SAN DIEGO (CNS) - Police searched Thursday for a hit-and-run driver who ran a red light at a Mission Valley intersection and slammed into another car, seriously injuring it's 60-year-old driver.The crash was reported shortly before 5:30 p.m. Wednesday at the intersection of Friars and Frazee roads, San Diego police Officer Robert Heims said.A 60-year-old woman was driving a 2007 Lexus sedan southbound on Frazee Road when a man driving a blue Ford pickup truck westbound on Friars Road ran a red light at Frazee and crashed into the driver's side of the Lexus, Heims said.The pickup driver kept driving, then pulled over a short distance away before he got out and ran away, the officer said. SAN DIEGO (CNS) - San Diego's Old Globe Theatre will present its 15th annual Globe Christmas Tree Lighting Ceremony virtually on its website and social media channels at 6 p.m. tonight to kick off the holiday season.The ceremony will feature songs, videos, and special hellos from some of the theater's favorite company members from the past 22 years, James Vasquez, director of the theater's production of ``"Dr. Seuss' How The Grinch Stole Christmas." The Grinch himself will present the final countdown to the lighting of the tree.Designed by Grinch scenic designer John Lee Beatty, the tree will be located in the center of the Globe's Copley Plaza and will remain through December 31. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 3-2 Wednesday in favor of a land annexation agreement for a housing development to be built in an unincorporated area near the city of San Marcos.Representatives San Marcos Highlands told the board that they have worked with numerous federal and state agencies, including the California Department of Fish & Wildlife, and received approval from them.Supervisors Greg Cox, Jim Desmond and Kristin Gaspar voted in favor of the agreement, while Nathan Fletcher and Board Chairwoman Dianne Jacob were opposed.The San Marcos Highlands project calls for 187 single-family homes, one public park, two private parks and 210 acres of open space on the northern end of Las Posas Road stretching north to Buena Creek Road. According to the county, 152.2 acres are in the unincorporated areas of the North County Metropolitan Subregional Plan.According to the county, the annexation agreement "would not cause changes in the San Marcos Highlands project or in the circumstances under which the project is undertaken that involve significant new environmental impacts."One Vista resident asked the board to vote no on the agreement, arguing the development is not a good fit for the area.Desmond said the board was "not here to debate the merits of the project," as it already has formal approval and went through several modifications. SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate dipped slightly to 3.2 percent in November, with nonfarm industries adding nearly 10,000 jobs, the California Employment Development Department announced Friday. The November unemployment rate is down from a revised 3.3 percent in October and even further below the 3.5 percent rate in November 2017. Total nonfarm employment increased by 9,800 jobs from October to November while total farm employment lost 300 jobs. Nonfarm employment now totals 1,503,800 in San Diego County and farm jobs total 8,500. The trade, transportation and utilities industry added 5,900 jobs month-over-month, the most of any industry in the county. Government was the county's only other industry to add more than 800 jobs, increasing by 2,900. According to EDD data, 1,300 of the government jobs added were in the state and local education sub-industries. The leisure and hospitality industry continued to lose jobs as 2018 recedes further away from the summer months. The industry lost the most jobs of any in the county from October to November at 1,300. Year-over-year data showed an employment increase of 26,400, all nonfarm jobs, from November 2017 to November 2018. A majority of those gains, 16,500 jobs, came in the professional and business services industry. Year-over-year farm employment stayed steady at 8,500 jobs. California's unadjusted unemployment rate dipped from 4.1 percent in October to 3.9 percent in November, according to the EDD. That rate is also below the state's unemployment rate in November 2017, 4.2 percent. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday heard a proposal to reduce light pollution in two rural communities.The proposed amendment to the county's Light Pollution Chapter ordinance would cover the Julian and Borrego Springs Community Planning Areas.Both would be considered "Zone C" to receive a Dark Sky Community designation, which is generally more restrictive, according to a presentation at Wednesday's board meeting.Along with unanimously approving the ordinance amendment on first reading, the board also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.It would also support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.The board will consider formal adoption at its Nov. 18 meeting. If approved, the amended ordinance would take effect in January.Zone C is generally more restrictive and limits total amount of light per acre and has more restrictive standards for signage or nighttime sports.Proposed changes would include new lighting standards (for color type, levels and shielding) and sign illumination. The county would give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism.
