SANYA, April 11 (Xinhua) -- Chinese President Hu Jintao and Tanzanian President Jakaya Mrisho Kikwete on Friday pledged to make concerted effort to promote the traditional friendship and practical cooperation between the two countries.     China sees Tanzania as its all-weather cooperative partner and the healthy development of bilateral relations could be treated as a model for China's sincerity and cooperation with Africa and all developing countries, Hu told Kikwete during their talks in this southern China seaside city.     To further the bilateral all-round cooperation, Hu proposed the two countries strengthen political trust, keep high-level contacts and dialogues in various forms, expand mutually beneficial trade cooperation, facilitate exchanges in the areas of education, culture, sports, public health, tourism and media, and encourage contacts among local governments, social organizations, women and youth of the two countries. Chinese President Hu Jintao and Tanzanian President Jakaya Mrisho Kikwete on Friday pledged to make concerted effort to promote the traditional friendship and practical cooperation between the two countries    The Chinese government will continue to provide aid for Tanzania's economic and social development within its capacity, and encourage its enterprises to cooperate with Tanzanian companies in infrastructure construction, agriculture, resource exploration, telecommunication and personnel training, Hu said.     The two countries should also strengthen cooperation in the United Nations and on other multilateral occasions, and increase contacts on major international issues such as the UN Millennium Development Goals, multilateral trade mechanism and climate change.     The Tanzanian president, who is in China to attend the annual meeting of the Boao Forum for Asia, due to open on Saturday afternoon in Boao, about 300 kilometers from Sanya, called China a good friend and good partner.     Noting China's precious support and assistance for Tanzania over the past years, Kikwete said the Tanzanian people value the friendship with the Chinese people, reiterating that Tanzania firmly uphold the one-China policy.     He told the Chinese president that Tanzania is very glad to host the Olympic Torch relay and will exert the utmost efforts to promote its success.     Tanzania will never allow anyone to disrupt or sabotage the Olympic Torch run in the country, he added.     The Olympic Torch is scheduled to arrive in Dar es Salaam, the largest Tanzanian city and the only African city to host the relay, on April 12. The relay will be held the next day before the Olympic Torch continues its global tour to Muscat of Oman.     Kikwete said the people of Tanzania and all other African countries are firmly against the attempt of some people to disrupt the Beijing Olympic Games, resolutely support the efforts of the Chinese government and people, and believe the Beijing Olympic Games will be a complete success.     Hu thanked Kikwete for this and said the China-Africa new strategic partnership marks a new development stage of China-Africa cooperation. UNITED NATIONS, Oct. 3 (Xinhua) -- The United Nations and China will co-organize a high-level meeting on climate change early next month, with a special focus on technology development and transfer, the world body announced Friday.     UN Undersecretary-General for Economic and Social Affairs Sha Zukang and China's Deputy Permanent Representative to the United Nations Liu Zhenmin briefed member states at the UN Headquarters on the Nov. 7-8 Beijing High-Level Conference on Climate Change: Technology Development and Technology.     "Technology transfer is of enormous importance in tackling climate change," Sha said. "Together with financing technology transfer, it is one of the means of achieving adaptation and mitigation action."     Effective international action on climate change will require progress on the question of technology transfer, which is addressed in the UN Framework Convention on Climate Change (UNFCCC)and also forms a core aspect of the Bali Action Plan, Sha noted.     "In this context, the conference will provide a forum for open, practical and pragmatic discussions on technology transfer and climate change," Sha said. "The conference will focus on practical options and solutions for overcoming barriers to technology development and transfer."     "We hope it will be an opportunity for member states and other stakeholders engage openly, away from the constraints of the negotiating setting," he said.     Sha said that the aim of the conference is to support the UNFCCC process, particularly the forthcoming UN Climate Change Conference in Poznan, Poland in December 2008.     Calling for "broad, high-level participation from member states," Sha said that the conference will be opened by Chinese Premier Wen Jiabao and that UNFCCC Executive Secretary Yvo de Boer and former British Prime Minister Tony Blair have confirmed their participation.     In his remarks, Liu said that over the years, the international efforts to develop and transfer clean technologies are lagged behind the needs, and the relevant mechanism and financial support are not yet put in place.     With many countries having divergent views on the issue, communication and dialogue will help countries deepen mutual understanding, find common ground and work together to promote technological development and transfer, Liu said.     "The purpose of the high-level conference is to provide a platform of dialogue for international cooperation in the relevant technological development and transfer," Liu said.     "We hope this conference will help countries form some consensus on development and transfer of technologies for addressing climate change so as to further promote the efforts to address climate change," Liu noted. 

