XI'AN, Aug. 23 (Xinhua) -- Chinese Vice Premier Zhang Dejiang has said efforts should be made to promote steady and fast industrial growth while improving the quality of economic development.     Zhang made the remarks during a recent inspection tour in northwestern Shaanxi Province, underscoring the importance of adjusting industrial structure, promoting innovation and enhancing enterprise management.     He pointed out that the country's economy has shown a momentum of recovery from the global economic downturn, with more positive signs emerging, but the reviving foundation was not solid enough.     The government should stick to the proactive fiscal policy and moderately easy monetary policy, and give priority to ensuring economic growth, he said.     More efforts should be exerted to expand domestic demand, carryout the massive economic stimulus plan, and promote stable and fast industrial development.     Zhang also urged cutivating new industries, eliminating backward production capacities, and supporting backbone enterprises as well as small and medium-sized firms.

BEIJING, Aug. 27 (Xinhua) -- China's top political advisor Jia Qinglin has called for deep recognition of the historic necessity and enormous advantages of China's political system of multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC).     The natural difference between the political systems of China and the West must be deeply recognized, said Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and member of the Standing Committee of the CPC Central Committee Political Bureau at Thursday's meeting of the presidium of the CPPCC National Committee. ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.

BEIJING, Sept. 29 (Xinhua) -- China attaches great importance to U.S. President Barack Obama's visit in November, a senior Chinese official told visiting U.S. Deputy Secretary of State James Steinberg in Beijing Tuesday.     State Councilor Dai Bingguo said China would work with the U.S. to ensure the success of this visit.     Steinberg, who arrived in China Monday, said President Obama was looking forward to his visit, and hoped it would promote U.S.-China relations.     Dai said relations between the two countries had developed vigorously with close exchanges and cooperation since the Obama administration took office.     The two sides should work together for the continuous and steady development of bilateral ties, Dai said.     A key mission of Steinberg's China trip is to prepare for Obama's visit. It is part of the senior U.S. diplomat's week-long tour of Asia, which also takes him to Hanoi, Kuala Lumpur, Seoul and Tokyo.     He said Obama considered his meeting with President Hu Jintao in New York last week had given an impetus to bilateral ties.     Obama's visit would "mark an important milestone in building mutual trust and respect between the people of China and the United States," said a statement from the U.S. Embassy in Beijing late Tuesday on his departure from China.     In a separate meeting with Chinese Vice President Xi Jinping, Steinberg reiterated that the United States would continue with the one-China policy and respect China's sovereignty and territorial integrity, which were considered by the U.S. government the crucial principle in handling bilateral ties.     After expounding China's stance on Taiwan and issues concerning Tibet and Xinjiang, Xi said respect and care for each side's core interests and major concerns was the key to the healthy and steady growth of ties.     Xi called on the U.S. side to handle concerned issues in a "prudent" and "appropriate" way, to safeguard China-U.S. relations.     Steinberg said President Obama had several times stressed the great importance of U.S.-China relations since he took office in January.     The United States hoped to reveal to the world through President Obama's China visit that the two countries were willing to jointly respond to global challenges, including the global financial crisis, terrorism and non-proliferation, he said.     Xi called on joint efforts from both countries to ensure "positive results" from Obama's China tour.     "President Hu Jintao had successful meeting with President Obama in New York last week, in which they reached new important consensus on promoting active, all-round development of bilateral ties," said Xi.     "China is ready to work closely with the United States to implement the important consensus reached by the two heads of state, enhance strategic trust and substantial cooperation in various areas, and properly handle differences and sensitive issues," Xi said. 

BEIJING, July 24 (Xinhua) -- The Chinese government supports UN's leading role in promoting international cooperation to curb climate change, Premier Wen Jiabao said here Friday.     Wen made the remarks while meeting with UN Secretary-General Ban Ki-moon, who arrived here Thursday evening for a four-day visit. Calling the United Nations a core player of the international system, Wen said the organization has played an important role in settling major international and regional issues as well as global challenges. He stressed it is of key importance to stick to the principle of "common but differentiated responsibilities" when responding to climate change, and to take into consideration the interests and voices of developing countries.     Ban also expressed hope for a fruitful Copenhagen summit on climate change in December with joint efforts from all parties concerned.
