SAN DIEGO (KGTV) -- A patient who tested positive for novel coronavirus in San Diego County has fully recovered, UC San Diego said Wednesday. The hospital says it was informed of the recovery by the Centers for Disease Control and Prevention. The individual is no longer infectious and was discharged Wednesday. The person is also no longer under federal quarantine or isolation orders. The news comes as the San Diego Board of Supervisors unanimously voted to extend a local public health emergency in response to the virus. "Today's vote reaffirmed the County of San Diego's decisive action on Friday to declare a local emergency and local health emergency was the right one," Supervisor Nathan Fletcher said in a statement. The declarations give county leaders the ability to seek possible reimbursement for their response to coronavirus. 1261

SAN DIEGO (KGTV) -- A major crash on state Route 94 in San Diego’s Webster area sent several people to the hospital and caused traffic backups early Monday morning.According to California Highway Patrol, at around 12: 10 a.m., a black sedan traveling on southbound Euclid Avenue somehow veered off the roadway, went down an embankment and onto westbound SR-94.The crash caused a chain reaction of vehicles slamming into the back of the black sedan while the driver was trapped inside. To prevent the pile-up from getting worse, witnesses sprang into action using a light to wave down the traffic. When fire crews arrived, they had to use the jaws of life to remove the driver from her car. She was taken to a hospital with major injuries.Several other drivers were also transported to a hospital with minor injuries.CHP is investigating what caused the black car to lose control and crash. 895

SAN DIEGO (KGTV) - A growing mountain of rideshare bikes at a San Diego metal recycling plant is raising eyebrows.Hundreds of Ofo bikes have been stacking up over the last few days at Ekco Metals in Logan Heights.Ofo says they are simply recycling their own bikes and bike parts that are beyond repair. The bikes were sold as scrap metal at each, according to staff.Ofo says this is a part of a bikes life cycle and they have been doing this in other markets. RELATED: San Diegans report cut brake cables on dockless bikesOfo appears to be winding down its operations in North America. The Chinese bike-sharing startup recently announced it’s shuttering operations in Dallas, Seattle and Washington, D.C.Ofo officials told 10News last month it is committed to staying in San Diego after it accidentally sent out an alert saying they were leaving town.San Diego police said they are not assisting in scrapping the bikes and they are working with rideshares to ensure safety.RELATED: Ofo joins San Diego's growing field of dockless bike options 1062

SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot. The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference. If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. San Francisco and Oakland are using this system, we are taking their model and improving on it." 1514
