In remembering former President George H.W. Bush, the Secret Service tweeted out a touching message Tuesday. According to the agency, Bush once shaved his head to support a Secret Service agent’s son who’d been diagnosed with leukemia. According to the agency, the security detail all planned to shave their heads to show support for the 2-year-old diagnosed with the cancer. It is a county-approved program that is supposed to help you pay for energy efficient home improvements, but some homeowners blame the program for big tax increases they cannot pay. At least three homeowners who received financing through the PACE (Property Assessed Clean Energy) program say they were misled. The PACE program allows you to pay for home improvements, like solar panels, through your property taxes.  Maria Silva said her Del Cerro home is her life. “It’s very important… it’s my home for 28 years,” Silva said.  It is a home she is in danger of losing. Silva said it started with a man coming to her doorstep about two years ago. Silva said he offered a deal on home improvement projects like double pane windows.  At first, she said no. However, she said the salesman was persistent. For Silva, it was more than a money problem.  She is legally blind. She wanted to wait for her son.  “He told me well, this promotion ends,” Silva said of the salesman.  She said she told the man she was visually impaired, but he told her not to worry and he “was going to read everything for [her].” She did not want to miss out on what she thought was a good deal. At the time, Silva said she was told she would be paying no more than ,000 a year. Silva said she understood the payment would be going on her property tax, but when she got the bill, it showed an increase of more than ,000 this year.  “It seems very predatory,” said her son, Allan Silva.  On top of that, Allan Silva says the company who upgraded their air conditioning unit never removed the old one like promised. “It kind of seems like some shady things happened to my mom,” Allan Silva said. Carolyn Reilly with Elder Law and Advocacy has heard of deception with this program.  “They're telling them it's a free product, it's a free government program,” Reilly said. Reilly said loans are approved for seniors on fixed incomes who cannot afford them and she’s handling many cases from the elderly who say financing was not explained.  “They're desperate because at some point, it's going to lead to foreclosure for them,” Reilly said. One Poway woman, who did not want to use her name, said she wound up with a ,000 bill added to her taxes. She said A1 Solar sold she and her husband on solar panels, but she had no idea a lien would be placed on her home in addition to increased taxes. She also alleges that her husband was not the one who signed the documents. “I was not happy with the salesman coming in and going to the computer and signing Jim's name to the documents. I don't think Jim fully understood what was happening,” she said. Her husband, Jim, is dealing with numerous medical issues. Michele Glen is their caretaker and also signed on with A1 Solar. Team 10 examined the contracts, which say the amount would be added to the homeowner’s property tax. However, Glen said the salesman “rushed [them] through it.” “He says, everything is fine,” Glen said.  Team 10 called the salesman they say went to their home. He said he had nothing to do with A1 Solar and hung up before Team 10 could ask any more questions. According to the Contractors State License Board, A1 Solar’s license was suspended for multiple complaints, including misrepresentation to obtain a contract. A lawyer who worked for the company says A1 Solar is now out of business. San Diego County Supervisor Dianne Jacob said the PACE program has generated about 0 million in projects and has created thousands of jobs. She has received a few complaints, but believes overall, the program is working. “Frankly, if there are bad apples in the barrel, you need to get them out of the barrels,” Jacob said. She told Team 10 the county will continue with the PACE program because overall it has “been very helpful to a lot of people.” Experts at the Approved Home Pros, a contractor’s association, say the PACE program can be a good fit for some homeowners, but it is important to be educated before committing to it.  Recently, Governor Brown signed legislation that aims to provide more oversight and strengthen consumer protections with the PACE program.     4297

Investigators are trying to determine whether an explosion early Tuesday at a FedEx facility outside San Antonio is connected to four explosions that have rattled the Austin, Texas, area this month.The most recent blast happened inside a FedEx facility in Schertz, Texas, FBI San Antonio spokeswoman Michelle Lee said. Schertz is a San Antonio suburb that is roughly an hour's drive southwest of Austin.One FedEx team member suffered minor injuries when a "single package exploded" at the ground sorting facility, company spokesman Jim McCluskey said Tuesday in a statement. An ATF spokeswoman earlier had said no injuries were reported."We are not providing any additional specific information about this package at this time," McCluskey said.Based on preliminary information gathered at the scene, Lee said there could be a connection with the four Austin explosions, which killed two people and injured four others over 17 days starting March 2. 956

We’re monitoring live brain waves."She says, in a recording of the brain’s waves, she can see certain brainwave activity associated with challenges like depression or anxiety.“If someone has too much or too little of something, that causes them to have symptoms," Myles said.She says with neurofeedback, they then “train” the brain to perform better.A patient sits in a chair with electrodes attached to their head as they watch a screen with headphones on. Their brain is rewarded when their brainwaves are in a certain range with a screen that brightens and audio that plays louder in their headphones.“The brain is training to do what we’re asking it to do," Myles said.Think of it as conditioning, just like any other part of the body.“Your brain is a muscle, just as if you were to have a sprained ankle or a broken leg. You can’t expect someone to run a race with it," Tripp said.Shelli sees the methods they use at The Mind Gym as a way to treat mental health beyond traditional paths such as medication, and a way to reach breakthroughs that can feel hard to find.“It’s kind of like an onion. It will unfold stuff," Myles said. "So the importance of having a counselor while you’re doing neurofeedback is important.”Though it is not approved by the Food and Drug Administration, the National Institutes of Health says Neurofeedback is an alternative method that has shown improvement in treating many mental health disorders. But its report suggests the benefits aren’t long-lasting.“I’m able to sleep for the first time in my life," Tripp said.Tripp says her sessions twice a week for six months have undeniably worked for her.“Colors are brighter, food tastes different, it’s beyond words really," Tripp said. “To know I could have transformed my life so long ago, nobody should be struggling right now that this is out there.” 2506

It's something not seen often, or ever, when driving on the highways and roads of northeast Ohio. But one driver lived to tell the tale after hitting a black bear head-on.Corbin Hardy, 27, was driving home to Westlake, Ohio from West Virginia on Friday when a black bear darted across the Ohio Turnpike."I was cruising down the middle lane, and at the very last second, I see a face, and it's the face of a bear. It was not even a 100 feet in front of me when it was crossing the lanes," said Hardy. "I only had time to lift my foot off the pedal."Hardy said the bear was large and the impact was so intense that the airbags deployed and his engine was left smoking.The bear was found on the left shoulder, around 100 yards from where it was initially hit."It was crazy. Nothing like hitting a deer. I was going 70 miles per hour, normal cruising speed and when I hit the bear, my car slowed down to around 50 mph. My head barely touched the airbag," Hardy said.He totaled the 2010 Subaru Legacy that he purchased when he was 18, but was, fortunately, able to walk away without a scratch. Even his cabin was untouched.Authorities told him that the bear most likely died on impact."If it had to die, I'm grateful it was sudden," Hardy said.Sightings of black bears in the Cleveland area have increased in the last several weeks. Last week, a black bear was spotted in Brecksville trying to get into a beehive.Several days later, landscapers in Pepper Pike spotted a small black bear before it ran off into the woods.Hardy credits his vehicle for letting him walk away without a scratch.
