SAN DIEGO (CNS) - San Diego City Council members Monica Montgomery and Georgette Gomez called on state officials Monday to open an independent investigation into the in-custody death of 24-year-old Aleah Jenkins. Montgomery and Gomez requested the inquiry in a joint statement in response to a news conference last Friday from District Attorney Summer Stephan in which she released body-camera video of Jenkins' time in police custody and said that Jenkins' death was caused by a lack of judgment rather than criminal negligence. The two officials called on the state's Department of Justice and Attorney General Xavier Becerra to open an investigation into the circumstances of Jenkins' death. Montgomery and Gomez also urged the San Diego Police Department to reform its policies regarding the treatment of people in custody. Jenkins passed out while waiting at the SDPD's downtown headquarters and paramedics subsequently rushed her to the hospital. Stephan announced Friday that medical examiners found upward of 17 times the lethal dose of methamphetamine in Jenkins' blood system. Her official cause of death, according to the District Attorney's Office, was hypoxic-ischemic encephalopathy, a lack of blood and oxygen flow to the brain. SAN DIEGO (CNS) - The name of the 46-year-old Ramona resident killed in a predawn shooting in his hometown was released by authorities today.A resident of the 600 block of Pine Street in the rural community southeast of Escondido heard a gunshot and found Mario Velazquez Cardoso mortally wounded in front of a neighboring home about 5:45 a.m. Thursday, according to sheriff's officials.Paramedics took Cardoso to a hospital, where he was pronounced dead.An arrest has not been made in the killing, sheriff's Lt. SAN DIEGO (CNS) - The San Diego Downtown Rotary Breakfast Club will donate ,000 Wednesday to Honor Flight San Diego, an organization that flies World War II and Korean War veterans to Washington, D.C., to visit the memorials dedicated to the conflicts in which they fought.The donation will be used to cover air fare for the organization's next excursion, scheduled for May 2020. SAN DIEGO (CNS) - The San Diego region's unemployment rate declined to 9% in September, a half-percent drop from the previous month, according to figures released Friday by the state Employment Development Department.According to the EDD, total non-farm employment in San Diego County increased by 11,700 jobs month-over-month -- from 1,372,900 to 1,384,600 -- while farm employment remained unchanged at 9,600.The unemployment rate at this time last year was 2.9%. The region lost 117,700 non-farm jobs and 500 agricultural jobs over the year.According to the San Diego Workforce Partnership, the unemployment numbers are skewed by a large number of San Diegans who have dropped out of the workforce altogether.Whether taking care of aging parents, helping children with school as distance learning continues or concerns over contracting the virus at work, as many as 30,000 people have dropped out of the workforce since February. Unemployment rates typically only count people who are actively looking for work, so these people may not be factored into economic recovery data."While there are lots of production jobs available, San Diegans are still hesitant to go back to work," said Mel Katz, executive officer of Manpower West.
