SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.' SAN DIEGO (KGTV) -- A human smuggler reportedly used two children as decoys by dropping them over the border into concertina wire, according to U.S. Customs and Border Protection. CBP reports that two Salvadoran girls, ages six and nine, were dropped roughly eight feet from the San Diego border behind concertina wire late Monday night. “Agents responded and moments later, a group of 10 individuals crossed the border in the area agents vacated,” said Rodney Scott, Chief Patrol Agent for the U.S. Border Patrol. Scott said on social media that the group eluded capture. The two young girls were given medical attention for what CBP called minor injuries. The agency is working with the consulate in El Salvador to locate the girls’ parents, the agency said. SAN DIEGO (KGTV) -- A red flag warning has been issued for a large swath of San Diego County amid windy, dry conditions. The warning lasts through 6 p.m., Sunday, according to the National Weather Service. Winds will pick up throughout the day Sunday along coastal mountain slopes and through valley corridors below passes and canyons. Strong winds are also expected over the Inland Empire below the Cajon Pass. SAN DIEGO (KGTV) - A local group is teaming up with a non-profit organization to help fight the unemployment rates among young adults in San Diego. Casa Familia came up with the idea to start a coffee cart, training teenagers and 20-year-olds in different skills to run the coffee business. San Ysidro Health Center jumped on board to help with the funding of the project. Ana Melgoza is the Vice President of General Affairs for San Ysidro Health Center. She tells 10News it was an obvious decision."We said 'yes, of course' as soon as Casa Familia approached us with this wonderful and innovative endeavor," Melgoza said.El K-Fe hired six baristas, graduates of Casa Familiar's youth barista training program. The ,000 coffee cart now sits in the central hub of the health center. The baristas and managers are all young adults who have gone through many months of training. Francisco Dominguez is a student at Southwestern College and among the first to join the project."It’s kind of giving hope to the youth that think that they don't have a chance. They have a chance; we all have a chance. I started out like them now I'm looking forward to what the future has and what I can do with this and what we can do as a team," said Dominguez.Dominguez said the project is beneficial for many reasons but mostly for the skills learned at such a young age."Most jobs are 18 and older, so with this internship, it's 14 and older; so high school students: sophomores, freshmen, juniors, seniors in high school, can join the program, can get that job experience they need so once they graduate, they can get that job."The plan is to reinvest proceeds from the first El K-Fe coffee cart to establish more carts and create more youth job and training opportunities.  1820
