The contest was a rematch from 2018, when Cisneros delivered an upset in what had been a longstanding GOP district anchored in Orange County. Kim’s victory Friday in the 39th Congressional District overcame President Donald Trump’s poor performance in heavily Democratic California, where he got only one-third of the votes. LOS ANGELES (KGTV) - A vigil held Wednesday for a bicyclist killed at an intersection in South Los Angeles on Tuesday became the scene of another hit-and-run crash that injured a pedestrian."The driver of a tan-colored Honda Accord drove through the vigil at the intersection of Manchester and Normandie avenues shortly after 1 p.m.," Los Angeles police Officer Tony Im said.The video from the scene captured the sedan striking the pedestrian, who is then flung into the air, appearing to hit his head on the car windshield and finally landing on the asphalt.RELATED: GOOD SAMARITAN HIT WHILE HELPING MOTORISTAfter rolling to his feet, he hopped over to the sidewalk on one foot, seemingly injuring his right leg. He then collapsed onto the sidewalk where onlookers came to his aid.As the suspected hit-and-run motorist drove off, a group from the dozens of bicyclists taking part in the vigil attempted to follow the vehicle, including people running after the driver.During the vigil, "some rocks and bottles were thrown toward responding officers and a patrol vehicle, but no officers were injured and no arrests were made," Im said.Police were able to eventually clear the intersection. A department SUV can be seen having its rear window smashed.According to the LAPD's South Traffic Division, the bicyclist killed Tuesday was a man in his early 20s, who was struck by a white Porsche Cayenne SUV. The victim was identified in news reports as 22-year-old Frederick Frazier."The driver of the SUV that hit the young man was heading east on Manchester when the collision occurred. LOS ANGELES (AP) — The western Joshua tree needs protection under the California Endangered Species Act because of threats from climate change and habitat destruction, the Center for Biological Diversity said in a petition Tuesday to the state's Fish and Game Commission.The petition comes amid rising concern about the future of the crazy-limbed trees with spikey leaves that have come to symbolize the Mojave Desert and draw throngs to Joshua Tree National Park."The state has to step up for these trees," center conservation director Brendan Cummings said in a statement.The petition asks that western Joshua trees be given "threatened" status under the act.The request states that the trees meet the definition of a plant that "is likely to become an endangered species in the foreseeable future in the absence of the special protection and management efforts."Researchers have found that Joshua trees are dying off due to hotter and drier conditions, and fewer young trees are surviving, according to the center, a nonprofit conservation organization based in Tucson, Arizona.The trees are migrating to higher elevations where there are cooler and more moist conditions, but they face destruction by fire due to invasive, non-native grasses in those locations.Joshua trees also face challenges due to urban sprawl in the desert as well degradation of habitat for energy projects, powerlines, pipelines and off-road-vehicle use.The western Joshua tree's habitat includes Joshua Tree National Park and stretches to the west along the north slopes of the San Bernardino and San Gabriel mountain ranges into the Antelope Valley, northward along the eastern flank of the southern Sierra Nevada and eastward toward the edge of Death Valley National Park and into Nevada.The eastern Joshua tree — a distinctly different plant — lives in the Mojave National Preserve and eastward into Nevada, Arizona and Utah.The Center for Biological Diversity said that under the California Endangered Species Act, the state Department of Fish and Wildlife has three months to make a recommendation to the Fish and Game Commission, which would then vote on the petition next year. 2171

LOS ANGELES (CNS) - A third Los Angeles police officer has tested positive for the coronavirus and was exhibiting symptoms inside the Los Angeles Police Department's Central Division station for several days this week, according to the department.The officer, who had recently returned from a vacation out of the country, was "coughing and sweating" during roll call in Central Division, which patrols areas that include downtown L.A., two of the officials said.Despite protests from several officers in the station, the affected officer was allowed to work for at least two days this week, according to the Los Angeles Times.The officer was tested for the virus, and a positive result came back Saturday, according to three law enforcement officials. Additional officers who worked with the afflicted patrol officer were expected to be quarantined, officials said.Saturday night, the LAPD reported that it had disinfected all of the officer's work spaces and common areas inside Central Division."We have also identified anyone who may have come into contact with the employee and directed them to contact their healthcare provider for evaluation," the LAPD reported.The department said it also established guidelines for all employees who either exhibit symptoms of the virus or cone in contact with someone who may be infected.
