Royal Caribbean might be looking for volunteers for its simulated cruises and test out its COVID-19 protocols before they can resume and get back on the water full-time."We are currently reviewing the requirements proposed by the CDC, and with the help of the Healthy Sail Panel, we will determine who is eligible for our simulated cruises," Royal Caribbean told E.W. Scripps in an email. "We are very eager to welcome our guests back on board, but we have a lot to do between now and then, and we're committed to taking the time to do things right."The U.S. Centers for Disease Control and Prevention released new guidelines requiring ships to "test cruise ship operators' ability to mitigate COVID-19 risk" with "simulated cruises."One of the main requirements is that operators must inform volunteers in writing that they are "participating in a simulation of unproven and untested health and safety protocols for purposes of simulating a cruise ship voyage and that sailing during a pandemic is an inherently risky activity."The voyages' procedures will include terminal check-in, onboard activities, including dining and entertainment, private island shore excursions if planned, and social distancing. Evacuation producers must also be tested, isolating anyone who tested positive for COVID and quarantining others on board.According to the CDC rules, volunteers 18 and older must have written certification by a healthcare provider, that they don't have any pre-existing medical conditions that could place them at high-risk for COVID-19. 1553

ROCHESTER, N.Y. -- The Chief of the Rochester Police Department has announced he is retiring after consecutive nights of protests and amid an investigation into the death of Daniel Prude, who died after being restrained by police in March."As a man of integrity, I will not sit idly by while outside entities attempt to destroy my character," Chief La'Ron D. Singletary wrote in a statement obtained by WXXI and WHAM. "The mischaracterization and the politicization of the actions that I took after being informed of Mr. Prude's death is not based on facts, and is not what I stand for."Deputy Chief Joseph Morabito also announced his retirement and said serving with the department was his "extreme honor."The city's mayor, Lovely Warren, said in a city council briefing that there could possibly be other senior commanders retiring from the department, The Associated Press reports.Rochester has been in the national spotlight after police body camera video was released last week, which shows police putting a spit mask over Daniel Prude's face, and holding him down in an effort to subdue him. Prude died of asphyxiation.Since the video's release, seven police officers have been suspended and the New York Attorney General's Office has begun an investigation into Prude's death. On Saturday, Attorney General Letitia James announced she will empanel a grand jury as part of her probe. Many citizens have been calling for the resignation of both Singletary and Rochester's Mayor, Lovely Warren, within 24 hours following the video of Prude's death becoming public.Warren has said that she was originally told Prude died from an apparent overdose, and that it wasn't until August 4 that she saw the footage of Prude being detained.Warren has since publicly pledged overhauls of police practices. For several consecutive nights, protests have erupted through Rochester. Last Friday, upwards of 2,000 people marched through the streets. As police tried to disperse the crowds, some protesters threw rocks, bottles, and even "commercial grade fireworks," according to WHAM.This story was originally published by staff at WKBW. 2132

SACRAMENTO, Calif. (AP) — California's Democratic legislative leaders have reached an agreement on the state budget. The plan would cover the state's estimated .3 billion shortfall while avoiding most of Gov. Gavin Newsom's proposed budget cuts to public education and health care services. The agreement is similar to a plan the state Senate released last week. That plan avoids the most painful cuts by delaying billions of dollars in spending into future years. The agreement reached Wednesday includes more money for homeless services and universities. Senate President Pro Tem Toni Atkins says the plan ensures full funding for public schools. 659

RICHMOND, Va. — Crews have arrived to remove a statue of Confederate General J.E.B. Stuart from Richmond's Monument Avenue — an area of the city that contains several Confederate statues that Mayor Levar Stoney has promised to remove. The J.E.B. Stuart monument is one of about a dozen statues Stoney has ordered be removed from city property.Statues of Confederate General Stonewall Jackson and Confederate Naval Commander Matthew Fontaine Maury were removed from Monument Avenue last week and taken to an undisclosed location. A statue of Confederate President Jefferson Davis was toppled by protesters last month.A statue to Confederate General Robert E. Lee is located on state-owned property and could be removed once legal challenges to its removal make their way through court. The Stuart statue, erected in 1907, is the first monument Stoney promised would be removed following the holiday weekend. The mayor said it would cost .8 million to remove the statues. He said the money would come from the Department of Public Works and be reimbursed by a private fund. While city attorney Haskell Brown told Richmond City Council that Stoney did not have the power to remove statues, Stoney said he believed he is on sound legal ground to remove the statues using his emergency powers as the Emergency Management Director."That's in our Emergency Operations Plan. That is also the part of the governor's declaration of emergency that I'm the emergency manager," Stoney said. "And also, the City Council spoke to this in June 8, when they passed a resolution ordinance that gave me such powers."Stoney said over the course of the last several weeks, thousands have gathered in the city, and there have been more than 139 calls of service along the Monument Avenue corridor. The mayor said failing to remove the statues presented a severe, immediate and growing threat to public safety.Stoney said the removed statues would be placed in temporary storage while Richmond enters a 60-day administrative process during which the city will solicit public input while determining the fate of the statues. This story was originally published by Gabrielle Harmon and Scott Wise on WTVR in Richmond, Virginia. 2206

ROCHESTER, N.Y. (AP) — People putting their “I Voted” stickers on women’s suffrage leader Susan B. Anthony’s headstone will see something new this year: a plastic cover. Her headstone, in a cemetery in Rochester, New York, now has a shield to prevent further degradation to the marble from the stickers’ glue and the cleaners used to remove the stickers. The sticker trend became popular on Election Day 2016, when as many as 12,000 people visited the cemetery where Anthony is buried.A spring restoration effort had revealed the damage done to the marble marker. This year, WHAM reports that city officials have also marked off a pathway for visitor to follow so they don’t disrupt other gravesites. It’s one way and visitors are asked to maintain 6 feet of social distancing. 782
