SPRING VALLEY (KGTV) - San Diego County Sheriff's Department deputies are investigating a Spring Valley stabbing that left one man dead and a woman injured.Deputies responded to calls about a stabbing just before midnight Friday at an apartment complex at 3560 James Circle, said Lt. Thomas Seiver of the San Diego County Sheriff's Department.First responders rushed a man to a local hospital, where he was pronounced dead shortly after his arrival, Seiver said. Sheriffs in at least eight counties in Texas have said that they will not fine or cite those who violate Gov. Greg Abbott's executive order that requires Texans to wear masks in public.According to The Washington Post, sheriffs in Denton, Nacogdoches, Smith, Upshur, Kerr, Gillespie, Panola and Montgomery Counties have already said they cannot — or will not — enforce the order. CBS News also included Houston County in a list of countries not requiring masks.Abbott — who previously blocked cities and countries from instituting orders requiring masks — signed the executive order last week. It says those who repeatedly violate the order could face a citation and a fine of up to 0, but adds that violators cannot be detained or jailed.The Post reports that the sheriffs object to enforcing the order for a number of reasons. Some said that they could not enforce the order because stopping a person on the street constituted "detaining" them. Other sheriffs said the citing violators was discriminatory because the order includes exemptions for those attending religious services. Still others say they lack the resources to track repeat offenders properly.In a lengthy Facebook post, Denton County Sheriff Tracy Murphee took issue with the order because it was not passed by the Texas legislature."The order is not a law, there is no requirement that any police officer enforce it, and it's unenforceable," Murphee said. "We can't spend our time running from place to place for calls about mask we can really do nothing about. Like I said I will comply because I want to comply. I won't and I don't believe I can take any enforcement action on this order."After Murphee announced his opposition to enforcing the order, a Denton County resident launched a Change.org petition calling for his removal. The petition has received nearly 5,000 signatures.Abbott's order says his order does not apply in counties with less than 20 confirmed COVID-19 cases. Senate Majority Leader Mitch McConnell said he spoke with President Donald Trump from Vietnam about the Roy Moore situation, and will have "further discussions" with him when the President returns.McConnell said he believes the women who say that Moore pursued relationships with them when they were teenagers and while he was in his 30s. One woman said she was 14 years old when Moore initiated sexual contact with her. On Monday, a separate Alabama women alleged Moore sexually assaulted her when she was a teenager, and described her experience at a news conference, represented by attorney Gloria Allred."There's no question that there's a deep concern here," McConnell said Tuesday afternoon. "Roy Moore should step aside, the women who've come forward are entirely credible."Republicans across Congress have urged the GOP Alabama Senate nominee to abandon his bid, but he has shown no signs that he plans to drop out of the race. Severe weather brought heavy rain, hail and flash flooding to some parts of Maryland.  In Frederick, flood water was so high Tuesday night it covered the tires on cars. Some residents say Market Street was so flooded it looked like a river. Police sent alerts asking residents not to drive on the roads. Emergency crews rescued six people from three vehicles trapped in floodwater.  Click below to see storm pictures from across the state:Businesses in Frederick were also impacted by the storm. The basement of the YMCA on N. Market Street was completely flooded. The first floor had about four to five inches of water. Emergency crews pumped water from inside of the building to help drain it. The YMCA will be closed Wednesday.  So far, no injuries have been reported.   941
