ESCONDIDO, Calif. (KGTV) -- As San Diego County inches closer to finally being removed from the state’s watch list, it remains unknown what exactly that will mean for businesses that have been waiting to reopen indoor operations.“We have asked the state for guidance for what they think the policy will be, the process will be, for potentially reopening some of the entities that faced additional closures,” said County Supervisor Nathan Fletcher.In the meantime, some cities across the county have been working with businesses to ensure they can still operate outside during the challenging time. Some of those businesses appear to be thriving.“More people are coming out to eat, and as you can see, we’re already almost full here,” said Mia Davis, the owner of Mikko Sushi in downtown Escondido.Davis and her sister-in-law, Minky Jeon, opened Mikko Sushi in February, but just one month later they were forced to shut down indoor dining due to the rising COVID-19 cases across the county.They moved to take out orders only, a struggle for the new business owners.“We were devastated actually because we were just finally starting to build our clientele,” said Davis.Then the City of Escondido stepped in to help businesses move outdoors quickly and easily, making all the difference for business owners like Davis.“The City of Escondido went out of their way to help us,” she said. “They really helped expedite the permit process, and I didn’t have to pay any fees.”Davis told ABC 10News, she was not only able to keep her original staff employed, but Mikko Sushi became so busy with outdoor dining, that she had to hire more employees.“Every Friday night we have a big waiting list,” she said. “I’m thankful that local customers really been supporting us, and I can’t complain.”A walk down Grand Avenue in Escondido reveals how locals have embraced the opportunity to dine outside. The sight is something that brings Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido, much joy.“We’re really happy and proud to be able to support our businesses in that way,” said Tarrac. “The city really took strong, swift action and worked with very closely with our Chamber of Commerce and Downtown Business Association to allow for and facilitate the permit process to allow for our businesses to operate outside. We expanded that to salons, to restaurants and other retail as well.”During a time where there are many uncertainties for small business owners, Davis said the opportunity to try something new and succeed is rewarding.“I’m thankful that our business is doing well during this pandemic, and I’m thankful for what the city did,” said Davis.The City of Escondido recently launched a grant program to help small businesses. ENCINITAS (KGTV and CNS) - A body was found in a creek bed near Moonlight State Beach Monday. A passer-by spotted the dead person behind the tennis courts at Cotton Wood Creek near the intersection of Second and West B streets in Encinitas about 9:30 a.m., according to sheriff's officials. The deceased was described only as a while male, investigators said.Deputies searched the area and found no initial signs of injury or foul play.The Medical Examiner's Office will conduct an autopsy to determine the cause and manner of death, and notify the family. 565

(KGTV) — Encinitas officials announced a "one-of-a-kind" crosswalk has been placed across Coast Highway 101 in downtown.Officials say the artistic crosswalk featuring surfboard shapes and waves spans across the highway at G Street and took two years of coordination between city staff and City Council to put together. The city says the crosswalk will improve walkability and bring more public art to the area.Artist Steffen Vala, whose work has appeared around the globe and been featured by Apple, Marvel, and other big brands, was commissioned for the crosswalk."The iconography of surfboard shapes is a nod to each surfer's 'magic board,' unique to them like their fingerprint. Juxtaposing this individualism is a unifying tidal wave laid out like the ocean's fingerprint that connects all the surfboards. This symbolizes the unifying, collective, 'party wave' we are all riding and our love in protecting the environment while celebrating our differences," the city said in a release.The city says the crosswalk is the longest decorative crosswalk of its kind and first one across a historic highway. 1132

ESCONDIDO, Calif. (KGTV) — Escondido Police say they've arrested one person in connection with a fatal collision that left four people dead last month.Police obtained an arrest warrant for 28-year-old Ashley Rene Williams, of Escondido, on Thursday and took her into custody at her home. Williams has been charged with four counts of murder and gross vehicular manslaughter while intoxicated.Williams is accused of being behind the wheel of a 2014 Mazda 3 that struck and killed four people at San Pasqual Valley Rd. at Oak Hill Dr. just before 8:30 p.m. on May 5, police said.Police say Williams' vehicle was traveling northbound when it hit the group, which included a 33-year-old man, 11-year-old boy, 50-year-old woman, and 10-year-old boy. Police told 10News the boys are brothers and the female victim was their grandmother. The man was believed to have been dating the children's mother, according to police. A GoFundMe campaign for funeral expenses is currently running to help the family.Williams was hospitalized with minor injuries after the crash and initially, police told 10News that alcohol or drugs were not believed to have been a factor.The California Department of Motor Vehicles says Williams was driving on a suspended license during the crash. Her driver’s license was suspended on Feb. 18, 2020, for driving with excessive blood alcohol, according to the DMV.
