BEIJING, May 11 (Xinhua) -- China released a detailed three-year plan to stimulate its nonferrous metal industry focused on industrial restructuring and technology innovation, the State Council, or the country's Cabinet, said here on Monday.     The nonferrous metal sector should keep a steady operation in 2009, and achieve a sustainable development by 2011, according to the plan.     The country would encourage regrouping among nonferrous metal companies to sharpen the competitive edge of the whole industry, the plan said.     Three-to-five nonferrous metal corporation would be formed out of industrial reconstructing by 2011 with advanced production capacity and technology innovation capability.     Combined copper output of top 10 domestic producers should take up 90 percent of the country's total by 2011, aluminum output 70 percent, lead 60 percent, and zinc 60 percent, according to the State Council.     The government would also encourage the exploitation of nonferrous metals both at home and abroad, supporting companies to invest in mines overseas -- either on their own or with foreign parties.     The country would help with capital injection and foreign reserve application concerning overseas projects.     The export rebate policy would be a "proper" and "flexible" one to encourage nonferrous products with high technology and high added values, according to the plan.     The State Council also laid out guidelines to eliminate obsolete capacity and digest over capacity. No new project to develop electrolytic aluminum will be allowed in the next three years, the plan said.     The country would put strict control on the production of copper, lead, zinc, titanium and magnesium.     At the same time, China aims to save 1.7 million tonnes of coal and 6 billion KWh of electricity per year, as well as reduce sulfur dioxide by 850,000 tonnes annually as part of industrial upgrading for the nonferrous metallurgy sector.     China was the largest producer and consumer of nonferrous metals with total output of ten major nonferrous metals reaching 25.2 million tonnes and total consumption at 25.17 million tonnes in 2008.     The country's nonferrous metal industry received a severe blow from the global economic downturn after keeping high-speed growth for nearly a decade.     Statistics released by the China Nonferrous Metals Industry Association showed aggregate profit of China's nonferrous metal producers fell 45 percent last year to 80 billion yuan (11.73 billion U.S. dollars).     Along with the support plan for the nonferrous metal sector, the State Council has unveiled stimulus packages for 10 industries since January, such as machinery-manufacturing, electronics and information industries, the light industry and petrochemical sectors.

BEIJING, April 27 (Xinhua) -- In light of an outbreak of swine flu in Mexico, China's Ministry of Health issued a notice Sunday about disease prevention and detection, warning citizens to be careful.     The notice defines the symptoms of the disease and how it can be transmitted to humans.     Although there is no vaccine yet, the disease is preventable, controllable and treatable, it said.     As of Monday morning, no cases of the illness had been reported in China.     The ministry said so far, there is no evidence that this flu could be spread through food.     It also warned those who travel abroad to be alert for any signs of infection.     Swine influenza A/H1N1 is a respiratory disease that infects pigs and does not normally infect humans. But sporadic cases do occur, usually for people who have had close contact with pigs.     It has killed more than 60 people out of about 1,000 suspected cases in Mexico.     China's General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) issued an emergency notice Saturday requiring people to report flu-like symptoms at the point of entry when returning from affected regions.     According to the Health Ministry, the ministry is working with the Ministry of Agriculture and GAQSIQ to monitor the disease.     The ministry has contacted scientists who have done viral sequencing on swine flu. It has also stepped up cooperation with the World Health Organization and the U.S. and Mexican governments to obtain updated epidemic information and prepare for a possible outbreak.     China should establish an effective disease prevention and control system it it entry-exit inspection and quarantine process, the ministry added.

BEIJING, June 10 (Xinhua) -- China is ready to end a de facto suspension of initial public offerings (IPOs) on the Shanghai and Shenzhen stock exchanges, after the securities regulator unveiled Wednesday the final guidelines for new IPOs.     The China Securities Regulatory Commission (CSRC) said the guidelines would take effect Thursday.     An unidentified CSRC spokesman said the commission will give approvals to applying firms any time after the guidelines become effective.     The commission announced draft guidelines on May 22 to solicit public opinions till June 5. The new guidelines aim to improve the price discovery function of the stock market, and help retail investors subscribe to newly issued stocks.     The draft said the quotation system for new issues should be revised so that issue prices faithfully reflect market demand, and lead underwriters should take steps to avoid "unreasonably" high prices.     Under the new rules, stock subscribers need to use either the online or off-line subscription system, but not both, to purchase new stocks. Institutional investors used to enjoy the privilege of subscribing through both systems, while retail investors could use only the off-line system.     Three revisions were made to the draft to follow public advices that the commission deemed reasonable.     The final version said a single investor is refined to use one account only to purchase new stocks, as some institutional investors have multiple accounts. The revision is aimed to help more smaller investors get access to new stocks.     In addition, the commission said it would consider to increase the number of tradable stocks in response to suggestions the lock-down of too many stocks would do no good to curb speculation.     However, the spokesperson said shares lock-down of large shareholders would remain in place, as it is aimed to prevent frequent changes in managerial staff that could jeopardize a firm's operation and create risks and the practice is followed on many overseas markets.     The commission also added the content about improving the "clawback" and the offering suspension mechanisms upon requests of the public. The "clawback" mechanism is used in the event that the deal is subscribed by 100 times or more.     The CSRC effectively suspended all new stock issues last September, as it halted approvals. Since then the stock market has plunged more than 50 percent from its peak 6124.04 in October 2007,compared to Wednesday's closing.     The CSRC spokesman anticipated that the first few new IPOs may not be satisfactory (in boosting the market), but he believed that the goals of the new guidelines could be achieved over time, which would play a positive role in boosting the market in the long run.     A total of 32 firms are on the waiting list to launch their IPOs on the A-share market, expecting to issue a combined more than 14 billion shares.     China State Construction Engineering Corp. is expected to issue12 billion shares.

