SAN MARCOS, Calif. (KGTV) -- A man deputies say was under the influence was arrested Saturday evening after crashing into a patrol car and causing a second crash while fleeing law enforcement. According to the San Diego County Sheriff’s Department, deputies tried to make contact with an intoxicated man in the parking lot on the 400 block of Autumn Drive in San Marcos around 4:49 p.m.The driver, Cristian Reinoso, 24, failed to obey instructions, instead backing into an unoccupied patrol vehicle twice, deputies say. According to the department, Reinoso then drove away from the parking lot, striking a fence and a parked car before running a red light and crashing into another vehicle at the intersection of Los Vallecitos Boulevard and Knoll Road. The crash reportedly caused Reinoso’s vehicle to roll over, so deputies say he got out and ran away before being arrested at an apartment complex on the 200 block of Knoll Road. Both Reinoso and the driver of the other vehicle were taken to the hospital for minor injuries. The department says Reinoso will be charged with assault on a peace officer with a deadly weapon and hit-and-run causing injuries. 1167

(KGTV) - A proposal to sell Alliant International University's land in Scripps Ranch has neighbors worried.Thursday, the San Diego Planning Commission will hear a proposal to re-zone 72 acres of land at the University to be used for low-to-medium residential. That would allow up to 700 homes to be built on the site. To re-zone, the Scripps Ranch Community Plan will need to be amended. The vote Thursday will be to begin the amendment process.People who live nearby say adding hundreds of homes would be a nightmare for traffic and a disaster for wildfire evacuations."We're not opposed to development, but not for development's sake," says Kristin Rayder, the President of the Scripps Ranch Fire Safety Council. "It has to be safe."Rayder and the Council voted to tell the Planning Commission not to approve change to the Community Plan. So did the Scripps Ranch Planning Group.They say Pomerado Road can't handle the extra traffic, neither can the Avenue of the Americas, which leads to the University and is shared by Thurgood Marshall Middle School."If you come out here in the morning on a school day, you see what the chaos is on this narrow little road here and why it would be unacceptable to have another thousand cars a day on this small road that goes right in front of the school with no sidewalks," says Wally Wulfeck, the Planning Group Chair.They're also worried about what could happen if a wildfire ever threatens the area.People who live nearby, like Wulfeck and Rayder, still have vivid memories of the 2003 Cedar Fire and the 2007 Witch Creek Fire. In both fires, the areas around Pomerado Road had to be evacuated."We were leaving our home and looking to the right, I saw a wall of fire," says Rayder. "That was Pomerado Road. I'll never forget that look.""My house was one of the last to burn," says Wulfeck. "I watched it on TV."In an email to 10News, the Alliant University Foundation, which owns the land, says the school will be moving to a new campus in the coming years, and they're still in the early stages of the plan to sell the land."The university is still leasing a portion of the property and buildings and will likely be a tenant for a few more years under the current agreements. The foundation which owns the property placed it on the market in January of 2018 and entered into an agreement with an interested party in the fall of last year. (KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President. (KGTV) -- Fast-moving floodwaters swept a vehicle away in Santa Clarita Thursday as what is being called an “atmospheric river” set up over the area, according to KABC. The incident happened along Road Runner Road, per tweets from the Los Angeles County Sheriff’s Department Santa Clarity Valley station.Due to the flooding the road was shut down. The driver was able to make it out of the vehicle safely thanks to good Samaritans.The man's car was totaled, but before he even had a chance to dry off, a neighbor bought him a replacement SUV, KABC reported.  598

SAVANNAH, Ga. (AP) — A Black man in Georgia is accusing police of violating his civil rights, saying a white officer slammed him to the ground and broke his wrist in the mistaken belief that there was a warrant for his arrest. An attorney for 46-year-old Antonio Arnelo Smith of Valdosta, Georgia, said he's still in pain and emotionally devastated more than four months later. Smith is suing Valdosta police and other city leaders in federal court. Police video shows Smith talking cooperatively with an officer when a second one walks up behind him, grabs him and slams him to the ground. 598
