A record number of unaccompanied immigrant children, about 14,000, are currently in US custody, a Health and Human Services spokesman said Friday.The spokesman, Mark Weber, said the additional requirements put in place by the Trump administration to "reduce risk and increase safety" for immigrant children contributed to the high number."We are taking all possible steps to protect children in an environment with many bad actors," Weber said. But many of them are undocumented themselves and fearful of ICE obtaining their information.These Trump administration policies are likely keeping these children in custody.Lawsuits have also accused the administration of extending children's stays, including allegedly holding them intentionally until they turn 18 and are eligible for stricter adult detention. Many of the children do have a legal right to stay in the US, but the legal process can take years.Weber said the high number was also due to the 50,000 Department of Homeland Security referrals of unaccompanied children this year, which he said is the third-highest annual total. DHS referred 59,170 unaccompanied children to HHS in fiscal year 2016, according to a HHS fact sheet, and 40,810 in fiscal year 2017.The number of children in custody changes daily because of referrals by DHS and HHS releases of children to sponsors, Weber said.Most of these children arrived in the US unaccompanied. Children separated under Trump's so-called "zero tolerance" policy account for less than 200 of the reported 14,000. A scary moment happened for parents and young kids when a fight broke out at the Lied Memorial Boys and Girls Club near Lindell Road and Edna Avenue in Las Vegas.It's not clear yet how it all started but from the video, it appears that a number of adults were involved. Concerned with his kid's safety, he did not want to be identified."It was scary you know just to know that all those kids around, and how fast the situation escalated... just one second everybody was having fun and the next second it was chaos," the parent said. "It was a 'think fast' moment because the kids were close. A terrifying email scam using stolen passwords and sextortion is trying to scare many out of their money.There are variations of the blackmail threat, but in most cases, a password that someone once used or is still using appears in the subject line of the email.The hackers claim to have "evidence of your secret" after installing malware on adult video sites.The email explains web cameras were hacked and recordings were made of the person watching the pornography.The hackers then demand anywhere from ,000 to ,600 in bitcoin or the video will be released to all contacts, including family members and co-workers."It's a non-negotiable offer, thus please do not ruin my personal time and yours," one hacker wrote. "The clock is ticking.""It's really electronic blackmail," cybersecurity expert Tim Dimoff said. "This is a very well-structured blackmail. Boy, it looks believable."However, it's all a nasty scam. There are no videos and the hackers may have one of your passwords, but they don't have all of your information."If you look in the body of the email, they're not using your name. They're not saying what specific website you might be going to and they don't have a screenshot of you," said Christy Page, the president and CEO of the Better Business Bureau in Akron.Page said more than 130 complaints have reported nationwide through BBB's scam tracker.It's not clear how many of those people gave up the ransom, but it's estimated 0,000 has been paid this year by people frightened by the threat."The fear of embarrassment can be very powerful to get you to part with your money," Page said.Dimoff and Page said the hackers likely used the dark web to buy passwords that were stolen during data breaches and the hackers can be very difficult to track.Page said anyone who receives the email should not pay any money or respond to it.  However, passwords should be changed immediately.In addition, Page said people should consider using a password manager and a web camera cover for extra peace of mind. A new political ad could be masquerading as an official correction to the sample ballots that hit mailboxes across San Diego.It's the latest swing in the fight over the state's recent 12-cent per gallon gas tax hike.The mailer, sent to two million Californians mail-in voters, is titled "Election Ballot **Correction**" and says the correct title for Proposition 6 should be "Gas Tax Repeal Initiative.”Proposition 6 is on the November ballot to repeal the state's gas tax increase and new vehicle registration fees. The state raised the levies last year to generate billions of dollars in infrastructure projects. Dave McCulloch, communications director for Reform California, which sent out the mailer, says the Attorney General's ballot language does not make that clear. It instead reads that Prop 6 "eliminates certain road repair and transportation funding...repeals a 2017 transportation law's taxes and fees designated for road repairs and public transportation."We sent out this mailer to make sure that everyone in California knows Prop 6 is the gas tax repeal," McCulloch said. "We know that when people discover that Yes on 6 means to repeal the gas tax, they're much more in favor of it because they realize what it is.”The Attorney General's office did not immediately respond to a request for comment. The mailer instructs voters to keep it with their sample ballot mailed to them. Thad Kousser, a political scientist at UC San Diego, said ballot language is often contentions. But he noted the gas tax increase has been so heavily covered that most people will associate with Prop 6. He says this mailer reinforces that. "When they get to their ballot on election day, they're not going to see repeal the gas tax," Kousser said. "They're going to see a proposal written legal language that says exactly what this bill does, which is it changes transportation fees and cuts funding for things." That mailer does include disclosures that it's not official and that Reform California paid for it.
