BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.

BEIJING, July 11 (Xinhua) -- China's Central Meteorological Station warned Sunday that rainstorms would again batter many provinces and regions in the coming days bringing with it bigger risks of new flooding and other geological disasters in central and eastern China.From Monday until Wednesday, the observatory forecast some regions in provinces including Guizhou, Hunan, Hubei, and Anhui will see heavy rain.Eastern Jiangsu, Zhejiang, Jiangxi, central Henan, Chongqing and Shanghai will also see rainstorms during the next three days.A total of 14.92 million people in 10 provinces and regions along China's longest river, the Yangtze, have had their lives disrupted after torrential rains began pounding since July 8, a statement from the Office of State Flood Control and Drought Relief Headquarters (SFDH) said Sunday.Rain-triggered floods also brought damage to 806,000 hectares of farmland and destroyed 20,000 houses, with direct economic losses standing at 8.6 billion yuan (1.3 billion U.S. dollars), a statement from the flood control authority said.Official figures showed during the 10 days ended on Saturday, at least 50 people were confirmed dead and 15 others were still missing in 9 provinces after heavy rains.Rain-triggered floods have left 14 people dead and three others missing in Chongqing Municipality since Thursday, toppling more than 3,000 houses, partly cutting off power supply and causing the evacuation of 80,400 people, according to the local government.The floods have affected the lives of more than 1.7 million people in 17 districts and counties there, incurring 1.34 billion yuan in direct economic losses, Chongqing's flood-control and drought-relief headquarters said.In Hubei Province, 17 people were killed and three others missing amid downpours since July 3, which affected the lives of more than 5.63 million people in 75 counties across the province, Hubei's Civil Affairs Administration said Sunday.More than 182,500 residents had been relocated after heavy rains damaged more than 71,000 houses, inundated 537,650 hectares of farmland, cutting off many road services and suspended power supply.In Jiangxi Province, more than 34,000 people have been evacuated since July 5 when downpours began to hit 22 counties, pulling down more than 2,400 houses.So far 620,000 people from five provinces in eastern and central China have been evacuated from flood-hit areas as soldiers from the People's Liberation Army and armed police forces mobilize to fight the floods.Chen Lei, Minister of Water Resources, also SFDH vice director, said at a work meeting Sunday that local authorities should come up with detailed plans for flood control to minimize losses caused by the disaster.A total of 8 work teams sent by SFDH are also helping with flood control work in provinces along the Yangtze and in northwest China's Qinghai Province, where thousands of people were evacuated Sunday from Golmud City as a risky reservoir nearby was on the verge of breaching after heavy rain.But the water level of the reservoir has begun easing, the SFDH said, as temporary channels had been dug to divert water.Chinese Vice Premier Hui Liangyu urged at a work conference Saturday relevant departments to closely monitor the weather and issue alerts promptly, reinforce dams and dikes as well as resettle people affected by the floods.Meteorological experts warned cities should be on alert against water logging while mountainous areas should be wary of mud flows and landslides triggered by heavy rains.

BEIJING, Aug. 10 (Xinhua) -- China's Ministry of Health reported 1,397 deaths from infectious diseases on the mainland in July.Some 750,000 infections were registered last month, including 10 cholera infections, according to a statement released Tuesday by the ministry.No plague cases or deaths from cholera were reported in July, the statement said.Plague and cholera are categorized as Class A infectious diseases -- the most serious class under China's Law on the Prevention and Treatment of Infectious Diseases.More than 350,000 cases of Class B diseases were also reported in the month, with 1,251 of them resulting in death.Tuberculosis, viral hepatitis, dysentery, syphilis and gonorrhea were among the five most frequently reported cases in the month, accounting for 94 percent of all Class B cases, the statement said.The death toll due to Class C disease was 146. The top three Class C diseases were hand-foot-mouth disease (HFMD), infectious diarrhea and mumps, which accounted for over 98 percent of cases in this category, the statement said.

Journalistic activities by news organizations and their reporters are protected by law," read a statement posted on the GAPP's website.The statement came after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter of the Economic Observer News, who was accused of defamation by a publicly-listed company.Qiu had previously been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company with fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.Police officials said earlier Friday that the investigation into allegations of defamation against Qiu and his newspaper would continue.
