SAN DIEGO (KGTV) --More homeless camps are popping up near a dog park in normal heights. Frustrated neighbors say they're leaving trash, dirt, and causing trouble."They frequent this little corner right here," said Bernie Polanco, who lives in the neighborhood.It's likely one of the first things you'll notice at the corner of 40th and Madison Avenue.  Trash, tarps, and blankets--all signs of homeless camps in the area."I really feel like it's hurting our community, hurting our little neighborhood," Polanco said.A neighborhood just down the street from the dog park at Ward Canyon Park.  There are mounting frustrations about more homeless popping up at this dead end street and bringing crime."They were trying to find unlocked cars," Polanco said.  The problem seems to be getting worse."One possible reason, neighbors say, is construction equipment from a city contractor and vehicles parked in the street that the homeless convert into living spaces."They would attach tenting and tarp(s) to the semi-trucks or the equipment, the tractors to make temporary shelters at night and before the workers would get here in the morning, they would tear them off," Polanco explained.The combination of so many young families and people walking their dogs add more concerns for neighbors."My radar is a little more attuned," said Jeremy Dawsey-Richardson, who lives in a white house on the corner.His house may be closest to the problem, but his attitude is far different. He has a unique perspective to this complex issue because he happens to work at the San Diego Rescue Mission downtown."I've spoken with the owner of those belongings and we've talked about it," Dawsey-Richardson explained. "He's working on finding another place to place them." He says he's seen it all in his nine years living here from public urination to fights, but has also seen the homeless sweep the streets and feed his dog when it got out."Once you begin to engage and get in conversation, the stereotypes come down," he said."I think people historically ask the question, 'What's wrong with you rather than like, 'What happened to you?'"But Dawsey-Richardson stresses the importance of addressing the real issue...affordable housing."Where are people going to stay that they can make life work?" he said. UPDATE: The city of San Diego reached out to us with the following statement:  "In regards to your story on the equipment at 40th & Madison, it’s from a contractor on a City job. SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN DIGEO (KGTV) - The number of calls to San Diego County’s Child Abuse Hotline has dropped by more than half since schools across the region closed to prevent the spread of the coronavirus disease.County data provided to 10News shows a more than 50 percent decrease in calls regarding allegations of child abuse or neglect.According to the county, for the week of March 9 to 15, there were 1,859 calls. A week later, when schools closed beginning March 16 to 22, there were only 863 calls.RELATED: Multiple San Diego nursing homes dealing with coronavirus cases“In normal times, I would be thrilled, but this isn’t a good news story,” said Sheila Boxley, who’s the president of the Child Abuse Prevention Center. “This is something of grave concern because we know that children are now not in school, they are not in childcare. San Diego (KGTV)- Heart- pounding moments for visitors at the San Diego Zoo Safari Park. Powerful gusts tossed riders on the Balloon Safari from side to side. Riders on the balloon held on tight during the gusty landing. “There were some points where the basket was almost tipped completely sideways,” says Jordan Lapidot, who was visiting the park with her family yesterday afternoon. “I have this image in my mind of this guy, and he’s grabbing the outside of the cage as they get just thrown.”The San Diego Zoo Safari Park says the balloon has a long cable in the middle of the cage that safely brings it down from the sky. That cable never broke during the windy ride. “They were trying to get it down as quickly as possible,” says Lapidot. The Safari Park tells 10News if the wind reads over 29 miles per hour they will shut the ride down. They sent us a statement about the incident, saying in part: “As the sudden storm arrived and winds picked up, some operations at the Park, like Balloon Safari and Flightline were closed to public use.”No one was hurt while on the ride. 1090

SAN DIEGO COUNTY (KGTV) -- With sudden layoffs and overcrowded grocery stores, the coronavirus is making it even more difficult for families to feed themselves. But many are stepping up to distribute food for free.Three hundred sixty-five cars lined up with their trunks popped wide open, ready for bags of free food to be plopped in. Following their new drive-up food bank protocols, volunteers at the Community Through Hope (CTH) warehouse in Chula Vista made no direct contact with the families in line. "We were able to provide so much nutrition in his very safe environment and get it out quickly," Rosey Vasquez, Executive Director of CTH, said. It was the same story at the Brother Benno Foundation in Oceanside. Their Feeding San Diego distribution was supposed to last all day. But their warehouse cleared up after 150 cars rolled in, in just two hours. Meanwhile, in the Gaslamp District in Downtown San Diego, the kitchen staff at Metl Bar and Restaurant are hard at work. They are not getting nearly as many orders with just take-home and deliveries. But the owners, Jenna and Randy Elskamp, did not want to lay off their staff. Their idea was to have them continue to make hot meals for newly unemployed restaurant workers. "And so giving back to our industry was where we want to help."They have a couple of sponsors now. But the Elskamps have no idea if they could survive this in the long run. But as veterans in the restaurant industry, they said they know the hardships. That is why they set up a section of their website to offer free meals for anyone in the industry struggling to feed themselves."I feel like we are all on a sinking ship right now," Jenna said. "Instead of being the rats who are trying to climb up to the very top of the ship to save themselves, we want to be there at the bottom, trying to help everyone survive. Because we either make it out of this together or we don't.
