(KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting. Now city staff will draft a formal proposal. Rodriguez hopes to present it to the full Council in June. 2558

OCEANSIDE (KGTV) - It’s been nine months of physical therapy since a great white shark attacked Keane Webre-Hayes. “My love of the ocean is much more than my fear of sharks.” Webre-Hayes tells 10News. He’s been determined to get back into the ocean. While it’s been a long process, he finally made it out spearfishing. Josh Fleming owns Meric Spearfishing in Oceanside, he has been helping get Webre-Hayes ready to dive back into the ocean. “He gave me a gift certificate saying whatever it costs and he got me all geared up.” Fleming gave Webre-Hayes a new diving suit, speargun and other gear to help him prepare for his spearfishing adventures. Webre-Hayes was attacked by the great white shark during his first time lobster diving. He underwent hours of surgery, got one thousand stitches and has continued months of physical therapy. He’s been through intensive therapy at Equinox and Nakoa in Carlsbad. “I love the ocean it’s my second home basically.” Webre-Hayes tells 10News. The shark broke the top of his humorous, tore off his rotator cuff, broke the scapula in three different places and he’s missing parts of his deltoid and lateral muscles. Webre-Hayes tells 10News, “It was a gnarly bite and its crazy that I’m going to be throwing out the first pitch at the Padres game.” Before spearfishing came baseball. He was a left-handed pitcher until his left side was attacked back in September. Nine months later, he’s living out his dream of throwing out the first pitch at the Padres game Tuesday night. “My wish came true just didn’t find the best way to get it.” Webre-Hayes is looking forward to the evening surrounded by his team from Rady Children’s, his physical therapists and Fleming. 1713

(KGTV) — An Oceanside officer was taken to the hospital Tuesday after a man broke a patrol vehicle's windshield, sending glass into the officer's eyes.OPD said a man known to police as a transient got into a confrontation with an officer at College Ave. and North River Rd. at about 5 p.m. The man reportedly used an object to break the windshield of the officer's vehicle, injuring the officer's eyes with glass.The officer was taken to the hospital with minor injuries and will reportedly be okay, according to OPD.The San Diego Sheriff's Department, Carlsbad Police, and an ASTREA helicopter helped in the search for the suspect. SDSO said just before 7 p.m. that the suspect was in custody.According to City News Service, the suspect was armed with a machete. The suspect reportedly stabbed a police dog during his arrest. ORLANDO, Fla. (AP) — A pregnant Florida woman didn’t let labor stop her from casting her vote in the presidential election.Officials with the Orange County Supervisor of Elections said the woman was already in labor when she arrived at the polling site with her husband Tuesday.Staffers said the husband asked for a ballot for his wife and later told the staff that she was in the car, in labor and refusing to go to the hospital until she was able to vote.The woman filled out the ballot right away while doing some controlled breathing and was later taken to the hospital.Staff at the elections office told WKMG that they plan on getting the baby a onesie with the words “first vote” on it and stickers that say “future voter.”“I hope that the baby is safe, and she is safe, and that they’re assured that their ballot was put in the ballot box and their vote will be counted,” voter services worker Karen Brice?o González told WKMG. 942
