was previously-scheduled and will enable "continuity of command" as III Corps returns from its role leading the Combined Joint Task Force-Operation Inherent Resolve.Maj. Gen. Richardson previously served as FORSCOM's director of operations from 2019-20 and was selected in March 2020 by the Department of the Army to serve as the next DCG for III Corps.Maj. Gen. Scott Efflandt will continue to serve as the deputy commanding general for support and will remain at Fort Hood to assist with the reintegration of III Corps as they return from their mission supporting Operation Inherent Resolve.With Maj. Gen. Efflandt remaining at Fort Hood, the Army will announce the name of a new commander for the 1st Armored Division, which Efflandt had previously been designated to lead. That announcement is expected in the coming days.The Army also announced that Sen. Garrett will appoint Gen. John Murray, commanding general of Army Futures Command, and one of the Army’s most senior commanders, to lead an in-depth investigation into the chain-of-command actions related to Spc. Vanessa Guillen.There are currently several investigations underway at Fort Hood. The Army says those investigations are tasked with reviewing a wide range of topics and concerns. According to the Army, Gen.
