PALA MESA, Calif. (KGTV) -- A 5-year-old boy critically injured in Saturday’s deadly bus crash was airlifted to a Riverside County hospital Sunday, authorities said. The young boy was airlifted from Inland Valley Medical Center to the Riverside University Health System Medical Center in Moreno Valley to be treated for a head injury, California Highway Patrol Officer Mark Latulippe said. The boy was among 21 passengers on a charter bus traveling to Tijuana from El Monte. The crash happened on Interstate 15 south of State Route 76. Three women were killed in the crash that left 18 others hospitalized. Five of those injured were taken to Palomar Medical Center in Escondido, five to Inland Valley Medical Center in Wildomar and eight to Temecula Valley Hospital, Latulippe said. RELATED: At least three dead, 18 injured in bus rollover on Interstate 15Three passengers suffered major injuries, Latulippe said, and officials were determining the other injured patients' conditions Sunday morning. The crash happened around 10:30 a.m. Saturday when the charter bus owned by Executive Lines Inc. slid off the 15 during heavy rain. The bus then continued down an embankment before landing on its roof, ejecting several passengers. A vehicle inspection report dated November 5, 2019, shows that, as of that date, the windshield wipers were either inoperative or defective. The same report shows that the vehicle had no spare fuses “as required.” A second report of the bus line revealed that 48 percent of vehicles in that particular safety group have better on-road performance. The review also showed no “acute/critical violations discovered.”City News Service contributed to this report. 1698

Police are investigating after an underage girl was reportedly touched inappropriately at a Southwest Key facility in Phoenix. According to the Phoenix Police Department, 32-year-old Fernando Magaz Negrete, who works at the facility was seen by a juvenile witness touching a 14-year-old victim inappropriately on June 27.Court documents say a 16-year-old saw Negrete touching her roommate in their bedroom in June. The witness says she allegedly saw Negrete touching the girl's genitals and kissing her, court documents said. Additionally, Negrete was seen on surveillance video entering the girl's bedroom several times throughout the night.Negrete was contacted by police on Tuesday and made statements regarding his involvement. He was booked into jail on charges of molestation, sexual abuse, and aggravated assault. Arizona Representative Ruben Gallego?wrote a letter on Wednesday, asking for the Department of Health and Human Services' Inspector General to do an investigation of widespread reports of sexual abuse involving migrant children in federal custody. He also asked about their policies and whether they're following childcare regulations. The incidents include physical and sexual abuse suffered by a 6-year-old girl at a Southwest Key facility in Glendale, according to Gallego's office. Tucson police have also investigated multiple molestations at local Southwest Key locations. According to police reports obtained from ProPublica, police investigated molestation claims dating to 2014.Around the country, migrant children have reported abuse, neglect and assault at immigrant detention facilities. The Phoenix Southwest Key facility where Negrete worked is the same location First Lady Melania Trump visited in June.Southwest Key spokesperson Jeff Eller released the following statement on Wednesday: “When a child tells us of inappropriate behavior, we immediately call law enforcement and start an internal investigation as appropriate. That’s what happened in this case. Southwest Key always works with law enforcement to bring the full force of the law to bear when it is warranted.” 2211

PINE VALLEY, Calif. (KGTV) - A Pine Valley restaurant owner is defying San Diego County orders to move his restaurant outside, saying he will continue to ignore the purple tier rules to keep his business afloat. When it was announced that San Diego County would move into the more restrictive purple tier, Major’s Diner owner Larry McNamer told ABC 10News he had plans to stay open inside, even though all restaurants are required to move outside completely. He stayed true to his word, operating indoors, saying he still follows social distancing practices, but needs the inside space because his restaurant is only open for breakfast and lunch, and the winter months bring temperatures in the 30s for the mountain community.“They’re saying they wanted us back outside and we said no absolutely not, not going to do it,” said McNamer.RELATED: "We are over it." Pine Valley restaurant plans to defy county orderHe said after his plans to stay open inside were shared with the community, people made a point to order from him the first weekend in support.“We had people coming in from the North County saying they were coming in just to support us for staying open. It was really nice to see that there was a lot of people that care about the businesses and want us to stay open and are willing to fight alongside us for this thing,” McNamer said.He added that in the first two days of openly defying the tier, the only interaction he’s had with the County or officials has been one call from his health inspector.“He was just wondering what our intentions really were. His boss had asked him to call me and ask where we’re standing on this,” said McNamer.McNamer said he has no plans to close his indoor operations, even if he receives warnings. He said if the County decides to fine him, they won’t be receiving any money from him.“Great, bring it on. I can barely pay my bills now, where do you think that money is going to come from. You won’t get it,” he said.He is not alone. Other business owners in San Diego have similar frustrations. A reopen rally is set for Monday afternoon at the County Administration Building. A flyer for the event says the plan is to meet at Time Out Sports Tavern at 2:30 then walk to the Administration Building, with a rally there planned for 3:30 p.m.RELATED: San Diego County politicians vie to reopen businesses in purple tier 2372
