(KGTV) -- Neighbors in Del Cerro say an intersection near their homes is a hot spot for accidents and speeding, with the latest incident occurring Monday night.The streets and intersection in question are Madra Avenue and Del Cerro Boulevard. Denisse Newell took cell phone video during the aftermath of Monday’s accident. Newell says she’s reached out to City of San Diego officials to ask that something be done to make drivers slow down.Another neighbor, Emily Broadwater, says she was involved in an accident at the intersection in 2018 after a man didn’t stop at the stop sign. Her minivan was totaled.Newell says her dog was also hit by a speeding car and survived the accident. Her husband has stopped walking their children to school after multiple close calls. Neighbors worry that the next time it’ll be a person. The women say they’d like the city to implement like speed bumps, a stoplight or roundabouts to get drivers to slow down.ABC 10News reached out to San Diego City Councilman Scott Sherman’s office, who represents the district. SAN DIEGO, Calif. (KGTV) - California Gov. Gavin Newsom said indoor operations must close in the state, so some businesses like gyms and restaurants are moving outside. For the beauty industry, there’s a divide. While Newsom and San Diego County officials said businesses can move outside, the California Board of Barbering and Cosmetology won’t allow it.Bahar Radman is a stylist at Del Beauty Box and said she already started cutting hair in her salon’s parking lot. She said it works because there is more space to spread out, there is better airflow, she already has the cosmetology training on best hygiene practices, and she’s also taking coronavirus safety precautions, like keeping a mask on the whole time. She said of her first three outdoor clients, all were happy with the setup and already booked return appointments.This goes against the California Board of Barbering and Cosmetology rules, though. In a statement, a spokesperson from the Department of Consumer Affairs said, “The Board of Barbering and Cosmetology understands the effect shutdowns have on businesses and is sensitive to that. As it stands at this moment, under current laws and regulations, the services cannot be performed outside. SAN DIEGO (KGTV) -The extended patio seating in the Gaslamp Quarter is here to stay for now, according to the Gaslamp Quarter Association.Thanks to a special events permit, as long as social distancing is required, restaurants will overflow into the streets with patio dining Thursday through Saturday each weekend through the end of the year.Manager at The Field Phil Nestor was thrilled to see how busy it was Saturday, saying the patios made a "100%, a million times over," difference to recuperating after being shut down during the pandemic.He said people feel more comfortable sitting outside, and diners said they enjoyed the atmosphere."I think it's actually a pretty good idea, it reminds me of my time in Europe so I think it's pretty cool," Luis Morales said.Fifth Avenue shut down between G and L Streets Thursday through Saturday to make way for the patios, and was slow to start."I think the first day everyone was finding their feet I guess, they were seeing how many tables they could put in their area," Nestor said.By Saturday nearly a dozen restaurants expanded into the streets.Morales said they enjoyed themselves, "we came out to get together with the boys and just finally get a sense of normalcy."Right now normalcy comes with hand sanitizing stations at each table and masks while you're waiting to be seated."I always take my precautions," one diner said. The man said he came down from Los Angeles to celebrate his birthday and felt safer in San Diego compared to up north where Orange County reduced their mask policy to "strongly recommended."Last weekend images of crowds not social distancing, or wearing masks in the Gaslamp Quarter garnered harsh words from County Supervisor Nathan Fletcher. He said earlier this week targeted enforcement would ensure this doesn't happen again.Nestor said the weight falls on restaurants to enforce the county's policies, "we're responsible for our patio and the surrounding areas and making sure people are in the line wearing masks and they're social distancing.""You can't just run into the street and tell someone to do something but you're doing your best and I think most people whether they're drunk or not, I think taking responsibility for themselves too which is a good thing to see," he said.He and other businesses are hopeful as long as the patio dining is successful and they keep everyone healthy this could become a more permanent fixture."I hope it becomes a permanent thing, a lot of the restaurants do," Nestor said, hopeful business will continue to climb, helping them recover from the pandemic. 2592

San Diego's affordable housing crisis has been getting more dire over the last five years because there's a lack of resources, a new report from the California Housing Partnership says. The report, released Wednesday, says the county needs 143,800 more affordable rental homes to meet current demand. However, there's less money and resources going to them. The average rent in the county is now up to ,992, and about the city's lowest income renters are spending 70 percent of their money on housing. Stephen Russell, who heads the San Diego Housing Federation, said the region took a hit in 2012, when the state eliminated redevelopment funds - 20 percent of which were reserved for affordable housing. Now, as cost of living rises, there are nearly 10,000 homeless San Diegans, thousands of them sleeping on the streets.Bruce Carron, 72, was one of them, until he got into Talmadge Gateway, a new 60-unit complex for low-income seniors with ongoing medical needs."It's just more than what I thought I deserved, but somewhere along the line God wanted me to win somewhere in this crazy life that we have," Carron said. The city will soon decide whether to place a property tax bond on the November ballot to pay for more affordable housing. It would charge for every 0,000 of assessed value, and pay for 7,500 new homes. "Until we solve the problem of people sleeping on our streets, I don't think I can sleep in my bed with a good conscience," Russell said.The San Diego Taxpayers Association doesn't have a position on the potential measure, but in a statement chief execrative Haney Hong said more research was needed."Before we decide to throw more money at the problem, let's understand what we're getting right now and how our public agencies are performing," he said. The city rules committee will consider the bond for the ballot next month.  1924

SAN FRANCISCO (AP) — Apple is paying Intel billion for the chip maker's smartphone modem division in a deal driven by the upcoming transition to the next generation of wireless technology.The agreement announced Thursday comes three months after Apple ended a long-running dispute with one of Intel's rivals, Qualcomm. That ensured Apple would have a pipeline of chips it needs for future iPhones to work on ultrafast wireless networks known as 5G.The Apple-Qualcomm truce prompted Intel to abandon its attempts to make chips for 5G modems, effectively putting that part of its business up for grabs.Once the sale is completed later this year Apple will be picking up about 2,200 Intel employees and 17,000 wireless technology patents. Barring any complications, the deal is expected to close sometime between October and December.Apple's purchase of Intel's smartphone modem patents and other technology could bolster its attempt to build its own line 5G chips and lessen its dependence on Qualcomm. The Cupertino, California, has hammered out a licensing agreement with Qualcomm that carries through April 2025, with an option to extend for an additional two years after that.Qualcomm is a pivotal supplier in the rollout of 5G, particularly in the U.S. That's because President Donald Trump's administration has blacklisted another key 5G supplier, Huawei, as part of its trade war with China.So far, 5G connections are only available in a few cities in the U.S., but they are expected to become more prevalent by next year. The faster networks will enable consumers with 5G devices to download movies in a matter of seconds and access other streaming services more quickly.Apple isn't expected to release an iPhone that works on 5G networks until September 2020, putting it behind rivals such as Huawei and Samsung, which already make handsets that work with the faster wireless technology.The sale is a residue of Intel's inability to catch up with Qualcomm in the business of making chips for smartphone modems.
