SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. But with Toys R Us no longer in the picture, retailers are finding unique ways to cash in on the billion-dollar industry. Kids will always be drawn to play and make-believe. But for parents, it’s about helping Santa get the deals.“He loves to jump. He loves to run," Chedna Patin said. "So I think this will be a great play station for my baby,” she said while pointing at a piano toy.Patin said this year, she and her husband are buying their son’s holiday toys at a big box store.“Sam’s Club is majorly for groceries, buying bulk. But now as they are increasing their toy collection, I think for parents, it’s a good thing," Patin said. In fact, her one-year-old son Viann’s entire nursery came out of a Toys R Us catalog. But since the toy giant filed for bankruptcy earlier this year, she had to look elsewhere.Since 1948, Toys R Us has dominated the toy market-- last year claiming almost 5% of the .4 billion industry. Now that they are gone, retailers like Sam's Club saw an opportunity.“We have added about 70 new toys this holiday season," Sam's Club member experience manager, Victor Aguilar said. “We have way more toys than before, that way [parents are] not running around everywhere trying to get their toys. SAN DIEGO, Calif. (KGTV) - Shane Harris is a civil rights activist based in San Diego and also the president and founder of The People’s Alliance for Justice. He said after George Floyd was killed in Minneapolis, a conversation started among activists and he was called to go to the epicenter of the tragedy. He brought with him ,000 to donate to the Floyd family, money that was possible thanks to a match from Mark Arabo and Sam Nejabat. Harris spent the weekend following the killing in Minneapolis, meeting with other activists, leading and participating in protests, visiting the site where the killing happened and also talking to the Floyd family. He said the Floyd family impressed him with their desire to end the violence and now move forward with active change. Harris stood behind the Floyd family as they addressed the world, offering support as George Floyd’s brother spoke. “He was really focused on peace. What do we need to do to resolve these issues in America? How do we address reform moving forward? How do we put an aggressive plan together?” said Harris. Harris is returning to San Diego Tuesday evening and is bringing with him that message of active change. “Enough is enough, we need deliverables for our community. The looters and the rioters are not where the message should be focused, but it should be focused on black-led organizations and institutions that gravely need support from our allies,” said Harris. He said there are a few examples of change within the community that will make a difference. First, he cited the importance of AB 392, a bill that was inspired after the Sacramento killing of Stephon Clark by a policeman. The bill was signed by California Governor Gavin Newsom and changes police use of force policies and requires officers to attempt de-escalation prior to using lethal force. Harris said this was a topic of conversation among activists in Minneapolis involving changes that can be made in policing. Harris said the main message from the Floyd family is peace and policy, and he said there’s room for policy change with the San Diego Sheriffs Department. He’s calling on the county to follow in the steps of the San Diego Police Department and ban the use of carotid restraint. Sheriff Bill Gore told 10News he does not plan to get rid of the method."I want to give me deputies as many less lethal options as I possibly can. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, tasers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis." Harris said he will work to encourage policy change like that, keeping in mind the message of the Floyd family."I just really have no words about how they have held their head up high looking at the future instead of pondering on the past," said Harris. 3027
San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock. "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off - a number too low to trigger a WARN public notice. “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. That damage is delaying the next order, leading to the potential layoffs.NASSCO spokesman Dennis DuBard pinned the layoffs to the July 11 incident, and said the company is working to remedy the situation. 10News has since inquired about issues related to the April hiring event. “We are working diligently so not all employees who were notified will be affected. We regret the impact this will have on employees and their families,” DuBard said. “The company has arranged a variety of programs and resources to assist those who will be affected.”Godinez said the union would be working to arrange for additional training for workers who could be laid off, so they can find new jobs. 3023
