The European Union is to propose ending twice-yearly clock changes after a large-scale public survey, European Commission President Jean-Claude Juncker said Friday.According to Juncker, more than 80% of EU citizens want to abolish daylight saving time and instead remain on the time used during summer instead.At the moment, each EU member state puts clocks forward one hour on the last Sunday of March and back again on the last Sunday in October."This debate about summertime, wintertime has been around for many years here," Juncker told German broadcaster ZDF."Many people are contributing to this debate. We did a survey, a public survey. Millions responded and think that in the future we should have summertime all year round. So that's what will happen.""The people want this; we will do this," he said.For any change to go into effect, legislation must be drafted and win approval from the 28 member nations and the European Parliament.One of the chief critics of daylight saving time has been Finland, which has one of the most northerly capital cities in the EU.Over 70,000 Finns signed a petition last October to urge the government to move away from daylight saving time.For Finland, the plan is also complicated by the fact it shares borders with non-EU states Russia, Belarus and Ukraine, all of which scrapped daylight saving time in 2011.Those in favor of the time change say the extra light in the morning during standard time and and additional evening light in summer can help prevent road accidents.The-CNN-Wire 1540

The Cheektowaga, New York mother whose battle with breast cancer captured the hearts of many Western New Yorkers has died. Libby Gaymon, 43, passed away Tuesday. She had faced breast cancer twice in less than two years.In May, Libby's daughter Alexis asked her mom to be her date to the senior prom at McKinley High School in Buffalo. The surprise promposal was a well-coordinated effort between Alexis, her family and McKinley administrators. Alexis wanted to bring her mother because Libby didn't get to go to the prom when she was in school.On prom night, dozens of supporters of Libby packed the Gaymons' front lawn, some spilling onto the sidewalk and neighboring lawns to cheer on the mother-daughter duo.McKinley High School donated a limousine, while other community members offered free wig services, makeup application and corsage supply to make the night even more special.Most recently, Gaymon tried an experimental immunotherapy treatment at Roswell Park. Immunotherapy helps the body’s immune system attack cancer cells. It is still being studied nationwide to see if it can play a role in treating metastatic breast cancer.   Her message she shared with Buffalo-based WKBW anchor Ashley Rowe in September was clear: slow down and take time to appreciate the world around you, or else you’ll miss everything.“You’re walking down the street on the phone, either you’re on the phone or you’re texting and you’re not even seeing your surroundings," Libby said. The first round of the NFL Draft got underway Thursday evening and Oklahoma quarterback Baker Mayfield was selected as the first overall draft pick by the Cleveland Browns. Mayfield will likely take over as Cleveland's starting quarterback in the fall after the Browns finished the 2017 season with a winless 0-16 record. Mayfield was a three-year starter at Oklahoma after starting one season for Texas Tech. He threw for 131 touchdowns over his four collegiate years, which is fourth all time in NCAA Division I history. According to most NFL Draft experts, five college quarterbacks will likely be selected in the first round on Thursday. The group includes USC's Sam Darnold, Oklahoma's Baker Mayfield, Wyoming's Josh Allen, UCLA's Josh Rosen and Louisville's Lamar Jackson.  807

The former Louisville Metro Police Officer charged with wanton endangerment for firing his gun into Breonna Taylor's apartment pleaded not guilty during a Monday arraignment. Brett Hankison and his lawyer participated in the arraignment remotely. The former officer pleaded not guilty to the charges he faces. The judge made two stipulations during Monday's arraignment: Hankison has to attend every court hearing, even if it is remotely, and second, Hankison cannot have any firearms. His attorney pushed back, arguing Hankison might need a weapon to protect himself after recent threats. The judge declined the objection. Hankison was charged by a grand jury with three counts of wanton endangerment last week. Of the three officers who fired their weapons that night in March when Taylor was killed, Hankison was the only one charged as a result of the grand jury investigation. Officers were at Taylor's apartment in the early morning hours of March 13 to serve a narcotics warrant in connection with an investigation into an ex-boyfriend. Taylor's current boyfriend, Kenneth Walker, says he did not hear police announce themselves, and says he fired a "warning shot" toward the front door as police broke down the door. Police returned fire. Taylor was shot several times and later died. An autopsy recently released reveals more details about the deadly shot. Hankison is charged with firing several rounds into the building following the initial shootout, allegedly putting Taylor's neighbors in danger. Hankison faces a maximum of 5 years in prison if found guilty. He was fired from the police department in June. In a press conference following the grand jury's announcement, Kentucky Attorney General Daniel Cameron said two other officers, Jonathan Mattingly and Myles Cosgrove, were "justified" in using lethal force because they had been fired upon first. The two officers and Hankison are also facing an internal police investigation into the shooting. Mattingly and Cosgrove remain on administrative duty.The decision not charge officers with Taylor's homicide has prompted protests in Louisville and throughout the country. 2148
