SAN DIEGO (KGTV) - Residents in Carmel Mountain Ranch plan to continue their fight against a proposed apartment building, even though the City Planning Commission has recommended approval of the project by the City Council."Alante" is a 50-unit apartment building under development by New Pointe Communities. It will be built on top of an existing MTS parking garage that is no longer in use. It will be located at 10211 Rancho Carmel Drive, just east of the 15 near the Ted Williams Freeway."We do believe that the Alante community is a great addition to Carmel Mountain Ranch as it brings 50 apartment units of workforce housing that is much needed in the northern part of the City," New Pointe President Scott Sandstrom told ABC 10News in a statement.Sandstrom also pointed out that 15 of the units will be designated as affordable housing. Sandstrom says they'll be the first affordable units in Carmel Mountain Ranch.But the local community has come out against the project over the last few years. In 2019, a petition gathered 912 signatures to stop the development. And in June, the Carmel Mountain Ranch/Sabre Springs Community Council voted unanimously against it.Despite the opposition, the San Diego Planning Commission voted to recommend approval of Alante to the City Council."Frankly we weren't surprised because the Planning Commission has been ruling against community planning groups very frequently for a long time," says CRMSSCC Chairman Eric Edelman.RELATED: Neighbors push back against construction of apartment complex"Our objection is the bulk and scale of the project," Edelman says. "We would rather see a smaller building with more affordable units."Plans filed with the city say the building will be 6 stories tall and more than 70,000 square feet. 26 of the units will be one-bedroom apartments. The other 24 will be two-bedrooms.It will also have 58 parking spaces, 5 motorcycle spaces and 22 bicycle spaces."We understand that we're probably not going to stop this project altogether but we would like to alter the bulk and scale of it," says Edelman.The decision by the Planning Commission cannot be appealed, since it is a non-binding recommendation. But Edelman says his group will now work on a strategy to convince the City Council to deny it."We'll refine our case based on what we learned from the Planning Commission," says Edelman. "It's really important that the Carmel Mountain Ranch Community Planning Group does its best to advance the feelings of the community as a whole."The community says they have concerns over the building's impact on traffic and wildfire safety. They also worry it will be the tip of the iceberg to allowing more large-scale development in the neighborhood.Right now, a separate developer has plans for a 1,200 unit apartment complex on an abandoned golf course just north of the Alante lot."The main concern there is just that these two things aren't being done in a thoughtful manner, in tandem," says Edelman. "It should be done in a sensible manner. A blanket solution that works in another part of San Diego may not work here in Carmel Mountain Ranch."Sandstrom says Alante gives the city a chance to turn an eyesore into an asset."We hope to turn this home for cars into homes for people," he told the Planning Commission at their meeting on July 23.City Councilman Mark Kersey, who represents the area, told ABC 10News he was not able to comment on the project, since it hasn't formally been presented to the Council. Davis was first elected to Congress in 2000. “I have struggled to make this very difficult decision. I will not seek another term in Congress. My decision today represents a desire to live and work ‘at home’ in San Diego,” she said. Davis is currently the second highest-ranking Democrat on both the House Education and Labor Committee and the House Armed Service Committee. Among measures recently supported by Davis is the Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez. She also helped spearhead the repeal of the “don’t ask, don’t tell,” a Clinton-era policy which allowed LGTBQ people to serve in the military only if they remained in the closet.“It makes us a better military, a better country, and I was very happy to be a part of that,” said Davis.So far, only two other candidates have officially entered the race. Jose Caballero, a Navy veteran, filed earlier this year and has raised ,900 as of June.Joaquín Vázquez, the son of undocumented immigrants, has also filed to run, but has not submitted any fundraising documents yet to the FEC.Both are Democrats with no previous experience as elected officials.In 2018, Davis faced off against Republican challenger, Morgan Murtaugh, beating her by a nearly 40% margin. SAN DIEGO (KGTV) — San Diego Humane Society officials are searching for the person responsible for abandoning a dog in a San Pasqual Valley canyon recently.A grove manager at Bandy Canyon found the neglected dog Friday, according to society officials. The male dog appeared to be an about 2-year-old pit bull mix.The dog was taken to the humane society's Escondido campus, where a veterinary team gave it IV fluids and placed it on a heated bed, as its temperature was low.Because of the dehydrated, neglected condition of the dog, the society's law enforcement arm has opened a felony animal cruelty investigation.Anyone with information is asked to call Crime Stoppers at 888-580-8477 or SDHS law enforcement at 619-299-7012.This week's incident is the third similar incident to occur in the last month. In February, nine puppies were found abandoned at Kit Carson Park in a dog food bag. Weeks later, two more dogs were found malnourished and left behind at Escondido's Mountain View Park."We want the public to know, anyone who needs help with their animals can bring them to us without judgment," Laurel Monreal, SDHS sergeant of humane law enforcement, said after the last incident. 1196

SAN DIEGO (KGTV) - San Diego area fire agencies are boosting staffing levels ahead of what may be the worst Santa Ana wind event this year. The intense weather situation, due to start Tuesday night and last through Thursday, has crews working extra shifts. Cal Fire San Diego has nearly all of its 500 firefighters on duty to staff equipment and fill support roles, an agency spokesperson said on behalf of Chief Tony Mecham. Check 10News Pinpoint Weather ConditionsAlthough the agency is supporting other fires across California, the Regional Coordination Center in Riverside has limited the number of resources sent out of Southern California, Cal Fire reported. Cal Fire also brought 150 out-of-state fire engines to California. San Diego County has an additional 15 fire engines, five patrols, six water tenders, and support elements including a Cal Fire communications unit. The California Office of Emergency Services also announced Tuesday it was coordinating to pre-position fire equipment and personnel ahead of Santa Ana conditions. Two strike teams consisting of five engines are staged in San Diego County, along with a helicopter. The San Diego Fire-Rescue department said staffing would be increased Wednesday morning at 7 a.m. due to the wind event.Two firefighting helicopters are available around the clock, according to spokesperson Mónica Mu?oz. The department has a strike team made up of three SDFD crews, a Chula Vista fire crew and a Poway fire crew, all assigned to a brush engine, in addition to other crews.SDFD strike teams will remain in place until Thurs. evening because of the #santaana wind event forecast for Tues. - Thurs.
