BEIJING, May 19 (Xinhua) -- China's centrally-administered state-owned enterprises (SOEs) raked in a combined profit of 325.99 billion yuan (47.7 billion U.S. dollars) in the first four months of the year, the industry authorities announced here Wednesday.The profit figure in the January-April period represents 81.7 percent growth year on year, the State-Owned Assets Supervision and Administration Commission (SASAC) said in a statement on its website.Centrally controlled SOE's combined operating revenue hit 4.89 trillion yuan in the period, up 50.4 percent year on year, the statement said.While the statement did not specify the reasons for the profit and revenue increases, experts from the SASAC research center attributed the surge to last year's low comparison basis when Chinese firms were hit hard by the global economic downturn.There are currently 126 centrally-administered SOEs under the SASAC.

BEIJING, April 5 (Xinhua) -- The Communist Party of China (CPC) has set up more than 60,000 new grassroots party organizations nationwide while rectifying some 50,000 slack branches during an 18-month campaign to boost party building.The campaign of studying and implementing the Scientific Outlook on Development, launched in September 2008, has covered all the 75 million Party members in more than 370 branches across the country.The Scientific Outlook on Development, set forth by General Secretary of the CPC Central Committee and President Hu Jintao in 2003, emphasizes the well-being of the people and a comprehensive, coordinated and sustainable approach to development.Statistics show that during the campaign, more than 1.4 million items of outdated bylaws were abolished in units and departments nationwide. In addition, some 2.1 million new ones were issued and 2.5 million were amended. The bylaws cleanup covered science and technology development, environmental protection, people's livelihood, anti-corruption among other aspects.In the non-public sector, 12,000 new CPC branches were set up during the campaign, and another 24,000 are in the pipeline. NANCHANG, April 29 (Xinhua) -- Chinese Ministry of Commerce released regulations concerning foreign investment in China's central region here Thursday.The region - which includes the provinces of Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan - should attract high-end green industry with policy incentives and guidance, the regulations say.It should give priority to manufacturing while eyeing investment in other sectors like agriculture, sophisticated processing industries, trade, finance, education, culture, tourism and leasing.The region should nurture business-friendly policies and slash transaction costs to attract businesses considering moving inland from the coastal regions.The rules call for rectifying any practices that disrupt business operation, including authorities' arbitrary law enforcement.The rules also urged a market-oriented administration system consistent with international rules.The ministry also pledged to establish state-level industrial transfer demonstration zones and to improve provincial industrial parks.
