SAN DIEGO (KGTV) — San Diego County schools are one step closer to bringing students back to campus. If we get off the state’s watchlist Friday, kids would be allowed back in-person in as soon as two weeks.But, some districts tell ABC 10News they would still need more time.Supervisor Nathan Fletcher hinted at a victory for the county Thursday afternoon.“Yesterday we were below the state guidance, today we’re below the state guidance,” said Fletcher. “Tomorrow if we’re below the state guidance that will remove us from the state monitoring list.”RELATED: San Diego County case rate under watch list threshold for second straight dayThose metrics are based on having fewer than 100 cases per 100,000 residents over two weeks. If we can stay off the watch list for 14 days in a row after being removed from the state's list, students will be allowed back on school campuses.But, that doesn’t mean it will happen right away.“All of us have been watching those numbers,” said Theresa Kemper, Superintendent at Grossmont Union High School District. “When it finally went under 100, there’s a celebration because we look forward to getting kids back.”RELATED: Private school in Spring Valley to reopen with in-person learningKemper says they plan to give parents and teachers a two-week notice before they would return in-person.“Classrooms are already ready to go, but it’s all the other services we provide,” said Kemper. “Are the buses ready to go? Food service?”For Cajon Valley Union Schools, the district says they successfully welcomed 6,000 students to 27 of their campuses for summer programs. Social distancing and mask requirements were in place. They tell us over the six-week period they did not have a single case of COVID-19.Superintendent David Miyashiro says even if the county can welcome students back, they would still need time to prepare.“To say we’d be able to open right away, I don’t feel comfortable with that,” said Miyashiro. “The short answer is as soon as possible starting with our most vulnerable students.”San Diego Unified says they’re using their own criteria that goes beyond the state standards. It calls for rigorous contact tracing before they’ll reopen in-person.Escondido Union High School District starts a fully virtual school year on Aug. 25. SAN DIEGO (KGTV) - San Diego County will expand enforcement efforts to track down businesses knowingly operating in violation of the current public health order.After a bit of a lengthy back and forth, the board of supervisors voted unanimously to expand the current enforcement team.Currently, the county’s newly developed Safe Reopening Compliance Team focuses on egregious cases, outbreaks, and complaints.There are only ten staff members presently on the team, 13 more will be added on during phase one to continue looking into egregious cases and outbreak investigations.A Healthy Compliance Call Center also went live, where members of the public can report violations of the public health order by calling (858) 694- 2900.Tuesday’s vote to include a phase two will add 22 staff members at .8 million to follow up with businesses or entities that are still operating in violation of the public health order.The funding will come from the CARES Act.Two other enforcement options were on the table for supervisors consider, but they were voted down by the majority.Dr. Wilma Wooten, the county’s public health officer, has already sent several letters ordering businesses to close down until they comply with the order.A handful of gyms and churches in the county have stayed open inside despite being ordered to close or move their operations outdoors.This week the San Diego County District Attorney’s Office filed five misdemeanor charges against a Ramona gym owner for failing to comply. 1505

SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. SAN DIEGO (KGTV) - San Diego Gas & Electric is warning customers of a scam in which people are getting phone calls and emails saying they owe hundreds of dollars for a new electrical meter.San Diego resident Maria Genova almost fell victim to the scam."It was very elaborate, very credible, very persistent and very convincing," she said.Genova showed 10News an email she received, and Iit had the SDG&E logo and even a QR code. The email said she owed 8.63 for a meter upgrade and if she didn't pay it, her service would be suspended.It also promised hundreds of dollars of other fees for removal, locksmith services and more.Genova also got a pair of phone calls about the issue, which had her convinced that it was legitimate."I was about ready to pay," said Genova. "I had my credit card in hand. But as soon as he said I had to pay cash, I knew there was something wrong."Genova called SDG&E, and Tthey told her the email and phone calls were not from the company.In a statement, SDG&E told 10News that they will never charge customers to replace a smart electric meter and that if they need to do any maintenance on a meter, technicians will contact the resident before doing any work.SDG&E said they've received reports of more than 13,600 scam phone calls already in 2019. It's something they constantly monitor, and they have a page on their website dedicated to helping people identify and avoid scams.Genova said she's glad she didn't lose any money and hopes other people can learn from her close call."Ask questions if you have any doubt," she said. "Call the company themselves, ask if this is true or not before you give anyone your information."Here is the full statement from SDG&E:"We can confirm that this particular case is indeed a scam.