BEIJING, Oct. 9 (Xinhua) -- China's securities regulator on Thursday said publicly-traded companies must pay dividends in cash rather than stock over three years before submitting their refinancing applications.     The move could help to encourage long-term investment and reduce market volatility, the China Securities Regulatory Commission (CSRC) said.     The benchmark Shanghai Composite Index has plunged 66 percent from its record high last October.     In a new regulation stipulating cash dividend payment by listed companies, the CSRC said: "The listed firms, if applying for refinancing, must pay dividends in cash totaling no less than 30 percent of its distributed profits over the past three years."     The regulation went into effect on Thursday.     In the draft version released in August, companies were allowed to pay dividends either in cash or stock.     The listed firms were also ordered to reveal their cash dividend policies and previous cash dividend data to investors in their annual reports to improve transparency.     "The listed company should give reasons why it failed to pay a cash dividend if it is able to and where the money goes," according to the rule.     Cash dividends could offer stable investment returns and prompt large institutional investors to reduce speculation on the secondary market, the regulator said.     A couple of huge refinancing plans earlier this year triggered a market plunge on concerns over stake dilution and liquidity stress.     In a separate regulation on share buy-back, also effective on Thursday, the CSRC said it allowed a cash dividend payment when the controlling shareholders bought stocks on the secondary market.     Such action was banned in the draft version released in late September to solicit public opinion.     Share buy-back through bidding at stock exchanges also no longer needs regulatory approval.     The CSRC added it would continue to revise the rules on stock buy-back and also give consideration to repurchase through agreement or tender offer.

BEIJING, April 22 (Xinhua) -- The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.     The numbers were disclosed in a work agenda approved after a recent meeting of the chairman and vice chairpersons of the NPC Standing Committee, presided over by top legislator Wu Bangguo.     The NPC Standing Committee will review draft amendments to 11 laws this year, including the Law on Protection of the Disabled, the Law on Insurance, the Patent Law, the Law on State Compensation, and the Electoral Law.     The draft amendment to the Law on Protection of the Disabled, which includes added details about stable financial support, better medical care and rehabilitation for the disabled, and favorable jobs and tax policies, is likely to be passed within this year, according to the work agenda. However, a date is not yet available. The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.    In 2008, the NPC Standing Committee will also review seven draft laws regulating management of an environment-friendly economy, administrative enforcement, management of state-owned property, food safety, social insurance, protection of intangible cultural heritage, and arbitration of land dispute in rural areas of the country.     The first five draft laws, which had already been heard last year by the 10th NPC Standing Committee, are also likely to be passed in 2008.     Moreover, the 11th NPC Standing Committee will hear another seven reports submitted by the State Council, the Supreme People's Court and the Supreme People's Procuratorate.     The work reports will cover areas ranging from disaster relief and post-disaster reconstruction work, market prices, water pollution, to judicial justice.     In addition, the 11th NPC Standing Committee will also conduct respective inspections of the implementation of the Law on the Protection of Minors, the Law on Employment Contracts, the Law of Farmers' Specialized Cooperatives, the Law on Environmental Impact Assessment, and the Compulsory Education Law.     The focus of this year's NPC Standing Committee's work is to "improve the socialistic legal system with Chinese characteristics", the work agenda said.
