Michael Allman says his platform of "direct democracy" sets him apart from the other candidates running for the 52nd Congressional seat. At an event in La Jolla Tuesday announcing his candidacy, Allman explained how he would use technology to asses his constituents positions on major issues. Allman says  he has designed a software program that would allow voters to go online and voice their opinions. The program will ensure that only registered voters can weigh in and also makes sure they're voting just once. The investor and former energy company executive is one of several Republicans challenging Democratic representative Scott Peters in next year's election.  708

Michael Cohen informed a representative for Stormy Daniels he was willing to strike a deal to buy her silence only after the release of the now-infamous "Access Hollywood" recording where President Donald Trump can be heard talking about grabbing women without their consent, The Wall Street Journal reported Thursday. The Journal cited a person familiar with the conversation that took place between Cohen, Trump's former attorney, and Daniels' representative just one day after the October 2016 release of the recording. The newspaper reported that Cohen indicated during that conversation that "he was open to a deal," despite having "initially balked at the idea."The same source told the Journal that Cohen "resisted" making a payment to Daniels when the idea was proposed in September 2016.Daniels is a former adult film star who claims she had a consensual sexual encounter with Trump, who denies any affair.Citing individuals familiar with the matter, the Journal reported that federal prosecutors in New York state believe that the "Access Hollywood" recording may have caused Cohen to take action to keep negative stories about Trump out of the news. Federal prosecutors are investigating if that payment to Daniels was an illegal contribution to the campaign or should have been disclosed by the Trump campaign.A spokesperson for the US attorney's office in Manhattan, which is investigating Cohen, declined to comment to the Journal.Lanny Davis, an attorney for Cohen, told the newspaper that he cannot comment on "any matters even possibly remotely related to those that might be under investigation," as a result of advice of counsel. The White House, which has said in the past that Trump denies an affair with Daniels, did not respond to a request for comment from the Journal. The Justice Department said in April that Cohen is under criminal investigation, a revelation that came after a raid of Cohen's properties and office.Cohen acknowledged to The New York Times in February that he had made a 0,000 payment to Daniels, but said that neither the Trump organization nor the campaign had reimbursed him.Trump's story over the payment, meanwhile, has shifted. In April, the President denied knowing about the payment when questioned by reporters. The following month, Trump said on Twitter that Cohen had entered into an agreement "to stop the false and extortionist accusations" that he claimed were made by Daniels. The acknowledgment from Trump came after the President's lawyer Rudy Giuliani told Fox News' Sean Hannity that Trump had reimbursed Cohen for the hush money payment. The payment to Daniels "is going to turn out to be perfectly legal," Giuliani said at the time. 2774

MICHIGAN — Six Detroit-area doctors were charged with fraudulent health care billing and unlawful prescribing of opioids, according to a federal indictment. The defendants, identified as Rajendra Bothra, Eric Backos, Gainu Edu, David Lewis, Christopher Russo and Ronald Kufner, each played different roles at different times, the indictment said. Over the course of the conspiracy, the defendants allegedly submitted claims for more than 2.5 million to Medicare, 2.6 million to Medicaid and .2 million to Blue Cross/Blue Shield of Michigan for services and equipment that was medically unnecessary, not eligible for reimbursement and/or not provided as represented.According to the indictment, the defendants issued more than 13,217,987 dosage units of Schedule II opioids, including Oxycontin, Percocet and Vicodin. The scheme, beginning in January 2013, was operated at three clinics: The Pain Center located in Eastpointe and Warren and the Interventional Pain Center in Warren. MEXICO CITY (AP) -- The search for a 2 1/2 year-old boy who was led away from a market in southern Mexico three weeks ago has led police to a horrifying discovery: 23 abducted children, most between two and 15 years, who were forced to sell trinkets in the streets by their captors.Three women have been detained in the case and the kids -- including three babies aged between 3 and 20 months -- have been handed over to child welfare authorities. The discovery was announced Tuesday by the prosecutors office in the heavily Indigenous state of Chiapas, on the border with Guatemala. 590

LOUISVILLE, Ky. (AP) — The Kentucky attorney general's office says two long-rifle shell casings were found in and near Breonna Taylor's apartment after a police drug raid that left her dead. It's the first time these specific shell casings have been mentioned by authorities investigating Taylor's death in March. One was found inside and the other outside Taylor's apartment. The notice of the two shell casings was filed in former Officer Brett Hankison's wanton endangerment case. According to the Associated Press, the one-page court filing does not say why the shell casings would be favorable to Hankison’s defense.Kentucky Attorney General Daniel Cameron didn't mention the long-rifle casings at a September news conference announcing the indictment against Hankison, the AP reported.Another officer at Taylor's apartment that night was Sgt. Jonathan Mattingly. On Friday, Mattingly filed a counterclaim suit against Taylor's boyfriend, who previously had sued the police department. According to the Courier-Journal, the complaint is a countersuit in response to a lawsuit brought on by Walker.Mattingly was shot in the leg by the boyfriend during the raid. 1173
