"There were so many companies. We fought long and hard over who were the final 10. But they've all got some momentum going to market, all chasing big opportunities."One company, DoWhop, is an online marketplace to buy and sell experiences around San Diego. It's founder, Rae Lietzau, says winning this competition would mean expanding her workforce and bandwidth on the site."At this stage, every dollar counts," says Lietzau. "Right now it means allowing more people to get paid to do what they love to do."In addition to SD Venture Group, the event is put on by Tech Coast Angels and the John G. Howard Foundation. All three groups work to improve business in the region. Krenn says this year's competition shows how San Diego has become a hub for start-ups."We're really on the upswing," says Krenn. SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. (KGTV) - A new California law could let convicted killers out of prison, and San Diego County's district attorney said her office will fight it on a case-by-case basis.Senate Bill 1437 passed the state Legislature last year and went into effect on January 1. It narrows the definition of murder so that only people who are involved in a killing can be charged with that crime.Before the law, accomplices in a killing could also have been charged with murder."It may let murderers go free, because of how far it goes," said San Diego County District Attorney Summer Stephan.Stephan said her office will challenge some re-sentencing hearings based on the new law, although she said they don't know how many there will be.One possible case involves Kurese Bell, who He as convicted of murder in 2016 for his role in the robbery of a North Park marijuana dispensary.During the robbery, Bell and another man, Marlon Thomas, got into a shootout with a security guard at the dispensary. The guard shot and killed Thomas.The DA's office argued that Bell should face murder charges because his actions in the robbery led to the shootout and, ultimately, Thomas' death.Bell is currently serving a 65-year-to-life sentence.Stephan said criminals need to be held accountable for the crimes they commit and cause."It's really important that each offender is held culpable at the right level," she said. "That's what justice is about."Supporters of the new law say it is a vital part of California's efforts at criminal justice reform. They say the old law unfairly targeted young minorities.On its website, the group Restore California says the new law makes sentencing in California more "equitable." SAN DIEGO (KGTV) -San Diego is expecting the most powerful Santa Ana winds of the season this week. The winds are expected to pick up late Tuesday into Thursday. Cal Fire is urging residents not to let their guard down, but cautions, this is not the time to start clearing defensible space. "This week we really want people to tap the brakes on going out and clearing their property, we don't want them to start the next fire trying to do the right thing, the wrong way, at the wrong time, so please don't clear your property this week, focus on having an evacuation plan so you can get your family members, pets and livestock out when the need arises," said Captain Thomas Shoots, Public Information Officer for Cal Fire San Diego.RELATED: Check 10News Pinpoint Weather ConditionsFirefighters from San Diego, Chula Vista, Coronado, Imperial Beach, and Cal Fire are helping to fight the fires in Sonoma County and the Getty Fire in Los Angeles. Still, Shoots said there is no strain on local resources. "We know that a lot of times, this time of year, we'll have multiple major events happen at the same time, so we can send out plenty of resources and still be staffed up in San Diego so we are watching that very closely and we want to make sure that if anything takes off here we have plenty of resources to draw from," said Captain Shoots. Crews are able to monitor all the fire activity across the state from the command center at the Cal Fire Headquarters in Rancho San Diego. "Regionally, we're looking pretty good, we're fortunate that both fires that we had on Friday we were able to jump on it, put a ton of resources on it, and we were able to stop those before they became major incidents," said Captain Shoots. According to Shoots, this has been a mild fire season compared to last year. "We continue to see fires this year, but most people haven't heard about a lot of the fires that we've had because we've been able to keep them small. With Cal Fire, our goal is to keep 95% of the fires at 10 acres or less, and we've been fortunate with that this year because the conditions have been milder," said Shoots. Right now, Cal Fire crews are working seven-day shifts, instead of the standard three."We've been pretty lucky with the fire activity around the state has been pretty light. Most other years, we've been hit pretty hard, and we start to get worn down this time of year, but 2019 has been relatively good to us.
