SAN DIEGO (KGTV) -- A graduate program at the University of San Diego that teaches peacebuilding will evaluate whether or not to send students back to Culiacán, Mexico. The concern comes after Thursday's bloody battle involving Mexican federal troops and the son of notorious drug lord Joaquin "El Chapo" Guzman.The USD Kroc School's Trans-Border Institute has been regularly taking graduate students to Culiacán for the last five years, offering seminars and certificate programs in peacebuilding that have had an impact on the region, said program director Ev Meade."It's one of the only states in Mexico that's actually improved with respect to violence and was on the upswing until 3:30 yesterday afternoon and now all bets are off," Meade said in an interview.Meade was scheduled to speak at a conference on Friday but had to cancel the trip abruptly when cartel shooters laid siege to the city.The incident began when members of the Mexican National Guard patrolling a neighborhood in Culiacan and were ambushed by members of the Sinaloa drug cartel. Among those members of the criminal gang was Ovidio Guzman Lopez, the son of "El Chapo" Guzman.Cartel forces blocked roads with burning cars and demanded the release of El Chapo's son, who had been captured by Mexican security forces.Violence spread across the city until authorities suspended operations and released Ovidio Guzman Lopez.At least seven people were killed in the battle, one Mexican National Guard member, one civilian, and five cartel members, according to Security Minister Alfonso Durazo."It was terrifying. I had friends who were trapped in their offices. Other friends who were trapped in restaurant bathrooms," said Meade.The USD program in Culiacán has trained hundreds of local activists, public officials, and entrepreneurs in peacebuilding and social innovation, according to the Kroc School.Thursday's violence showed an entire militia of criminals could descend on the city in less than an hour, Meade said. SAN DIEGO (KGTV) -  A driver led CHP officers on an hour-long pursuit from Southern Orange County to Mission Valley Wednesday night.The chase ended on the onramp from southbound I-805 to westbound I-8.Ray Scheidnes, with California Highway Patrol, says the chase started in the San Juan Capistrano area when they received reports of someone driving erratically just after 6:30 p.m.When they tried to pull over the driver, she instead drove south on I-5 into San Diego County and eventually onto I-8.  The driver even called into 9-1-1 dispatch and tried to explain why she wasn't stopping.“I believe that she was afraid to pull over, mentioned something about possibly having some previous run-ins with law enforcement that she didn't think went too well,” Scheidnes said.Scheidnes also added they’re not quite sure why she eventually stopped in Mission Valley.“The vehicle didn't seem to run out of gas or have any mechanical problems, just came to a stop, I think she just decided to pull over,” he said.CHP says the driver is an Orange County resident. She has not been identified. There are no immediate signs of drugs or alcohol, but she could be facing charges of resisting arrest and failure to yield.  1247

SAN DIEGO (KGTV) - A California Highway Patrol officer wrestled with a man who walked in lanes of SR-52 in University City Monday.The CHP received calls from concerned drivers about a man on the highway at Genesee Avenue and sent an officer to the scene about 1 p.m.When the officer arrived, the man refused to leave the road and wrestled with the officer who tried to arrest him.Two drivers stopped to help the officer subdue the man, the CHP said. Other CHP and San Diego Police officers arrived later to assist with the arrest.The man suffered a small scratch but the officer was not hurt.Officers did not release a motive for the man’s behavior or his identity. 673

SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties. SAN DIEGO (KGTV) - A heartbroken local woman says her brother was killed in a Phoenix park while trying to 'protect his friends.'"He was infamous for making people laugh. He had a heart bigger than his being," said Amy Clark, Isaac Clark's sister. Last month, Isaac Clark, 23, moved from San Diego to Phoenix to be closer to his 4-year-old son. He had a job lined up doing event setup. Last Wednesday, Clark found himself in a park around 1 a.m. His sister Amy says he was checking on two friends, who had been evicted and were living in a car.Police say he heard a vehicle being vandalized, and headed toward the sound before realizing it was his friends' car. That is when the suspects approached Clark, sparking a fight. Clark was stabbed multiple times. He would die at the hospital."I feel like he died a hero. He tried to do the right thing. He was trying to protect his friends," said a tearful Amy Clark.Three people were arrested. Police say Maurice James, 24, and Eldon Sandoval, 18 are facing second-degree murder charges. A third person, Chantel Ben, 21, faces hindering prosecution chargers."They took my one-and-only sibling. They took my one-and-only baby brother from me," she said.An emotional vigil was held at that park a night after the incident. Clark's sister is haunted by their conversation about the violence in the world right before he left San Diego. "We were saying we just need to be more kind, more empathetic," she said.A grieving sister says that kindness was nowhere to be found In that park, early that morning."We need to get justice because he now has a 4-year-old son who has to live without him," she said.A GoFundMe campaign has been set up to help with funeral expenses and to set up a fund for his son. 1753
