BOSE, Guangxi, Oct. 21 (Xinhua) -- China's top lawmaker urged the southwest Guangxi Zhuang Autonomous Region to build more transportation infrastructure and accept more industries from developed areas.     Guangxi should try to find a road for development compatible to its own realities, said Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), during his tour of the region which wraps up Wednesday.     Wu said the region should use the advantages it has such as low labor costs and natural resources to develop rural areas.     Wu, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visited local villages, factories and schools to talk about rural reforms made at the recent Third Plenary Session of the Seventeenth CPC Central Committee.     He said the region should use its advantage of having a lengthy coastline and many sea ports, to make the Beibu Gulf Economic Zone the top recipient of development.     During his tour, Wu paid a visit to the Bose Memorial Hall, in Bose City. It was built to commemorate a 1929 uprising led by revolutionaries including Deng Xiaoping.     He laid a floral basket in front of the statues of Deng and his comrades. Deng is known as the Chief Architect of China's 30 year-old Reform and Opening-up drive.

ABOARD DESTROYER WUHAN, Jan. 12 (Xinhua) -- A Chinese mainland navel fleet on Monday began to carry out an escort mission for four merchant ships including one from Taiwan in the Gulf of Aden off Somalia.     The mission is also escorting two other ships from Shanghai and one from the Philippines to protect them against pirate attacks. Two groups of naval special forces were aboard the first and the last ships.     Another Chinese destroyer Haikou will join the mission later in waters, where the pirates are more likely to appear.     Rear-Admiral Du Jingchen, commander of the naval fleet, said safeguarding transport in the Gulf of Aden and maintaining security of ships was the common wish of all pacifists including compatriots across the Taiwan Straits.     The Gulf of Aden is a key trade route linking the Indian Ocean with the Mediterranean via the Suez Canal. BERN, Switzerland, Jan. 27 (Xinhua) -- China and Switzerland decided on Tuesday to begin a joint feasibility study on creating a bilateral free trade zone in the second half of this year in preparation for formally launching negotiations on the issue.     During talks in the Swiss capital, visiting Chinese Premier Wen Jiabao and President of the Swiss Confederation Hans-Rudolf Merz exchanged views on the current international financial and economic situation and briefed each other on the policies and measures China and Switzerland have taken regarding the international financial crisis.  BEIJING, Jan. 11 (Xinhua) -- The General Political Department of the Chinese People's Liberation Army (PLA) has issued a notice ordering all members of the PLA and the Chinese People's Armed Police Corps (PAPC) to study a recent instruction on value made byHu Jintao, chairman of the Central Military Commission.     Addressing a recent military conference, Hu urged servicemen to strengthen their spiritual pillar and foster the core value of "Beloyal to the Party, love the people, serve the nation, be devoted to the mission, and worship credit."     Hu's instruction has put forward a major strategic task for ideological and political building of the Army under the new historic conditions, said the notice. It urges the whole armed forces to seriously study and implement the important instruction of Hu, who is also China's president and general secretary of the Communist Party of China (CPC) Central Committee.     The "core value for contemporary revolutionary soldiers" raised by Hu holds the key for ideological and political building of the Army, it says, adding that it is of "great realistic significance and far-reaching historic importance."     The core value reflects the relations between Chinese servicemen and the Party, the people, the nation and the Army, as well as the most fundamental and the innermost value among Chinese servicemen, it says.     The core value reflects an integration of the Chinese Army's good traditions, the demands of the development of the times, and the pursuit of value by Chinese soldiers and officers, according to the circular.

BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.
