ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. (KGTV) — Bar patrons foiled a robbery Saturday by rushing the accused gunman and holding him until deputies arrived.Patrons at the Red Eye Saloon at 1448 South Mission Rd. in Fallbrook were in the bar's parking lot around 2 a.m. when a man pulled a gun on them and demanded their wallets and cell phones, according to the San Diego Sheriff's Department.The suspect, identified as 22-year-old Fidel Moreno, fired one shot in the air, witnesses told deputies.MAP: Track crime happening in your neighborhoodFearing for their safety, the group rushed Moreno and tackled him, according to deputies, and held him down until deputies got there.A 9mm pistol loaded with a 16 round magazine, with one casing missing, were found at the scene, deputies said. A spent shell casing was located near where Moreno was being held down.Deputies said Moreno was also in possession of two loaded 10 round magazines.Moreno was arrested for assault with a deadly weapon, robbery, negligent discharge of a firearm, and other firearm charges.He's scheduled to appear in court Aug. 21 and is being held on 0,000 bail. 1142

European scientists say they have caught a rare fish they describe as a "living fossil."According to the BBC, scientists for the European Union's Institute for Sea and Atmosphere captured a 5-foot long frilled shark in the waters off the coast of southern Portugal.Frilled sharks are rarely seen by humans, and typically live thousands of feet below the ocean's surface. This particular shark was caught at a depth of 2,300 feet.According to Fox News, there have only been three recorded sightings of frilled sharks in the past 10 years.
