SAN DIEGO (KGTV) -- A family from Chula Vista is desperately looking for their 9-year-old loved one. Erik Ochoa was swept away by the current in Rosarito on Easter Sunday. Ochoa lives in Tijuana with his father. His sisters, Zusel and Hilary live in Chula Vista. The boy was with two other children walking along the beach in Rosarito when they were swept away. One boy made it out of the current and ran to get an adult nearby. The third child washed ashore, lifeless, 25-minutes after going missing. Erik hasn't been seen since. The sisters have been looking for their brother since they heard about what happened. They've been going from Imperial Beach all the way down to Border Field State Park. The Mexican Navy is actively searching on the Mexican side. The U.S. Coast Guard broadcast a message to boaters telling them to be on the lookout. Erik was last seen wearing green shorts and a striped shirt. The family tells 10News the Mexican Navy will search until Sunday.  1008

SAN DIEGO (KGTV) -- A driver was arrested after Border Patrol agents discovered nearly million in cash hidden in his SUV’s gas tank.On Aug. 5, at around 10:30 a.m., Border Patrol officials said agents spotted a suspicious Volkswagen Touareg on southbound Interstate 15 in Escondido and pulled the vehicle over. After a K-9 alerted agents to something in the SUV, agents questioned the 26-year-old driver. During a search of the vehicle, agents found 65 plastic-wrapped bundles of cash in the gas tank.According to officials, there was 7,460 in cash stuffed in the tank. The driver, a Mexican national, was arrested and turned over to Homeland Security “with pending criminal proceedings,” officials said.Agents seized the cash and SUV.In a news release, Chief Patrol Agent Aaron Heitke said, “The U.S. Border Patrol works tirelessly to protect the Homeland from transnational criminal organizations - the same criminal enterprises that poison our communities with narcotics and smuggle human beings like cargo. Seizing illicit gains from these criminal enterprises is one of the tactics the USBP uses to keep our country safe.” 1139

SAN DIEGO (CNS) - With regional intensive-care unit capacity still officially considered to be zero, Gov. Gavin Newsom said Monday the regional stay-at-home order imposed by the state for the entirety of Southern California will almost assuredly be extended beyond next week's expiration date."We are likely, I think it's pretty self-evident, going to need to extend those regional dates," Newsom said. "... Based upon all the data and based upon all these trend lines, it is very likely based on those current trends that we'll need to extend that stay at home order, (which) you recall was a three-week order when we announced it."The regional stay-at-home order for the 11-county Southern California region took effect at 11:59 p.m. Dec. 6, and was originally set to end on Dec. 28. Newsom did not give an indication of exactly when a decision on extending the order will be made, or much long the order will remain in place. The Southern California region covers Los Angeles, Orange, Riverside, San Diego, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties. Most broadly, the order bars gatherings of people from different households.Under the order, the following businesses/recreational facilities were forced to close:-- indoor recreational facilities-- hair salons and barbershops-- personal care services-- museums, zoos, and aquariums-- movie theaters-- wineries-- bars, breweries and distilleries-- family entertainment centers-- cardrooms and satellite wagering-- limited services-- live audience sports-- amusement parksSchools with waivers can remain open, along with "critical infrastructure" and retail stores, which will be limited to 20% of capacity. Restaurants are restricted to takeout and delivery service only. Hotels are allowed to open "for critical infrastructure support only," while churches would be restricted to outdoor only services. Entertainment production -- including professional sports -- would be allowed to continue without live audiences.Four of the five regions carved out by the state are under stay-at-home orders, covering 98% of the state's population. Only far northern California is not under a stay-at-home order. The order was triggered in each area when the region's ICU bed availability dropped below 15%. As of Monday, the Southern California and San Joaquin Valley regions both had an official ICU bed availability of 0%. That percentage does not mean that there aren't any ICU beds available, since the state adjusts the number based on the ratio of COVID-19 patients being housed in the units. 2594

SAN DIEGO (KGTV) — A frustrated neighborhood in Sabre Springs is preparing to fight back amid a string of car break-ins.Bill Powers owns a townhouse just off Poway Road where Sabre Springs meets Poway. A year ago, he says the reports on social media of car prowlers started to climb."Anger and frustration that it's happening right on my back doorstep," said Powers. An idea was born from that frustration.MAP: Track crime happening in your neighborhood"I think the use of a bait car would be really helpful," said Powers. He recently proposed the idea online and almost immediately, someone already volunteered their old car.Powers says the bait will be something like a used laptop, placed in plain view.  He'll pitch in some of the cameras, including GoPro cameras, to be mounted on homes and windows."Our goal is to get decent footage of the act and share it with proper authorities," said Powers.Powers is also looking for help."I have volunteers but definitely need more," said Powers. He's hoping for neighbors willing to take a shift watching the car. Powers tells 10News the volunteers will be following an "Observe and Report" to police or deputies protocol. Powers hopes to have the bait car up and running in the next few months. Anyone looking for information on the bait car plan should contact Powers at here.In a statement, the Sheriff's Department says they haven't noticed a rash of car break-ins and in regards to a bait car, "We are concerned about the inherent risks involved. We would much rather have the public partner with the law enforcement agencies responsible for their neighborhood to develop effective and safe crime prevention techniques. Those residents who live in the City of Poway can contact the Poway Station and ask to speak to Crime Prevention."10News reached out to San Diego Police for their reaction and are waiting to hear back. 1907
