SAN DIEGO (KGTV) — The County of San Diego is preparing to step up enforcement efforts on businesses flouting public health orders, taking the reins from local agencies like the San Diego Police Department that have virtually stopped issuing tickets to violators.Despite thousands of complaints about violations to the county's 211 hotline, data from the San Diego Police Department shows the agency has issued 168 citations for health order violations since the pandemic shutdowns began. Ninety-one percent of those citations came in April.Since then, citations decreased to 12 in May, 3 in June, and zero in July. Violating the public health order is a misdemeanor punishable by up to a ,000 fine or six months in jail.“As these health orders continue to change it makes it really difficult for law enforcement,” said SDPD Lt. Shawn Takeuchi.Since April, 211 received 9,382 complaints about public health order violations. During that span the county’s two largest law enforcement agencies, the Sheriff’s Department and SDPD, issued 312 citations combined.Lt. Takeuchi said you have to look back at the public health orders over time: in March, beaches and parks were closed and non-essential businesses were shut down. By April, it was easy to spot violators and expect they knew the rules.“It was a real black and white area,” he said.But then in late May, restrictions eased up, businesses started reopening, and Takeuchi said the regulations were less obvious. The mask ordinance, for example, only applies when an individual is within six feet of a non-household member. Determining whether groups of people walking the street are members of a household is highly impractical, he said.“When the county rules started to morph, we needed to understand them and we needed to make sure people understood them. So we always undertook an effort to educate first,” he said.Since then, the public health orders have been modified several times -- at least three times in July alone -- and Lt. Takeuchi said the department has had to embark on a new education campaign each time.“You've seen the San Diego Police Department really back off on enforcement because we think that the County Health Officer is really in a better position to ensure compliance of what they've deemed the egregious or the bad actors,” he said.This week, the county announced it would take on a more central role with enforcement, bringing on staff to more rapidly investigate cases like the one at The Gym in Pacific Beach, and opening a new compliance hotline.The new hotline and email system will replace the existing 211, so tipsters can speak directly with a county employee. 2664

SAN DIEGO (KGTV) - The local ACLU is now firing back at ICE officials after news broke Tuesday of a new measure in place of blocking certain calls from detainees’ being housed at the Otay Mesa Detention Center.“For the government to interfere with the people's ability to make those calls and advocates abilities to receive those calls is deeply troubling,” said ACLU senior staff attorney Mitra Ebadolahi. She’s now sent a letter to both ICE and ICE’s contractor, CoreCivic, demanding answers and writing in part, "…legally, these blockages may violate the constitution."On Tuesday, Alex Mensing with Pueblo Sin Fronteras said his number was blocked along with numbers to another immigrants rights' activist group, Otay Mesa Detention Resistance. Mensing told ABC 10 News, “Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people.”The Otay Mesa Detention Center has come under fire for allegations of poor health conditions and abuses inside as hundreds of people being housed there were testing positive for COVID-19.“Without more information, it does appear that his kind of blockage is either retaliatory or at least viewpoint discriminatory,” added Ebadolahi.The ACLU is demanding that ICE remove the blockage and offer a response by next Tuesday.CoreCivic referred ABC10 News to ICE which sent a statement Wednesday reiterating part of a statement from Tuesday which reported that it temporarily blocked detainee calls to a specific San Diego area phone number after calls resulted in disruptive behavior from detainees. SAN DIEGO (KGTV) - Students distracted and bitten in class at Madison Senior High in Clairemont are hoping for some help to make the mosquitoes go away.The west side of campus, against Doliva Dr., is where people told 10News they were bitten. The same area houses special needs classes. 10News was sent two pictures, one of a student, with special needs, whose calf was bitten by a mosquito, and another of a dead mosquito. It appears to be black with white spots or stripes."It was really bad and it was burning and everything," Junior Arryonna said. She was bitten in art class Thursday."I feel like my ankle starts itching so I'm like what's on my ankle, so I look and I got two bumps on the side of my ankle," she said reaching down to scratch. She said she's allergic, making the bites that much worse.The school district says the first report of a mosquito bite came mid-September, around the first time Aryonna said she was bit. Pest Control came out twice and deployed an organic compound in the drain to kill mosquito larvae. The County was scheduled to come out next week, but after 10News called, they showed up Friday afternoon, according to the district. 1176

SAN DIEGO (KGTV) - The former head of the Poway Unified School District appeared in court Monday for a preliminary hearing on five felony charges.Officials charged John Collins with misappropriating and misuse of public money.The complaint accuses Collins of misappropriation of public money dealing with vacation time and sick leave. Poway Unified fired Collins in 2017 after a scathing audit had alleged he received more than 0,000 in overpayments and unauthorized payments.The audit also claims there were an additional ,000 in other transactions that violated district policy and some questionable purchases for airline tickets, dinners and hotel fees.Collins attorney did not respond to 10News request for a comment, but in the past, Collins denied engaging in conduct that was dishonest.If convicted on all charges, Collins could face more than seven years behind bars. 894

SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”RELATED: Migrant caravan heads toward US-Mexico borderDHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws.
