POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. PHOENIX — An Arizona ICU nurse does not mince words when detailing what work and life are like during the COVID-19 pandemic. Tough shifts and a potential surge that he fears will only get worse."As soon as I park, I have very low expectations these days," said Eddy De La Torre, a nurse at a Phoenix-area hospital. "It sucks to say that but it's just bad all around."De La Torre said staffing continues to be one of the biggest challenges given the increase in patients."The biggest issue is surrounding staffing," he said. "Staffing in a sense that with the amount of patients that are in the hospital, we're finding it harder and harder to find ways to provide each patient a nurse in the safest manner possible."He also described seeing extremely sick patients, and a staff that is feeling the effects of working on the front lines for months."We're exhausted, man," he said. "We're exhausted."As ICU beds become a scarce resource around the state, De La Torre told ABC15 those beds are in low supply at this hospital. As of Wednesday, the Arizona Department of Health Service's dashboard there were 9% of ICU beds available."It's very few," he said. "And it's smaller and smaller every day."Also on Wednesday, ASU Biodesign Institute Executive Director Dr. Joshua LaBaer said a peak of the current surge may not come until late January or early February."I hope they're wrong," De La Torre said. "If that is the case, then we're going to be in for a rude awakening because that's going to be bad because right now it's horrible."He also told KNXV-TV that fellow staff members are stretched thin and working to handle the uptick in patients."I wish I can tell you that I've been able to talk to a COVID patient," he said. "The last few times I've worked on that unit all my patients have been intubated and the majority of the patients in the ICU are intubated and really sick."He also talked about the ripple effect the surge has across the hospital."Oftentimes we get told, especially in our staffing meetings, that we have A, B and C patients waiting for rooms," he said. "They can be waiting for a couple hours."In the ICU, with visitor restrictions in place, De La Torre noted the mental toll this takes on front-line workers and the patients, both COVID and non-COVID, with family support left to come only via an iPad."The tears are back," he said. OTAY MESA, Calif. (KGTV) — An unusual fossil deposit was discovered during construction at the State Route 11/Otay Mesa East Port of Entry Project, yielding remains that may be up to 28 million years old.The state Department of Transportation says skeletal remains of extinct mammals — including camels, oreodonts, rodents, and possibly a large carnivore — were discovered at the site of the SR-11 and Otay Mesa East Port of Entry project.The fossils are estimated to be somewhere between 16 to 28 million years old, or Earth's Tertiary Period, and could provide more insight into our area's history.Paleo Monitors from the San Diego Natural History Museum found the remains in what appears to be a new geologic formation that has yet to be mapped in the region. The area also contains plant fossils and volcanic bombs (or pieces of rock ejected by a volcano), the DOT says.The Nat will curate and catalog the fossils into its paleontology program.The construction project, which will create a new port of entry into the country, will continue as planned, the state said. 1080

Passengers who refuse to wear a mask or face covering could get banned from flying with some of the major U.S. airlines.On Monday, Airlines for America (A4A), an organization that represents major U.S. airlines, announced it will increase its enforcement of face coverings. According to A4A, major U.S. airlines will implement the following policy updates regarding face covering:Preflight Communications: Each airline will clearly articulate its individual face covering policy in communications with customers, which may require passengers to acknowledge the specific rules during the check-in process.Onboard Announcements: Onboard the aircraft, crew members will announce specific details regarding the carrier’s face covering policy including the consequences passengers could face for violating the policy.Consequences for Noncompliance: Each carrier will determine the appropriate consequences for passengers who are found to be in noncompliance of the airline’s face covering policy up to and including suspension of flying privileges on that airline.“U.S. airlines are very serious about requiring face coverings on their flights. Carriers are stepping up enforcement of face coverings and implementing substantial consequences for those who do not comply with the rules,” said A4A President and CEO Nicholas E.
