SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. As companies reevaluate how police officers use their technology, the question remains if the public will do the same. 2737

SAN DIGEO (KGTV) - A former San Diegan who lives 3 miles from the site of a deadly, massive explosion in Beirut, Lebanon, is describing the terrifying moments of the blast. Elie Shammas and his family were inside their 6-story Beirut apartment. It all began just after 6pm, and it felt like an earthquake."In San Diego, feels like a rumble, but this was a jittery," said Shammas.Shammas, who taught at SDSU a decade ago, says all his locked windows swung open."The whole house was moving, and then the shock wave hit us. It was very loud. Outside, it was all dusty. I have three kids, who were jittery and scared," said Shammas.Shammas raced downstairs and snapped a photo of a huge smoke plume. Shammas says he can't help but recall Lebanon's bloody civil war."I lived through Lebanon through the war. I'm used to bombings and shellings, and this was like nothing I've seen before," said Shammas.Across the world, in San Diego, news of the blast hitting the Lebanese community hard."Just a shock. When you see it, you can't believe it's happening," said Shammas.Nabi Geha, who owns La Miche Kabobgee in Kearny Mesa, immediately called his niece and a cousin, who both live about four miles from the blast site. Both are okay but shaken."They woke up to huge impact. Their buildings were shaken. Cars lifted from one side street and thrown to other side," said Geha.Geha's anxiety over his family still lingers. He has several cousins who work near the blast site."Tried to contact them but haven't heard from them. You just worry," said Geha. 1551

  

SAN DIEGO, Calif. (KGTV) Firefighters continue to mop up after the Valley Fire tore through Lawson Valley, burning 17,665 acres.Messages of gratitude for the crews on the frontlines can be seen throughout the area.At least 30 homes and 31 minor structures were destroyed, but all evacuation orders and road closures were lifted on Friday.In much of the burn area, firetrucks have been replaced with utility vehicles.“I watched the flames start coming over the mountain, like fingers, like some creature,” said Seth Matteson who lives in Lawson Valley.He left his home as the fire started to spread Sept. 5, fearing the worst, but was thankful to come home and find his house on Prairie Drive still standing.“In the back it came right up to the house, and in the front it came right up to the house,” he explained.Just down the road, several homes and vehicles burned in the fire.“I’ve been through 8 hurricanes, and this is way scarier to me than that. San Diego (KGTV)- Small businesses around the county continue to navigate their way through the pandemic. A local Guamanian grill is using a musical twist to highlight their food, to bring in business.SMACK'N Guamanian Grill offers authentic Chamorro food. Chamorro is the native culture of the Mariana Islands region, including Guam.“All the recipes are authentic and passed down through generations,” says owner Christian Graham.The 24-year-old owner says opening the restaurant was a way to showcase his culture, which is not highly represented in San Diego.“I wanted to highlight what my grandmother, what my family has brought to the Chamorro food, the Chamorro community,” says Graham.When the pandemic hit, the newly opened SMACK'N Guamanian Grill had just opened six months prior.“Sales have dropped quite a bit between 30 to 50 percent,” says Graham. “We ended up losing about 20 percent of our staff members due to the pandemic because of their reduced hours.”As a young owner, Graham decided he needed a new, creative way to bring in business. He created a music video for the Guamanian Grill.“Just something different that restaurants haven’t done in the past.”The video, which launched a little over a week ago, already has hundreds of views on YouTube. Graham says business has increased by nearly 30 percent.He encourages other businesses to think outside of the box to develop ideas that will keep customers talking. Or, in his case, “rapping.” 1468
