Kentucky Gov. Matt Bevin on April 26 signed House Bill 528, which makes Kentucky the first state in the country to establish a blanket presumption "that joint custody and equally shared parenting time is in the best interest of the child" in every divorce case."This should lead to less fighting between parents because we're not pitting parents against parents anymore in a winner-take-all situation," National Parents Organization Kentucky chairman Matt Hale said. "We think that'll lead to less parenting conflict and better outcomes for children."The law includes provisions to disqualify unfit parents based on histories of domestic violence or significant mental health problems as well as physical distance that would make co-parenting impractical.In general, Hale said, the new law will ensure children don't automatically "lose" a parent to divorce and parents' relationships after divorce don't have to become hostile over custody issues."What kid wouldn't want both of their parents in their life?" divorced mother Alexandra Beckman said. JULIAN, Calif. (KGTV) -- The threat of wildfires in Julian may be going down. SDG&E is installing underground power lines to help mitigate the fire risk. The project is also expected to keep critical facilities open during pre-emptive power outages. Not only will the work help prevent fires, it may also help keep power running when Santa Ana winds start picking up. Crews were hard at work Tuesday putting underground power lines near State Route 78 in Julian. It will help keep the power running to places like Julian’s schools, post office, library and their Cal Fire station. Phase one of the project is being done along Cape Horn Avenue. Many homes and facilities have lost power there during shutoffs in the past. While residents in Julian were happy about the changes, they know it won’t happen overnight. "You hear about measles outbreaks but you don't realize it's going to hit so close to home."Cattaneo told Scripps station KSHB in Kansas City, "Measles is one of the most contagious illnesses out there.
