SAN DIEGO (CNS) - The San Diego Association of Governments released a report Wednesday showing that bicycle ridership in the county is up more than 40% from 2019, since the statewide stay-at-home order due to COVID-19.Since the start of the order, SANDAG has tracked data to understand how the COVID-19 pandemic has impacted travel in the San Diego region.The data show that with more people staying closer to home, the choice to use alternative transportation for shorter trips, including outdoor opportunities for recreational and fitness activities, continues to increase.The report, titled "Bike Riding in the San Diego Region Since COVID- 19," examines bike volumes on eight corridors around San Diego County between mid-March and mid-August 2020, compared to the same period in 2019. The report also shares biking insights from residents and their plans to continue riding.From April 18 to May 17 -- "Month 2" in SANDAG's data set -- bicycle traffic was up a whopping 66% from 2019, with Month 3 just behind at 62%. As the weather began to heat up and more people headed back to work in their vehicles, the numbers dropped considerably in months 4 and 5, with bicycle traffic volume up 28% and 22% from the previous year.Since 2012, SANDAG has monitored bike travel through counters on the regional bikeway network that measure change in bike volumes over time with continuous counts collected and transmitted every 15 minutes.Since the start of the stay-at-home order, daily volumes increased an average of 42% across the network during the five months in 2020, compared to the same time in 2019.Additionally, biking volumes were up the most on weekends over the five-month period at 53%, compared to weekdays at 35%. Individual corridor increases ranged from 12% on the Landis Street corridor to 62% on the Inland Rail Trail and Mission Road corridor. A total of 84% of residents surveyed who said they were biking more since the pandemic began said they expect to continue biking even when restrictions are lifted.In light of the current public health crisis and in recognition of National Bike Month in May, SANDAG created a new pilot program to support local jurisdictions by giving them the opportunity to designate temporary roadway modifications that create safe spaces for people to bike, walk, run, scoot, use a wheelchair and move during the pandemic.SANDAG awarded 11 jurisdictions funds to help implement temporary Shared Streets pilot projects. SAN DIEGO (CNS) - The onetime head of a South Bay parent-teacher association was sentenced today to three years probation for embezzling around ,000 from the organization.Kaitlyn Faith Birchman, the former president of the Imperial Beach Charter School PTA, pleaded guilty in February to a felony forgery count. Had she gone to trial and been convicted of forgery and grand theft, she would have faced a potential three-year, eight-month prison sentence, according to the prosecution.Per the terms of her probation, Birchman will have to complete 15 public work service days and make ,000 in restitution to the PTA. If she pays the ,000, her forgery conviction will be reduced to a misdemeanor, according to prosecutors.Birchman, 30, was taken into custody in early January at her Temecula home on an arrest warrant issued in November. She cooperated with investigators, according to Sgt. Karl Miller, who said the thefts occurred over a roughly year-long period. SAN DIEGO (CNS) - The Metropolitan Transit System is increasing bus and trolley services as the economy continues to reopen.MTS will increase weekday midday service on the UC San Diego Blue Line beginning Monday, June 15, followed by service increases on dozens of bus routes in late June."As we continue the regional reopening of our economy, we know more people will need the services that MTS provides. We want people to know that San Diego's transit system will continue to be a safe and reliable option as possible," said MTS Board Chair Nathan Fletcher. "We've strengthened our already-enhanced sanitizing protocols on vehicles and at stations and implemented policies to better protect our passengers and employees. We are now increasing service to help reliability and allow for greater physical distancing of passengers."Beginning Monday, the UC San Diego Blue Line trolley -- which connects the San Ysidro international border to downtown San Diego -- will increase its service frequency to every 7 1/2 minutes from 4:30 a.m. until 7 p.m., and keep 15-minute frequencies until 9 p.m., followed by every 30 minutes until the end of the service day.Weekday ridership on the Blue Line plummeted 69% between February 24 and April 20, from 63,715 daily riders to just 19,787. Since April 20, average weekday ridership has increased 28%, topping out at 25,367 the week of June 1. More frequency will give more opportunity for passengers to practice social distancing on board and on platforms when possible. Service on the Orange Line and Sycuan Green Line will remain unchanged.While trolley service will first be increasing to closely mirror pre- COVID-19 levels, MTS is also making preparations to increase bus service in the coming weeks. Schedules and routes are being finalized. The goal is to provide service increases that meet market demands. MTS reduced weekday service levels approximately 25% on April 13 to address record-low ridership while still providing critical service for essential workers and trips.In addition to service increases, MTS says it also continues to improve its already-strict safety and sanitizing protocols. The latest development on that front is retrofitting buses with germ barriers to better protect bus operators. Barriers will also allow the agency to return to front- door boarding, which gives passengers more room in which to spread out. MTS has only allowed rear-door boarding since April 1 to protect the health of bus operators.MTS continues to operate about 95 bus routes and three trolley lines. SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to expand city-imposed curfews on five local parks in North Park, City Heights and near Balboa Park. The vote will establish a midnight-to-6 a.m. curfew at Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park and a 9 p.m. to 5 a.m. curfew at City Heights Square Mini Park. The council added curfews to the five parks after residents expressed concerns about people breaking the law after-hours on park grounds. The city does not currently have a blanket park curfew, which would make it illegal to be in a park after a certain time, but many of the city's parks generally close at or some time after sunset. Multiple City Council members expressed concern that the curfews could unfairly target homeless residents. North Park, City Heights and areas adjacent to Balboa Park currently have a significant portion of the city's homeless population. "This is about trying to address legitimate public safety concerns," said City Councilman Chris Ward, who represents the district encompassing all five parks. "A huge focus of mine is to make sure that this is not inappropriately used to criminalize homelessness." SAN DIEGO (CNS) - The San Diego County Health and Human Services Agency announced Tuesday that it will make its inclement weather shelter program available to homeless residents in the county's unincorporated areas. The agency's Housing and Community Development Services division activates the shelter when rain is expected for at least two days, reaches two inches in a 24-hour period or when a storm includes a threat of flash flooding. County officials monitor seven unincorporated zones to determine when to activate the shelter program. Homeless residents can contact 211 San Diego between noon and 7 p.m. to be connected to a shelter provider. In some cases, residents are eligible to receive assistance with transportation to an inclement weather shelter.