URUMQI, July 18 (Xinhua) -- Nearly two weeks after the July 5 riot in Urumqi of northwest China's Xinjiang Uygur Autonomous Region, social order and people's lives are returning to normal. Yet in retrospect, a mass of evidences show that the unrest was a well-planned violent criminal incident of terrorist nature.     FEINT BEFORE VIOLENCE     Investigations by reporters reveal a salient feature of the riot, that is the perpetrators adopted the tactic of mass rally and making trouble in the open, which attracted people's attention and police force, while committing beating, smashing, robbery and arsons in other places.     At about 6:00 p.m. July 5, some persons gathered in the People's Square, continuously making phone calls and sending text messages. Some people were shouting slogans to attract passersby. The crowd grew larger and larger.     According to the local police department, about 1,500 policemen were sent to the place to maintain order and disperse the crowd.     At about 8:00 p.m., the police were told that a group of thugs were beating innocent people, smashing cars and buses, and burning police cars at Er Dao Qiao in a southern area of the city.     Xinhua reporters at the area spotted the body of a victim under a bridge, people fleeing in all directions, shops closing, mobsters smashing and setting fire as they walked along, more and more shops, automobiles and public facilities got destroyed and people got hurt.     At the same time, people gathered in the People's Square began to walk to the south.     According to two officials from the local committee of ethnics and religions who walked after these people, at the Longquan Street intersection, someone jumped out of the crowd and began to instigate people to join and follow them. The Longquan Street is a major passage leading to the Er Dao Qiao area.     At about 8:40 p.m., the crowd reached the Tianchi Road - close to the Er Dao Qiao area -- and were joined by about 200 people with clubs.     The two officials said that as fewer than 20 policemen lined up across the street to stop the crowd, someone in the crowd commanded the crowd to dash through the police line. A policeman was beat down and the crowd continued to move south with more violent behaviors.     According to the policemen who were at the scene, the crowd walked as long as several kilometers and more people joined in when the violent situation was worsening.     SUDDEN ERUPTION ALL OVER     According to the local public security department, at about 9:00 p.m., the department received reports that thugs were making violence in more than 50 places in the city, attacking passersby, cars, shops, resident buildings, police and government offices.     The city's first aid center said they received numerous SOS calls starting from 8:23 p.m., resulting in the breakdown of the telephone switching system.     According to the center, from the night of July 5 to the next morning, it sent out ambulances for 737 times to give medical support to about 900 injured people.     A young woman told Xinhua that she was in a bus when the thugs started the violence. "There were also thugs in the bus. It was like they colluded over the whole thing and just waited in the bus for the time to come."     The girl said that she was beat "powerfully" in the head while trying to get off the bus after the driver opened the door. GENEVA, April 22 (Xinhua) -- Close international cooperation is needed to fight all forms of racism and racial discrimination, which is the enemy of the whole human society, a senior Chinese diplomat said here on Wednesday.     "China proposes that the international community work closely together to form a strong united front in the fight against racism," said Li Baodong, Chinese ambassador to the United Nations Office in Geneva, in an address to the ongoing Durban Review Conference.     Governments should fully recognize the huge damage that racism has caused to various human rights, international security and human development, and pursue actively the policy of "zero tolerance" at both the national and international level, Li told more than 100 delegations participating at the anti-racism conference.     The five-day conference, which opened on Monday, is a follow-up meeting to the World Conference against Racism held in Durban, South Africa in 2001.     Delegates adopted by consensus a final anti-racism declaration on Tuesday despite the boycott of the meeting by quite a few Western countries, including the United States, citing concerns that the meeting could be used as a forum to criticize Israel.     The atmosphere of the conference was also damaged on Monday after dozens of European delegates walked out of the conference room in protest to a speech made by Iranian President Mahmoud Ahmadinejad which likened Israel to a racist regime.     According to the Chinese ambassador, countries should enhance dialog and communications to resolve political differences and refrain from creating a breeding ground for hatred.     It's of great significance that countries have gathered once again to deliberate on the issue of racism eight years after the holding of the first UN anti-racism conference, he said.     Li also stressed the need to further enhance the effectiveness of various mechanisms established after the 2001 conference to address racism, racial discrimination, xenophobia and related intolerance, with a view to achieving better synergy, coordination, coherence and complementarity in their work.     In addition, he suggested a renewal or reinforcement of the international definition for racism, as many new forms of racism and racial discrimination are emerging along with the current global financial, food and energy crises as well as the threat of climate change.     "The Chinese government is against all forms of racism, and it has been actively engaged in various international anti-racist activities," Li said.     "With the opportunity provided by this conference, China is ready to work will all governments and the civil society to create a world free of discrimination, hatred, fear and prejudice," he added.
