SAN DIEGO (KGTV) - Overall crime rates in San Diego are at historically low levels. But it's a mixed bag when you break down new statistics today from SANDAG.The good news is that property crime is down so far in 2017.Car thefts are down by 13-percent while burglary and larceny are each down by 9-percents for violent crime, it really depends on where you live.SANDAG breaks down the numbers into 17 jurisdictions. Violent crime is up this year in 12 of them.Those communities with a rise in crime were Carlsbad, Chula Vista, Oceanside, Encinitas, Lemon Grove, San Marcos, Santee, Vista, Fallbrook, Lakeside, Spring Valley, and Valley Center.Homicides are down 14-percent and rape is down by three. But robberies are up 3-percent and aggravated assault has increased 1-percent. 791

SAN DIEGO (KGTV) — New details are emerging about the death of a man in San Diego Sheriff’s deputies’ custody. A recently released Medical Examiner’s report says an arrestee’s death last year was a "homicide." The District Attorney's office said last year that none of the deputies involved in the in custody death will face any criminal charges. Oscar Leal died last February 28 after deputies responded to his apartment in Vista and detained him. The Medical Examiner’s homicide classification is not a legal term, but a medical assessment. The DA's office wrote in part of a nine-page summary and statement in December last year: "... His level of methamphetamine intoxication combined with his active resistance combativeness in the duration of the struggle, all contributed to his death ... The deputies involved in his detention acted reasonably under the circumstances in bear no state criminal liability for their actions."The Sheriff Bill Gore wrote in a statement:"I am aware of the Medical Examiner's conclusion regarding the manner of death of Mr. Leal. I respectfully disagree with the classification of the manner of death in this case as a homicide.The pathologist wrote that his death was due to acute methamphetamine toxicity in the setting of agitation, physical altercation, and prone restraint. It was purely due to Mr. Leal's agitation that he was restrained. Peace officers have a duty to restrain those who are agitated and under arrest, as Mr. Leal was. Were it not for Mr. Leal's abuse of methamphetamine he would be alive today. The deputies and nurses on scene rendered immediate aid to Mr. Leal.Mr. Leal brought upon his own death with his choice to use methamphetamine. His manner of death is more accurately classified as an accident."It has not been made clear yet why the medical examiners report took 13 months to be released. 2135

But trying to improve the home you live in can become a budget-busting nightmare.According to a new survey from the Freedom Debt Relief, 69 percent of homeowners plan to renovate within the next five years. But 60 percent of people surveyed say they can't afford needed upgrades.That's why 73 percent of the respondents plan to finance their renovation plans."People want to stay in their homes," says Michael Micheletti, the Communications Director for Freedom Debt Relief. "Once it becomes your house, it becomes your home. So, perhaps people are willing to take on more debt to stay in those communities and those school districts they've become accustomed to."Micheletti says most of the people who plan to renovation will spend either more than ,000 or between ,000 and ,000. With that much money at stake, it's important to know what projects are worth the cost."There's give and take" says Gregg Cantor, the CEO of construction company Murray Lampert. "You have to prioritize what's most important."According to the survey, the most popular upgrades are also the most expensive. New flooring topped the list at 59 percent, bathroom renovations were 53 percent, and new kitchens were 51 percent. After that, Landscaping (43%), Windows (31%), Fencing (28%), Roofing (27%) and Decks (26%) were the most popular.But Cantor says smaller, aesthetic-based upgrades can make your home more appealing to buyers. SAN DIEGO (KGTV) — More people left California than those who moved in last year, according to recent Census data.The data shows that about 691,000 people left California for other pastures around the U.S., while only about 501,000 people moved into the Golden State in 2018.So where did everyone go? Year-over-year, Texas added more jobs than any other state. The state added 283,000 jobs and unemployment fell to 3.7 percent in April, according to The Dallas Morning News. California, with 10 million more people than Texas, added 271,600 jobs year-over-year.With Arizona, a recent campaign to court Californians may have attracted new residents. The Greater Phoenix Economic Council's "#CAStruggles" campaign has tried attracting Californians to the desert with the promise of a lower housing cost, taxes, and other financial benefits. A recent UC Berkeley poll found that at least half of California's voters have given either serious (24%) or some (28%) thought to moving.
