SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) - The San Diego City Council voted in favor Tuesday of an affordable housing plan which critics say could raise rents and home prices across San Diego.The vote, which came after hours of public comment, was five to four in support of the proposal.Council President Georgette Gomez moved to require developers to reserve 10 to 15 percent of new housing units in complexes for low to moderate income households. The plan includes other options, but if all else fails the proposal would raise the affordable housing in-lieu fee developers pay by 72 percent. For a typical 1,800 square foot unit, that would be an additional ,000 in construction costs that could be passed on to tenants. “We’re in a royal housing mess, and I almost would like to say, today, believe it or not, are the good old days for housing, because we’re staring straight into a bigger problem,” said Borre Winckel, who heads the San Diego Building Industry Association. But supporters of the proposal say the city needs the housing. Many workers are now being forced to commute from far away because there is no housing available. A report last year found the region still needed more than 140,000. "We’re certainly not trying to drive the cost of housing. Our number one goal here is to try to incentivize and regulate in a more fair manner the building of affordable housing,” said Keith Maddox, of the San Diego Imperial Counties Labor Council. Councilman Scott Sherman, who opposes the proposal, said the larger fee would add to a market rate rental and ,000 to the price of a home. The money from the fee would go into a pot used to pay for affordable housing developments. Marissa Tucker, a robotics marketing manager who lives in North Park, said her life success is only because she was able to grow up in an affordable home. “My dad, he works at a grocery store,” she said. “My mom was never able to hold a stable job because she has a mental disability, and so without having affordable housing and be able to provide that stability, we’re not always afforded the same opportunities.” Under the proposal, developers would also avoid the fee by rehabilitating existing units - or donate land that could be used for affordable housing. SAN DIEGO (KGTV) - Thousands of Californians gathered Saturday night across the state to protest the newest restrictions put in place by Governor Gavin Newsom to slow the spread of the coronavirus.Last Saturday, Syndie Ly helped organize the first "Curfew Breakers" rally. "Across 16 cities, we had 10,000 people show up," she said.Ly lives in Huntington Beach and said in four days their Facebook page "blew up."She said people are frustrated by the curfew from 10 p.m. to 5 a.m. saying it is an overreach, "when the government starts telling you when you can leave the house, how many people you can invite over to your own home."What's happening in the U.S. reminds her of when her family escaped in Vietnam."I was born in China and my parents emigrated to Vietnam, and we came here [to the U.S.] legally but we came here as refugees to escape North Vietnam during the fall of Vietnam ... Just being told what to do, a lot of the government overreach, I feel we're actually on the brink of getting back to that and that's why I'm involved in this," said Ly.She said between layoffs and businesses being forced to close, the impact on people's livelihoods is worse than the virus itself."It's our lives, and we feel we are responsible individuals that can make our own decisions," Ly said.The rallies will continue every Saturday, starting at 10:01 p.m. until Ly and the organizers see change, she added.In San Diego, a rally is planned for Saturday at 10:01 p.m. at 910 N.
