SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. San Diego (KGTV)- There are no regrets for a San Diego man who risked his life when he stumbled on a wreck in the middle of last week's rainstorm. "If you ask me, I probably would have done it again," says Victor Ruvalcava. On a rainy Wednesday morning, Dec. 4th, Ruvalcava says he saw a car flip over on Interstate 8 in Mission Valley. The young driver was ejected from the car. "I park behind his car, get out to see if he's ok, I asked him hey is there anyone else in the car. He didn't respond," says Ruvalcava. "I look towards the car, and that's when I get hit by the SUV."He was thrown about 100 feet after that SUV slammed into him. Ruvalcava spent days in the hospital with several injuries, which include a collapsed lung, broken ribs, and leg. While in the hospital, he says the young man he stopped to help, and his family came to visit him. He says they were "extremely thankful." CHP says for safety reasons, they don't recommend drivers stopping to help crash victims on a busy freeway. They should call 911. But Ruvalcava says he'd do it all over again. SAN DIEGO (KGTV) San Diego real estate icon Doug Manchester lost his nomination to be the ambassador to the Bahamas after a series of emails that may have implied pay for play proposition, according to a new report.The report, from CBS News, uncovered an email exchange between Manchester and Republican National Committee Chair Ronna McDaniel. The exchange came just days after Manchester returned from a humanitarian trip to the Bahamas to provide post Hurricane Dorian aid. President Trump nominated Manchester to the ambassadorship in 2017. Manchester replied that he could not make a contribution now because of his nomination, but noted his wife had just made a large contribution."As you know I am not supposed to do any, but my wife is sending a contribution for 0,000," said the email, obtained by CBS News. "Assuming I get voted out of the [Foreign Relations Committee] on Wednesday to the floor we need you to have the majority leader bring it to a majority vote … Once confirmed, I our [sic] family will respond!" His staff contacted the White House with concerns, leading to the nomination being withdrawn, according to CBS News. Stephanie Brown, a spokeswoman for Manchester, said there was absolutely no pay-to-play. She said Manchester sought legal opinions, which concluded he did nothing wrong. Brown said Manchester withdrew the nomination after an arson attack on his family in April. It is common for political donors to receive ambassadorships. In fact, Manchester contributed million to Trump's inaugural committee.Political analyst John Dadian noted, however, that the contributions cannot be made with anything in return expected. "The first part of his quote should have stopped there: 'I cannot contribute because I'm here,'" Dadian said. "The minute he says after the fact, then there's a problem."Manchester told CBS News that his email was not a pay for play offer. He told the network getting confirmed is a politcal process with numerous steps, and that his wife made the 0,000 contribution because she loves President Trump.The R.N.C also told CBS News it was not seeking money to speed up Manchester's nomination, and took aim at Manchester for tying the two together.A spokeswoman for the Federal Election Commission said the agency cannot comment on pending or potential enforcement matters. 2838

  

SAN DIEGO - A hot air balloon with 14 passengers and a pilot on board made an unplanned landing in Rancho Pe?asquitos Sunday night.The balloon set down on a hillside at Pe?asquitos Drive and Del Diablo Way west of Interstate 15 about 7:15 p.m.The community jumped in to help, keeping the basket stable and helping the passengers exit safely, according to the San Diego Police Department.Witnesses helped the pilot bring the basket down to the street where it could be picked up by the owner, police said. The owner's name was not released.No one was injured.The NTSB will investigate the cause of the unplanned landing.  643

  

SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965
