SAN DIEGO (KGTV) -- A 25-year-old was arrested Wednesday following an officer-involved shooting sparked by a chase late Saturday night. According to police, Alfonso Flores, 25, was arrested and charged with two counts of assault with a deadly weapon on a police officer, one count of evading and one count of possession of a stolen vehicle. Officers tried to pull over a Ford F-150 that was reported stolen around 10:30 p.m. Saturday on the 1900 block of Dairy Mart Road.Police say the driver didn’t stop, instead driving into a cul-de-sac, making a u-turn and driving toward officers.RELATED: Chase leads to officer-involved shooting in Imperial Beach“Believing his partner was going to be run over, one officer fired his service weapon to defend the other officer,” police said in a news release.At some point during the pursuit, police say Flores threw a handgun out of the truck.RELATED: One shot, killed at Linda Vista recreation centerThe suspect eventually stopped on the 1200 block of Holly Avenue in Imperial Beach and ran away from the scene with a female passenger.Police say the officer who fired at the suspect is a three-year veteran of the department. SAN DIEGO (KGTV) - A heartbroken local woman says her brother was killed in a Phoenix park while trying to 'protect his friends.'"He was infamous for making people laugh. He had a heart bigger than his being," said Amy Clark, Isaac Clark's sister. Last month, Isaac Clark, 23, moved from San Diego to Phoenix to be closer to his 4-year-old son. He had a job lined up doing event setup. Last Wednesday, Clark found himself in a park around 1 a.m. His sister Amy says he was checking on two friends, who had been evicted and were living in a car.Police say he heard a vehicle being vandalized, and headed toward the sound before realizing it was his friends' car. That is when the suspects approached Clark, sparking a fight. Clark was stabbed multiple times. He would die at the hospital."I feel like he died a hero. He tried to do the right thing. He was trying to protect his friends," said a tearful Amy Clark.Three people were arrested. Police say Maurice James, 24, and Eldon Sandoval, 18 are facing second-degree murder charges. A third person, Chantel Ben, 21, faces hindering prosecution chargers."They took my one-and-only sibling. They took my one-and-only baby brother from me," she said.An emotional vigil was held at that park a night after the incident. Clark's sister is haunted by their conversation about the violence in the world right before he left San Diego. SAN DIEGO (KGTV) - A California lawmaker is planning to move forward on a housing bill that would eliminate hyper low-density zoning near transit and job centers.Senate Bill 50 aims to clear the way for apartment buildings and affordable housing in those locations so more people can live near transit and near where they work, proponents say.California State Senator Scott Wiener of San Francisco tells 10News, in January SB 50 will come back before the Senate, and he intends to move it forward.RELATED: Making it in San Diego: Zoning rules partially responsible for low housing supply, report says"California has a massive housing shortage – which threatens our economy, environment, and diversity – and state action is essential to solve this major problem," Wiener said in a statement.While they wait for action at the state level, some San Diego community groups are pushing for local lawmakers to move forward with their version, dubbed SD 50."We are still working in these neighborhoods to try and change those communities," said Ricardo Flores, executive director of the Local Initiatives Support Corporation (LISC) San Diego.Flores said the City of San Diego needs to end its single-family home zoning regulations. "I believe San Diegans should be in control of what happens in our neighborhoods. There was nothing in SB 50 to mandate that."If San Diego updated its zoning policies, it wouldn't be alone.City leaders in Minneapolis passed "Minneapolis 2040" which aims to increase affordable housing and racial disparities in housing.Ricardo Flores said he believes it's time for politicians to make San Diego more inclusive."If you own a single-family home on your lot and you want to keep that you should be allowed to keep it, but if you like me and are interested in building a couple extra units for mom and dad to move into or to rent it out to help pay for a mortgage you should be allowed to do that," Flores said.In a statement to 10News, San Diego City Council member and Land Use and Housing Committee member Scott Sherman wrote, "A recent study noted that 47 percent of housing costs are due to government red tape and regulation. Since taking office, I have worked to reform land use codes and streamline the permitting process to make homebuilding less expensive. They design their products in Carlsbad, but production happens overseas, mainly in China.The country shut down for Chinese New Year and with the outbreak of Coronavirus, everyone stayed in quarantine."We were at about 10 percent capacity 10 days ago, we're up to 20 percent capacity today and we expect to be up to 50 percent capacity by mid-March," CEO of JLab Win Cramer said factories were shut down for about two months.That translated to delayed deliveries, "some products were delayed by two to three months, some products were delayed by 15-20 days," Cramer said.Cramer said Spring is a critical season for production, "this is when retailers turn over the wares that they sell in favor of the new fashion, the new technology."Adding to the stress, the company has been hit for the past year and a half with tariffs from Chinese goods."We paid -M in tariff fees to the government this year," Cramer said.That led to cuts across the company, chopping everything they could without sacrificing their team or raising the price of their products.Cramer said they even looked at little things around the office, "we had to renegotiate with our coffee supplier, say, 'hey, can you help us through tariffs? Can you bring your costs down so we can still use your service?' SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066
