SYDNEY, May 24 (Xinhua) -- Australian soldiers and contractors in Iraq might have been exposed to blood-borne diseases such as HIV or hepatitis, as staff at Defense's main hospital unit in the Middle East failed to sterilize surgical equipment properly, local media reported on Tuesday.Fairfax newspapers reported the safety breach occurred at the AL Minhad Air Base in the United Arab Emirates over a 19 month period, from February 2009 to August 2010, but soldiers were alerted to the problem only a week ago.A Defense Department memo to troops has warned that soldiers and contractors who passed through the air base hospital near Dubai should ensure they had their blood screened, The Sydney Morning Herald reported."Personnel who underwent a surgical procedure during that period are possibly at risk of acquiring a blood-borne disease," the memo said.However, the health alert says the risk to Australian Defense Force personnel is low, as blood-borne diseases within the force are rare and personnel are vaccinated against hepatitis.The Defense Force's Surgeon-General, Major General Paul Alexander, wrote the "internal procedural issue" was dealt with by the health system and measures were put in place to prevent a repeat of the error.

LOS ANGELES, April 7 (Xinhua) -- Unrecycled energy-efficient bulbs release tons of mercury into the environment every year, raising an environmental concern, it was reported on Thursday.Demand for the energy-efficient lights -- the compact fluorescent light bulb (CFL) -- is growing as government mandates for energy-efficient lighting take effect, yet only about two percent of residential consumers and one-third of businesses recycle the new bulbs, the Los Angeles Times said, quoting the Association of Lighting and Mercury Recyclers (ALMR).Each CFL contains up to five milligrams of mercury, a potent neurotoxin that's on the worst-offending list of environmental contaminants, the report said.As a result, U.S. landfills are releasing more than four tons of mercury annually into the atmosphere and storm water runoff, the Journal of the Air and Waste Management Association said in a study published by the paper.The federal Clean Energy Act of 2007 established energy- efficiency standards for light bulbs that dimmed the future for old-fashioned incandescents, which don't meet those standards. Incandescents are to be phased out by 2014 in the U.S., and California passed even stricter rules, calling for store shelves to be cleared of them by 2013.The old-style bulbs are just too wasteful, converting to light only 10 percent of the energy they consume. The rest is squandered as heat.Sales of energy-efficient alternatives like CFLs, halogen bulbs and LEDs have been growing steadily, with the low-cost CFLs the biggest sellers, according to the paper.If every California household replaced five incandescent bulbs with CFLs, the move would save 6.18 billion kilowatt-hours and prevent the annual release of 2.26 million tons of heat-trapping carbon dioxide, according to the California Energy Commission. That 's equivalent to taking 414,000 cars off the road.But no federal law mandates recycling of household fluorescent lights. MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation.The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities.The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work.The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval.Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation.The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations.An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.
