SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. SAN DIEGO (KGTV) – Authorities are asking for the public’s help in identifying and finding a man suspected of intentionally setting a fire in San Diego’s Little Italy area.On July 18, at around 3:45 a.m., a man allegedly lit a recycling dumpster on fire that was against a wall of the Mona Lisa Italian Foods on 2061 India Street.Authorities said the fire spread to the building and a delivery van parked near the dumpster.The blaze caused ,000 in damage.The man suspected in the arson case is white or Hispanic in his mid 20s to early 30s. He appears to be balding, unshaven and has a stocky build.Authorities said the man was shirtless at the time of the incident, but he was wearing skinny jeans and dark-colored loafer-style shoes.The man also has a large vertical tattoo along the right side of his rib cage.Anyone with information on the suspected arsonist or the incident is asked to contact the Metro Arson Strike Team (MAST) at 619-236-6815 or Crime Stoppers at 888-580-8477.Crime Stoppers is offering a reward of up to ,000 to anyone with information that leads to an arrest in the case. 1110

SAN DIEGO (KGTV) – As hospitals across San Diego prepare to distribute the COVID-19 vaccine to front line workers, questions have been raised about whether receiving the vaccine will be mandated for healthcare employees.“We will not make the vaccine mandatory. We do not make the normal flu vaccine mandatory. We do, however, require our staff to continue to wear masks throughout the entire flu season if they chose to not get the flu vaccine,” Palomar Health CEO Diane Hansen told ABC10 News. She said that Palomar Health’s policy will be no different with the COVID-19 vaccine.On Monday, ABC10 News spoke to hospital representatives at Sharp Healthcare, Scripps Health and Kaiser Permanente. They echoed Palomar Health's policy in that the COVID-19 vaccine will not be mandated but workers who decline to get it must wear PPE.San Diego employment attorney and legal analyst Dan Eaton told ABC10 News on Monday that hospitals can impose a mandate but so far that hasn't happened. “Employers generally have the legal right to mandate vaccination in the private workplace, subject to accommodations for medical conditions and religious objections, but there is a broader ethical question about whether they ought to mandate vaccination,” he said. He explained that the concern becomes whether mandating a resistant population creates a morale problem. “[The question is] whether, at the end of the day, you're acting in a nurturing fashion toward your employees if you mandate a vaccination that they don't want or they don't trust.”Eaton said it may be that at some point the state or federal legislature steps in in some form or fashion with respect to mandatory vaccination, but that's not the current case. 1718

SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841
