Top North Korean officials warned the United States in a letter that denuclearization talks are "again at stake and may fall apart," sources familiar with the process told CNN.The letter was delivered to US Secretary of State Mike Pompeo, who abruptly canceled his fourth trip to Pyongyang, hours before he was scheduled to depart with his new special envoy Stephen Biegun on Friday, sources said.Three sources with direct knowledge of the North Korean position on denuclearization said the letter stated that Kim's regime felt that the process couldn't move forward because "the US is still not ready to meet (North Korean) expectations in terms of taking a step forward to sign a peace treaty."The US has so far been unwilling to replace the armistice agreement that ended the Korean War with a permanent, legally binding peace treaty, which would require the approval of two-thirds of the US Senate.If a compromise cannot be reached and nascent talks crumble, Pyongyang could resume "nuclear and missile activities," the sources said.The existence of the letter, sent to Pompeo by Kim Yong Chol, the former head of North Korea's spy agency, was first reported by the Washington Post.The Post, which characterized the letter as a "secret" communication, said it wasn't clear how Kim had gotten the letter to Pompeo, but suggested that it may have been sent through its UN mission.However, Pompeo has been relying on other backchannels, as opposed to dealing directly with his diplomatic counterpart North Korean Foreign Minister Ri Yong Ho, one source said."Before and after Pompeo became the Secretary of State, he seemed to be more interested in maintaining and engaging with Kim Yong Chol through a backdoor channel, rather than with his formal counterpart Ri Yong Ho," said the source. 1809

TOWSON, Maryland — A Maryland pharmacist pleaded guilty to trading pain medication for sexual acts.Richard Daniel Hiller, of Owings Mills, Maryland appeared in court Friday when his plea was announced by United States Attorney for the District of Maryland Robert K. Hur; Chief Terrence B. Sheridan of the Baltimore County Police Department and other law enforcement officials. “Abuse of oxycodone and other pharmaceutical drugs is one of our most significant drug enforcement challenges," said U.S. Attorney Robert K. Hur. "Those who divert pharmaceutical drugs for illegal purposes further the tragic cycle of addiction and the epidemic of opioid overdose deaths.” According to Hiller's plea agreement, he worked as a licensed pharmacist in Towson, Maryland from 2014 to 2017.Hiller admitted to filling fake prescriptions for multiple women if given sexual favors. He would tell the women to come to the pharmacy before opening and have sex with the women before giving the painkillers.Officials say, when trying to cover the false prescriptions he would list fake names. The women were addicted to oxycodone and would resell many of the pills to maintain their addiction. Over the years, Hiller distributed approximately 20,500 15 milligram oxycodone pills.He faces a maximum sentence of 20 years in prison for the conspiracy and distribution. Three Denver police officers have been suspended after three separate incidents this year of arrestees being forgotten in temporary holding cells overnight. Policy requires desk officers to check on people detained in holding cells every 30 minutes and to notify a supervisor if someone has been held there for more than an hour. The holding cells are supposed to be temporary stops for arrestees before they can be transported to the city jail. Yet one woman, in custody for an unpaid traffic ticket, sat in a sparse police department holding cell for nearly 13 hours. Handcuffed to a bench, Victoria Ugalde could not reach the toilet for much of the time and had no option but to urinate on the floor. "They forgot about me," Ugalde said. "I was looking in the camera, I was [saying] 'Can anybody help me?' And then, nobody."The desk officer who was supposed to check on Ugalde admitted he failed to notice she was there because he was wrapped up in reading a book, titled "Emotional Intelligence 2.0."He served a three-day suspension and is back on the job.The seemingly strange scenario played out twice more this year, and the police department is weighing policy changes to prevent it from happening again. "It should not have occurred," said Jess Vigil, deputy director of the Denver Department of Safety.
