San Diego (KGTV)- Another section of the bluff has collapsed in Encinitas. This comes almost exactly one year after the deadly collapse that killed three women on the beach.Large mounds of rock sit at the foot of the cliffs on Stonesteps Beach, in Encinitas, after the bluffs gave way early Sunday morning. Lifeguard Captain Larry Giles tells ABC 10News the collapse stretches 40 feet along the beach.The block failure sits just over a mile and a half from Grandview Beach in Encinitas. Julie Davis, her daughter Annie Clave and sister Elizabeth Charles were tragically killed at the site a year ago after the bluffs came crashing down.10News spoke with Davis' husband, Dr. Pat Davis, last week on the anniversary of the collapse. He says more needs to be done to keep Encinitas beach-goers safe."There's very few new signs warning people about these cliffs," says Davis. "There's very little coordination by the lifeguard service to warn people about how dangerous these cliffs are."Lifeguard Captain Larry Giles says no one was hurt in this weekend's collapse. The block failure was caused by natural erosion.Giles says there is a small area on the cliff that is still causing some concern. Lifeguards and the City of Encinitas are monitoring the area.Dr. Pat Davis says that as his family mourns the loss of their loved ones, he can't help but think about beach-goers."I think we're looking at a situation where what happened to my family could easily happen again."Davis has been working with local and state leaders to stabilize the bluffs. He hopes a new bill will help. It offers solutions like sand replenishment. That bill is currently moving through the state Senate. 1685

SAN DIEGO (KGTV)- A mother from Sacramento is back in San Diego to search for her missing son, a San Diego State graduate who was living in Pacific Beach.Wesley Billingsly was last heard from on June 12, 2018. He was supposed to meet friends for dinner in Pacific Beach, but never showed up.Since then, there has been no sign of him.He is 5’8”, 130 pounds with hazel eyes and brown hair. He has several tattoos.Christel Billingsly, Wesley’s mother, has spent her days posting fliers, reaching out to people on social media, and keeping up with the San Diego Police missing person’s investigation into her son’s disappearance.“He was here actively driving these streets, going to that Vons to get gas,” she said while standing in a Vons parking lot on Garnet Avenue. “And then he just disappears?”She is offering a ,000 reward to anyone who helps bring her son home.“I know somebody that's reading these posters knows where my son is,” she said. “They need to speak up and tell me where he is because this is enough, it's enough.”Back in August, Christel Billingsley flew to San Diego from Sacramento and spent her son's 25th birthday searching for him.Police located his vehicle in the South Bay but that has been the only trace of him. After that Christel Billingsly made her way to Mexico to search for him.“I went and met with the police in Mexico, I had a translator with me,” she said. “I went and filed a missing report,” she also checked morgues and jails.She said her son had earned a degree in business administration and marketing from SDSU. He moved back home to Sacramento briefly to work and save enough money to return to San Diego.Once he returned, he was staying with different friends at homes in Pacific Beach as he looked for jobs.Christel pays her son’s cellphone bill and said the phone stopped showing any activity once he disappeared. SAN DIEGO (KGTV) - The Padres utilized the team's newly-expanded protective netting for the first time Friday afternoon while hosting a high school baseball game between La Costa Canyon and Vista.The net now extends beyond both dugouts, stretching from section 115 down the left field line to section 116 down the right field line.  Most of the net stretches 24 feet high, before tapering.  Netting will also be added above the dugouts and the wall along the warning track.In a statement revealing the details of the changes, Padres Executive Chairman Ron Fowler and General Partner Peter Seidler said, "We feel the new design drastically improves the safety of our patrons, while the state-of-the-art materials will have a minimal effect on the fan experience as it pertains to the view of the field and sightlines of our ballpark."10News spoke with several fans at Petco Park Friday. While all said they understood and appreciated the safety concerns, not all of them like the change. "I would probably lean toward keeping it the way it was," said Mark Stephens, a Padres ticket plan holder. "Stephens expressed concern that the netting could be an obstruction to the view from some seating locations. He also worries that the netting will reduce the opportunities for fans in those sections to catch foul balls, which is a reason many people choose to sit in the areas behind and just past the dugouts. Stephens believes fans should be paying more attention to the action on the field, so they can see a ball coming their way. "My personal feeling is that people could avoid 85% of the problem if they just watch the game."Another fan, Brian Beaumont, agrees, saying too many people at games are distracted. "The netting might be a sign of the phone age. The smart phone and the not-so-smart fan."The Padres are one of several teams who have extending their netting this off-season.  It follows an incident last September at Yankee Stadium when a foul ball hit a one-year-old girl in the head. She suffered several broken bones and could have permanent damage from the impact.In a similar incident last season, a man in Chicago, Peter Loos, was hit squarely in the eye by a foul ball while watching a game at Wrigley Field. Despite several surgeries, doctors say he will likely never regain vision in that eye. Loos is now suing Major League Baseball, arguing not enough is done to protect fans. 2426

  

SAN DIEGO (KGTV) -- Wednesday afternoon, San Diego tribal leaders announced the closures of county casinos amid the coronavirus outbreak. Tribal government leaders of the Barona Band of Mission Indians, Campo Kemeyaay Nation, Jamul Indian Village, Sycuan Band of the Kumeyaay Nation, and Viejas Band of Kumeyaay Indians all announced that they were closing casinos amid COVID-19. "The Tribes are united in this decision to close for the health and well-being of the community, their guests and approximately 9,000 employees. Despite this closure, it is their hope that they can continue to provide emergency services for their respective communities," officials said. They are following the COVID-19 outbreak as it progresses and will take further necessary precautions as their Tribal governments deem necessary," they continued. SAN DIEGO (KGTV) -- Two people spotted by police smashing a window at a Pacific Beach Wendy’s restaurant were arrested after leading officers on a chase.The incident unfolded at around 1:15 a.m. at the fast food restaurant on 1621 Grand Ave., according to San Diego police.Officers were in the area when they saw two people smash a window at the eatery. When police tried to make contact with them, they got into a pickup truck and drove away.The truck reached speeds of up to 100 MPH as it led police on a pursuit towards Interstate 8.Police’s ABLE helicopter helped ground units track the truck into the Midway District, and as the vehicle tried to make a left turn on Rosecrans Street, it crashed into the center divider.The truck then entered a nearby strip mall and came to a stop. The two occupants got out, but officers arrived and took them into custody.Police are trying to determine if the window smash was part of a burglary attempt or an act of vandalism. 975
