The alligator that somehow ended up in Chicago's Humboldt Park has finally been caught.Chance the Snapper, as he came to be known, had been on the loose in the park for almost a week -- forcing a partial shutdown of the site.Chicago Police Department spokesman Anthony Guglielmi told CNN Tuesday the alligator was caught sometime overnight. Police are holding a news conference at 10 a.m. (11 a.m. ET), where they'll give more details.The city brought in St. Augustine, Florida, alligator expert Frank Robb on Sunday to help capture Chance.State reptile specialists say the reptile is an American alligator between 4 and 5 feet long.The city's Animal Care and Control Executive Director Kelley Gandurski said the city believes the reptile was brought to the lagoon by someone who owned it. It's illegal in Illinois to own an alligator.Gandurski says the city deals with about one alligator-related incident every year, but it's rare to have to deal with them in the wild.The alligator had last been seen on Thursday around 1 a.m. 1041

The federal agency that oversees the financial condition of U.S. banks says it will offer voluntary early retirement to about 20% of its 5,800 employees.Agency officials say the early retirements could create a more highly skilled workforce with the goal of attracting employees with a new set of skills.The Federal Deposit Insurance Corp. announced the move Thursday, saying it isn’t designed to reduce its budget or the total size of the workforce. About 42% of the current workforce is eligible for retirement within five years, the FDIC says. A wave of potential retirements could sap the agency’s institutional knowledge, especially during a crisis, the FDIC’s inspector general said in a recent report.In addition, the FDIC plans to close a handful of field offices, and to relocate and consolidate others. No staff involved in examining banks will be affected, the agency says.“This program will enhance our agility, preparedness and technological transformation,” FDIC Chair Jelena McWilliams said in a statement. It’s part of the agency’s strategy to “further reduce layers of management and acquire new skill sets,” she said.Sen. Sherrod Brown of Ohio, the senior Democrat on the Senate Banking Committee, questioned the approach of phasing out veteran employees and said it could hurt the FDIC’s ability to deal with another financial crisis. “If the FDIC chair were interested in increasing the agency’s capability to respond to a crisis, she would be focused on hiring and training a new generation of workers, not encouraging experienced and senior staff to rush to the exit,” Brown said. “Let’s be clear –- no matter how Chair McWilliams tries to spin it, reducing FDIC’s workforce will make us less prepared for a financial downturn.”During the 2008-09 financial crisis and the following years, the FDIC closed hundreds of failed U.S. banks and transferred their loans and deposits to other, healthy banks. Bank failures reached a peak of 157 in 2010. With the new plan, the FDIC is looking build up its staff engaged in inspecting banks, and in specialized information technology, computer science and data management. Officials declined to estimate what portion of the employees being offered early retirement is expected to take it. They include executive managers as well as administrative staff at FDIC headquarters in Washington and in the field. The union representing FDIC employees said it’s concerned about employees having enough time to adequately assess their options and make informed decisions. Employees who accept the offer must leave by June 6. Under terms of the offer, most of the employees who choose to leave or retire will receive six months of salary.The union, the National Treasury Employees Union, said it will negotiate with the agency on the office closures and consolidations to prevent involuntary relocations of employees to another FDIC office and allow them to continue to inspect banks in their areas.“We also intend to closely examine the FDIC’s justification for these decisions, and our union will raise concerns if we feel the moves are unwarranted or harmful to FDIC’s ability to accomplish its mission,” NTEU President Tony Reardon said in a statement.In addition to monitoring the banks’ condition, the FDIC was established during the Great Depression to insure deposits of banks that fail. Eight-year-old Rayline Brassert and her friends are hooked“People always brag about Fortnite,” said Rayline. “Like when they always come to school and brag about it.”Rayline’s mother says it can be a challenge to get her daughter to stop playing. “There’s like this switch that goes off and if she’s not allowed to do something and she’s a completely different person and you gotta pull her back to reality,” said Natalie Brassert.Fifteen-year-old Gavin Probst says he plays Fortnite nearly every day and admits he can spend a little too much time in front of the screen. “It’s real easy to lose time. I’ve personally gone overboard many times,” said Gavin. His mother, Christine, also notices a change in her son when he starts playing the game. “You can just sort of tell their attitudes get a little bit more short, they can be a little bit more cranky,” said Christine. Dr. Russell Schilling with the American Psychological Association has worked with game developers but wasn’t involved with Fortnite. “They’re creative people and whether psychologists are involved or not, what they’re trying to do is make the game as engaging as possible,” said Dr. Schilling. “They want you to play it, they wouldn’t make money if they weren’t.”Schilling feels there’s not enough research to show video games are addictive, even though the World Health Organization made video game addiction an official mental health disorder.“Many things can become addictive,” said Schilling. “There are many factors for why that may happen but there may not be anything specifically about video games that’s unique – we just don’t know at this point.”As for the lawsuit, Epic Games won’t comment on pending litigation but Fortnite has nearly 250 million users worldwide. 2067
